Carlascio Bridge&#8221;"},"content":{"rendered":"<p>Jamestown (CSi) The Jamestown City Council met in Regular Session on Monday evening at City Hall.\u00a0 All members were present.<\/p>\n<p>The City Council approved a Resolution designating the bridge crossing the James River at First Street West be known as the James A. Carlascio Memorial Bridge.<\/p>\n<p><a href=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2016\/06\/Carlascio1strbridge1.jpg\" rel=\"attachment wp-att-102097\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-102097\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2016\/06\/Carlascio1strbridge1-300x202.jpg\" alt=\"Carlascio1strbridge1\" width=\"300\" height=\"202\" srcset=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2016\/06\/Carlascio1strbridge1-300x202.jpg 300w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2016\/06\/Carlascio1strbridge1-260x175.jpg 260w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2016\/06\/Carlascio1strbridge1.jpg 445w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>John Grabinger said that he and Dwaine Heinrich, along with Council Member Buchanan propose the idea, in part because the bridge was replaced through the lead efforts of Jim Carlascio.<\/p>\n<p>Buchanan said the date of June 6<sup>th<\/sup> is appropriate to pass the resolution, as June 6th,\u00a0 is the anniversary of\u00a0 the 1944 D-Day invasion of Normandy in World War II, in which Jim fought.<\/p>\n<p>He read the Resolution, outling the outstanding contribution Jim Carlascio gave to the community, known as the &#8220;Mayor of the West End&#8221;. \u00a0 <strong><span style=\"color: #ff0000;\"><a style=\"color: #ff0000;\" href=\"http:\/\/csinewsnow.com\/?p=47232\" target=\"_blank\">Remembering James Carlascio &#8211; WW II POW<\/a><\/span><\/strong><\/p>\n<p><strong>CONSENT AGENDA:<\/strong><\/p>\n<p>No Consent Agenda items were discussed separately. \u00a0Items approved on the Consent Agenda included:<\/p>\n<p>Resolution to establish an ad hoc committee made up of representatives of City Council (Brubakken and Buchanan), Police, Fire, and Building Inspection Departments to review Article<\/p>\n<p>IV of Chapter 9 of the City Code pertaining to dangerous buildings, along with codes from other communities, and report back to the Finance &amp; Legal Committee any recommendations for amendment.<\/p>\n<p>A Resolution to approve the request from Jamestown Regional Airport for a loan from the City for up to 50% of $126,000 for five (5) years for the purchase of a Jet way passenger-boarding bridge for the airport.<\/p>\n<p>A Resolution to approve suspending all shooting at the range until needed work and improvements have been identified and work completed.<\/p>\n<p>REGULAR AGENDA:<\/p>\n<p>RESOLUTIONS:<\/p>\n<p>A. <b>PUBLIC HEARING: <\/b>Concerning the special assessment list for Seal Coat, Patching,<\/p>\n<p>Construction and Reconstruction District #15-41.<\/p>\n<p>Following the Public Hearing the City Council Approvedisapprove the special assessments in the total amount of $1,751,659.36, with the City Share to be<\/p>\n<p>$422,408.51, with the balance of $1,329,250.85 to be assessed to benefited properties within the district.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Council approved pending additional information needed for the application, the request from Joel Onsurez for Renaissance Zone approval for improvements of the property at 104 3<sup><span style=\"font-size: xx-small;\">rd<\/span><\/sup> Street SE (Lot 1 and North 49.7\u2019 of Lot 2, Block 46, Klaus Addition) and to provide for a five (5) year property tax exemption and to recommend the State grant a five (5) year ND State Income Tax exemption.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved the Request for Proposals for Residential Recycling Collection.<\/p>\n<p>Mayor Katie Anderson says specifications will be determined.<\/p>\n<p>At this time a residential &#8220;single sort,&#8221; method is being proposed, so that residents may place all recycled items in one bin for pick up, along side the garbage.<\/p>\n<p>The plan is to have the pick up in either the alley or curbside, depending on where the garbage is picked up.<\/p>\n<p>NO COMMITTEE REPORTS WERE GIVEN<\/p>\n<p>ORDINANCES:<\/p>\n<p>A. <b>FIRST READING: <\/b>Concerning an ordinance to amend and re-enact Ordinance No. 329 of the City Code to amend the District Map to change the zoning of Lot 1, Block 2, Mill Hill 2<span style=\"font-size: xx-small;\">nd <\/span>Addition, from C-2 (General Commercial District) to R-4 (Planned Residence District) for the proposed Lots 1-7,<\/p>\n<p>Block 1, Sumac Ridge Addition, a replat of a portion of Lot 1, Block 2, Mill Hill 2<sup><span style=\"font-size: xx-small;\">nd<\/span><\/sup> Addition.<\/p>\n<p>A <b>SECOND READING of an <\/b>Ordinance was approved to grant a continued franchise agreement to Cable Services, Inc.<\/p>\n<p>A <b>SECOND READING of an <\/b>Ordinance to grant a continued franchise agreement to Dakota Central Telecommunications was approved.<\/p>\n<p>HEARING FROM THE AUDIENCE:<\/p>\n<p>Clarice Liechty spoke and encouraged the council to meet with Woodbury Township officials concerning improving the road from Country Acres Veterinary Clinic to the Woodbury road. She said it is a second access to JRMC.<\/p>\n<p>Council Member Kourajian added that Interstate Engineering should look at such a study.<\/p>\n<p>JRMC President K.C. DeBoer said the roadway is not maintained in the winter.<\/p>\n<p>Ms. Liechty pointed out that the roadway is a good option.<\/p>\n<p>Two residents along Highway 20 spoke about the vacation of a roadway that was brought to the City Council in 2013, and tabled, and asked for an update including and additional roadway.<\/p>\n<p>Mayor Andersen said the re-platt was done, future development plats are still pending.<\/p>\n<p>She said the city will follow up on the matter.<\/p>\n<p>&nbsp;<\/p>\n<p>APPOINTMENTS:<\/p>\n<p>Approved the appointment of Lynn Hill to serve as a member on the Shade Tree Committee for a three year term to expire April 2019.<\/p>\n<p>Approved appointing Abbagail C. Geroux as Assistant City Prosecutor and Assistant City Attorney for a two year term to expire June 2018.<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT: NO REPORTS WERE GIVEN.<\/p>\n<p>IN OTHER BUSINESS:<\/p>\n<p>Approved \u00a0the request from Stutsman Harley-Davidson for a dance permit on June 25, 2016, and August 27, 2016 in the parking lot at 2501 3<span style=\"font-size: xx-small;\">rd <\/span>Ave SW.<\/p>\n<p>Denied the bid for the 1.5MG Elevated Water Tower Rehabilitation near Cavendish due to bid irregularities.<\/p>\n<p>The Low bidder of Champion Coatings was awarded the bid of $487,375.<\/p>\n<p>The City Council approved entering into an engineering agreement with Interstate Engineering, Inc., for the Sanitary Sewer Raker System Improvements Project.<\/p>\n<p>The meeting was shown live on CSi 67, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown (CSi) The Jamestown City Council met in Regular Session on Monday evening at City Hall.\u00a0 All members were present.
