FINANCE & LEGAL COMMITTEE BUSINESS:<\/strong><\/p>\n Steven Fenlon, FROM MHC, spoke relative to requesting the City Council\u00a0 conduct a public hearing concerning a tax-exempt refinancing of long-term indebtedness of Lutheran Social Service of North Dakota.<\/p>\n Steven Fenlon, FROM MHC, spoke relative to requesting the City Council\u00a0 conduct a public hearing concerning a tax-exempt refinancing of long-term indebtedness of Lutheran Social Service of North Dakota.\u00a0 LSS will use it\u2019s tax exemption status to refinance.<\/p>\n The Jamestown property is Legacy Center, the former Jamestown Hospital.<\/p>\n The refinance package is for $5 million.<\/p>\n The committee recommends setting the Public Hearing at the December City Council meeting.<\/p>\n <\/p>\n Jamestown Tourism Director, Searle Swedlund, requested\u00a0 $14,072 from the Tourism New Project Fund held by the City of Jamestown for partial cost of the Jamestown Talking Trail Project.\u00a0 He said the project cost is $29,000.<\/p>\n The committee recommends allocation of the funds.<\/p>\n <\/p>\n The committee considered recommending the City Council approve the request of Joel Onsurez for Renaissance Zone incentives by granting a five (5) year 100% property tax exemption and to recommend the State of ND grant a five (5) year 100% state income tax exemption\u00a0 at<\/p>\n 104 3rd Street Southeast, the former Masonic Temple.<\/p>\n Joel and Barb Onsurez are renovating the 1916 structure. Part of the building will serve as their personal residence. They are also installing a caterer\u2019s kitchen and planning to use the great hall as banquet\/event space.<\/p>\n The committee took no action pending more information, and moved the item to the City Council meeting without recommendation.<\/p>\n The committee\u00a0 recommends the City Council approve the 2015 City Audit Report, as prepared by Schauer & Associates, PC.\u00a0 No deficiencies were in the report.<\/p>\n Informational: <\/strong>The Second Reading of\u00a0 an Ordinance to repeal a section of the City Code pertaining to alcoholic beverages, is scheduled for the November 7, 2016, City Council meeting.<\/p>\n Informational: <\/strong>An application for appointment to the Jamestown Regional Airport Authority has been received from David Mark Urquhart.<\/p>\n Informational<\/strong>: Departmental and financial reports.<\/p>\n City Beautification Committee member, Joan Morris indicated her concern on the progress of implementing the Jamestown Residential Recycling program.\u00a0 City Administrator Jeff Fuchs said the City Attorney is working on paper work, at this time.\u00a0 That includes the Requests For Proposals to \u201cmesh\u201d with the proposal from Renaissance Recycling of Jamestown.<\/p>\n Ms. Morris said Renaissance Recycling has not yet been contacted by city officials.<\/p>\n BUILDING, PLANNING & ZONING COMMITTEE BUSINESS:<\/strong><\/p>\n \u00a0Informational<\/strong>: Minutes of the October 10, 2016, Planning Commission Meeting was presented.<\/p>\n The committee recommends approving \u00a0the request from Lurue Weber to move a mobile home into the city and place it at 1324 14th<\/sup> Avenue SW (Lots 1-2, Block 2, Meidinger 4th Addition).<\/p>\n Considered approving the plat of Corell Addition, a replat of Lot 1, Block 1, of the Jamestown Hospital Healthcare Campus Addition, (within the NW \u00bc of Section 3, Township 139N, Range 64W.) City Attorney Leo Ryan said he reviewed the replat, and said the \u00a0Planning & Zoning Commission \u00a0should meet with the developer concerning infrastructure. \u00a0\u00a0Planning & Zoning had recommended approval.
