RESOLUTION

Approved a Resolution approving the sale of Refunding Improvement Bonds of 2017, at an interest rate of 2.91 %, at $2,150,000.  Valley City has an A-1 rating with Moody’s.

NEW BUSINESS

Approved an Image Enhancement Grant Application from Arc of Barnes County in the amount of $437.63.

ARC has a new logo to be incorporated in a new sign to be installed.

The City Commission approved a Request for Funds from Valley City-Barnes County Development Corporation in the amount of $150,000 for purchase of land from North Dakota Winter Show.  Valley City Barnes County Development Director, Jennifer Feist said the dollars come from the Economic Development Sales Tax.

The land is east of the Regional Technology Center, and then owned by the VC/BC Development Corporation, to be used for future economic development.

She added that North Dakota Winter Show building will also benefit from the purchase, including improvements to the fire doors.

She said the Barnes County Commission has also approved funding.

 

Approved Amended Funding Options for Winter Show Road Fire Protection Loop Project, a water main extension previously approved by the City Commission.

City Administrator Schelkoph said, a committee has determined the course of action to make the improvements, including funding.  The North Dakota Winter Show will pay $25,000 toward the project for fire hydrants around the Winter  Show Building.

CITY ADMINISTRATOR’S REPORT:  No report was given.

CITY UPDATES & COMMISSION REPORTS:

City Building and Fire Inspector Dave Andersen said a representative from the National Flood Insurance program and FEMA will visit Valley City, to present a plaque to the city, noting participation in programs.

KLJ gave a report on updates on the progress of city construction projects, and city parking lot improvements.

Mayor Carlsrud said the 2018 budget meetings are continuing, and is balancing the budget challenging in light of cuts from funding sources.

He added that Department heads are cooperating in paring their budget request.
