Valley City  (CSi)  The Valley City Commission met in Regular Session Tuesday evening at City Hall.

PUBLIC HEARING

For the request to rezone from B-1 (Central Business District) to B-2 (Highway Business District) for the real property described in application submitted (From Dave Zubrod).  The Pizza Corner location.  Pizza is no longer being made at the location.  Zubrod said  shipping freezer is located in part of the building.  Zubrod said a part of the building has been sold to another business to locate there.  Zubrod’s attorney said the rezoning will allow Zubrod to redevelop the property under the changed zoning.

Following the Public Hearing:  The City Commission approved the First Reading of an amending and Re-Enacting Section of an Ordinance, by  Changing the Zoning Use Districts as Established on the Zoning Map of the City of Valley City, Barnes County, North Dakota.

RESOLUTIONS

Approved a Resolution approving plat of Tharaldson Diamond Addition, three lots in Southwest Valley City.  Commissioner Powell declared a conflict of interest and did not vote.

Approved a Resolution approving the re-plat Lots 1, 2, and 3 of Meridian Addition and Vacated 10th Street SW.

Approved a Resolution approving plat of PetroServe USA Addition.

NEW BUSINESS

Approved an application for Historic Building Renovation Grant in the amount of $15,000 for Blush Boutique, LLC at 219 Central Avenue North.

The business will be a women’s clothing store.

Approved a Conditional Use Permit on 680 8th Ave SW, Lots 1-12 Pederson’s Addition, for drive-thru coffee kiosk for Epworth United Methodist Church, to be operated by the church. 

City Commissioners received the Official Canvassed Abstract from the Special City Election held on May 23, 2017.

Approved appointing board members for open positions, effective July 1, 2017:

Zoning Board of Adjustments (3 openings; 3 year term) –unfilled position; Ken Reid; Jim Wright

Renaissance Zone Board (1 opening; 3 year term) – unfilled position.

Special Assessment Commission (1 opening; 6 year term) – unfilled position

Approved the nomination of Mary Lee Nielson to serve on the SCDRC Board of Directors as the representative of Valley City.

 

Approved the Permanent Flood Protection buyout purchase of 205 4th Street SW for the appraised value of $325,000.

Approved a Special Alcohol Beverage Permit request for Hi-Line Hospitality, LLC dba City Lights for Class of 2007 Ten Year Reunion on June 17, 2017 at Valley City Teen Center, 302 Main Street East.

Commissioner Bishop indicated concern of the permit at the non-profit Teen Center.  Bishop Voted no.

Approved a gaming site authorization for VFW at VFW, 138 E Main Street; NuBar, 114 E Main Street.

Approved a gaming site authorization for Thundering Saints, Inc. at Boomer’s Corner Keg, 264 Main Street E.

Approved a contract for construction engineering for the 2017 Parking Lot Improvement District in amount of $49,000.  Seven parking lots will be improved.

CITY ADMINISTRATOR’S REPORT:

David Schelkoph  gave an update on the flood buyout program, with Phase 3 and moving forward to Phase 4.

He said the franchise renewal talks with CSi Cable and Century Link are continuing.

He asked residents to be patient with the congestion in town concerning street construction this summer.

He praised the election workers for their participation in the May 23, 2017 Special City Commissioner Election.

He said on Monday a record amount of water was used in Valley City, at 1.5 million gallons.

He asked residents to water lawns early morning, or in the evening to avoid direct sunlight.

City Building Inspector Dave Andersen reported on building permits issued, saying the pace is ahead of what he expected.

He said the sidewalk shaving has started in Valley City.

 

City Fire Chief Gary Retterath reported that all the outdoor sirens are in working order.

He attended the state fire fighters convention in Dickinson last week, adding that the state convention will be in Valley City in 2018.

 

Mayor Carlsrud thanked the owners of the new Blush Boutique in Valley City for their investment in Valley City.
