Valley City  (CSi)  The Valley City Commission met in Regular Session Tuesday evening at City Hall.

All members were present.

APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:

A Mechanical Contractor License for Jerald W Ostermann LLC, dba AA Air

An Application to Block off Street on 3rd Avenue SE from Main Street to 2nd Street SE for Thundering Saints Inc.

A Raffle Permit for Skills USA, Valley City High School DECA

ORDINANCE

City Commissioners approved the First reading of an Ordinance to create a perpetual restrictive covenant for structures to be removed for Permanent Flood Protection Phase III, in accordance with the State Water Commission.

 

RESOLUTION

Approved a Resolution to Approve Final Plans and Specifications and Authorize for Bid for Permanent Flood Protection Phase II

 

NEW BUSINESS

The City Commission Adopted a Valley City 100 Year Event Flood Protection: Citywide Planning Report.

City Adminstrator  Schelkoph said copies are available at City Hall, adding that public meetings input has been received.

 

Moved to a Special City Commission Meeting, March 7th  a contract renewal for City Administrator Dave Schelkoph, which will be discussed at the 4-p.m. Finance Committee Meeting, then forwarded to the 5-p.m., City Commission meeting.

 

Approved the  Barnes County Mutual Aid Agreement.  City Administrator Schelkoph said the agreement concerns entities working with each other in times of an emergency.

Approved a Special Alcohol Beverage Permit Request for the Valley City Eagles at the ND Winter Show during March 4-11.

 

The City Commission considered a five year property tax exemption on 100% of the improvements to lots 4 & 5 & East 35’ of Lot 3, Block 1 NP East 3rd Addition to the City of Valley City, Barnes County (AKA 1017 East Main Street Valley City, ND) and a five year income tax exemption for Renaissance Zone applicant, Valley Bluff, LLC and designate it as VC-105.   Jim Knutson explained the Renaissance  Zone program is an incentive for development.  He asked that this exemption be approved.

The City Commissioners voted to approve.

 

The City commission  approved a Preliminary Engineering Agreement for Urban Roads Reconstruction Project on 3rd Ave SE in an amount not to exceed $44,500.

 

City Commissioners approved an Engineering Agreement for Geotechnical Evaluation for the Urban Roads Reconstruction Project on 5th Ave NW in an amount not to exceed $12,500. KLJ said both projects are in the near future.

Commissioners approved an alcohol beverage permit for the Valley City VFW, for the North Dakota Winter Show.

CITY UPDATES & COMMISSION REPORTS

Fire Chief Gary Retterath reported a record low number of fire calls in 2016, and urges the public to stay aware of fire safety.
