All members were present.<\/p>\n<p>NO CONSENT AGENDA ITEMS WERE DISCUSSED SEPARATELY:<\/p>\n<p>REGULAR AGENDA<\/p>\n<p>RESOLUTIONS:<\/p>\n<p>A Public Hearing was held to consider the request to refinance long-term indebtedness of Lutheran Social Services to include the Legacy Center located in Jamestown.<\/p>\n<p>Following the public hearing the City Council\u00a0\u00a0 approved the refinancing<\/p>\n<p>&nbsp;<\/p>\n<p>Next consideration was given to the request of Joel Onsurez for Renaissance Zone incentives by granting a five (5) year 100% property tax exemption and to recommend the State of N.D. grant a five (5) year 100% state income tax exemption on Lot 1 and the N49.7 feet of Lot 2, Block 46, Klaus Addition (104 3rd St. SE).\u00a0 Onsurez has indicated that initially the building will be used for a residence, and no public business at this time.<\/p>\n<p>The City Council approved the request pending an updated application.<\/p>\n<p>&nbsp;<\/p>\n<p>COMMITTEE REPORTS:<\/p>\n<p>ORDINANCES:<\/p>\n<ol>\n<li>FIRST READING:\u00a0 An ordinance to amend and re-enact Sections 9-12, 9-13, and 23-38 of the City Code pertaining to the Building Code and Plumbing Code.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>SECOND READING:\u00a0 of an Ordinance, to enact Section 6.7 of Appendix B and to amend and re-enact a section\u00a0 of the City Code, pertaining to traffic impact studies.\u00a0The Ordinance contains an amendment Council Member Gumke explained substantial costs to the developer would not be beneficial to the developer.<\/p>\n<p>The Council approved the amendment unanimously.<\/p>\n<p>The Council then voted unanimously to approve the amended Ordinance.<\/p>\n<p>&nbsp;<\/p>\n<p>SECOND READING:\u00a0 of an Ordinance to amend and re-enact Section 9-47.1 of the City Code pertaining to standards for repair, vacation or demolition as approved.<\/p>\n<p>&nbsp;<\/p>\n<p>HEARING FROM THE AUDIENCE:\u00a0\u00a0\u00a0No one spoke.<\/p>\n<p>&nbsp;<\/p>\n<p>APPOINTMENTS:<\/p>\n<p>The City Council appointed Council Member Gumke \u00a0to serve as the City Council representative on the Law Enforcement Center Governing Board for a four year term to expire December 2020<\/p>\n<p>&nbsp;<\/p>\n<p>The City Council appointed Council Member Phillips \u00a0to serve as the City Council representative on the County Weed Board for a four year term to expire December 2020.<\/p>\n<p>&nbsp;<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT:<\/p>\n<p>Council Member Phillips explained the Mary\u2019s House plan with SAFE Shelter, and provided a brochure.<\/p>\n<p>&nbsp;<\/p>\n<p>OTHER BUSINESS:<\/p>\n<p>Discussion was held on the NDRRA State Rodeo Finals event held at the Civic Center October 28-30, 2016.\u00a0 Council Member Phillips moved to terminate the present contract and to have the City Attorney send a letter to rodeo officials to re-negotiate a new contact.<\/p>\n<p>She indicated that she wants to see the rodeo remain in Jamestown.<\/p>\n<p>Rodeo representative Greg Carlson asked if the letter of termination not received by October 1, 2016, means that the present contract is still in force.<\/p>\n<p>City Attorney Leo Ryan said he will issue an opinion at a later date.<\/p>\n<p>Carlson questioned the profit and loss statement, concerning unexpected expenses.\u00a0He said without those expenses the rodeo would have been \u201cin the black,\u201d this year. Civic Center Manager Pam Fosse said the profit and loss state was all inclusive.<\/p>\n<p>Mayor Andersen said the rodeo contract is different from other Civic Center contracts. She said terminating the present contract \u201csends the wrong message.\u201d\u00a0 She prefers a re-negotiation of the present contract.<\/p>\n<p>After further discussion, a second to the motion by Council Member Phillips to terminate the contract and re-negotiate the contract was withdrawn.<\/p>\n<p>Council Member Buchanan moved to re-negotiate the contract.<\/p>\n<p>The motion was passed unanimously.<\/p>\n<p>&nbsp;<\/p>\n<p>The meeting was shown live on CSi Cable 67, followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown (CSi)\u00a0 The Jamestown City Council met in Regular Session Monday at City Hall.
