{"id":124681,"date":"2017-07-05T17:32:19","date_gmt":"2017-07-05T22:32:19","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=124681"},"modified":"2017-07-06T09:51:06","modified_gmt":"2017-07-06T14:51:06","slug":"city-council-approves-jrvls-support-for-grant-app","status":"publish","type":"post","link":"http:\/\/csinewsnow.com\/?p=124681","title":{"rendered":"Council supports Library grant application"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-106244\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2016\/08\/jmstcitycouncil-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/>Jamestown (CSi)\u00a0 The Jamestown City Council held a public hearing on Wednesday July 5, 2017 at 5-p.m., at City Hall, to receive input on the request from the James River Valley Library System, for a \u201ccertification of Significant Community Support.\u201d<\/p>\n<p>All members were present.<\/p>\n<p>The library is filing a Community Facilities Grant Application, to USDA-Rural Development, in the amount of $86,392.50 for renovations to the Alfred Dickey Public Library.\u00a0 The grant would fund 15% of the cost with the other 85% coming from the library\u2019s operating funds, and donations.<\/p>\n<p>The application requests a \u201cCertificate of Significant Community Support\u201d from affected local governmental bodies.<\/p>\n<p>Renovations include: roof, sealing the foundation, drain tile, a new sign, LED lighting, new carpet, wall coverings, and paint.<\/p>\n<p>The City Council unanimously approved City of Jamestown support.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council met in Regular Session Wednesday afternoon at City Hall. All members were present.<\/p>\n<p>&nbsp;<\/p>\n<p>CONSENT AGENDA ITEMS DISCUSSED SEPARATELY:<\/p>\n<p>Council Member Buchanan asked that item O\u201d be discussed, a \u00a0Resolution to authorize the City Attorney to negotiate an agreement with Mark Goehner for the acquisition of Lot 1, Block 1, Marjo 1st Addition, by the deferment of special assessments on Lots 2, 3, 4 &amp; 5, Block 1, Marjo 1st Addition, for the 5th St NE (12th to 27th Ave NE) Improvement District 16-42, and the City overseeing the drainage alterations needed to develop Lot 7, Block 1, Eastwood Estates Addition. He asked for an update on the issue, and City Attorney Ryan said no updates are available, and Wednesday\u2019s Resolution needed to be passed first.<\/p>\n<p>The Council then approved the item.<\/p>\n<p>ORDINANCES:<\/p>\n<p>A <strong>FIRST READING: <\/strong>Concerning an ordinance to allow the sale of Growlers in on-sale alcohol establishments. The Ordinance change would allow the alcoholic beverage to be re-sealed on site, for transportation outside the establishment.<\/p>\n<p>A <strong>PUBLIC HEARING <\/strong>was held re-enacting an \u00a0Ordinance \u00a0to change the zoning of Approximately 5.3 acres, including Blocks 3, 4, and 5 of Mall Woods Addition, all being within the City of Jamestown, Stutsman County, North Dakota, from PO- C (Public, Open Development and Conservation District) to C-2 (General Commercial District).<\/p>\n<p>The property is located at: 900 23rd St SW, 912 23rd St SW and 1024 23rd St SW.<\/p>\n<p>No one spoke.<\/p>\n<p>Following the Public Hearing a <strong>SECOND READING <\/strong>of the <strong>\u00a0<\/strong>Ordinance \u00a0was\u00a0\u00a0 approved.<\/p>\n<p>&nbsp;<\/p>\n<p>A <strong>SECOND READING\u00a0 <\/strong>of an<strong> \u00a0<\/strong>Ordinance to amend and re-enact a Chapter of the City Code pertaining to Solid Waste Management was\u00a0 \u00a0approved.<\/p>\n<p>Council Member Buchanan pointed out that Renaissance Recycling is no long accepting glass due to market conditions.\u00a0 He said the city\u2019s contract with the recycling includes accepting glass.<\/p>\n<p>The contract goes into effect until residential recycling starts.<\/p>\n<p>The Council unanimously approved the Ordinance.<\/p>\n<p>HEARING FROM THE AUDIENCE:\u00a0 No one spoke<\/p>\n<p>&nbsp;<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT:<\/p>\n<p>Council Member Buchanan pointed out that on Saturday July 8, 2017 from 7-a.m. to 12 noon, it\u2019s the Annual Jamestown City Fire Department Pancake Breakfast fundraiser will be held.<\/p>\n<p>Buchanan\u00a0 thanked the Health &amp; Safety Committee pointing out that the group had been using their time dealing with dilapidated structures and situations around town involving other structural issues within the city.<\/p>\n<div id=\"mep_0\" class=\"mejs-container svg wp-audio-shortcode mejs-audio\">He encourages the City Council and the community for their support.<\/div>\n<div class=\"mejs-container svg wp-audio-shortcode mejs-audio\"><\/div>\n<div class=\"mejs-container svg wp-audio-shortcode mejs-audio\"><\/div>\n<p>OTHER BUSINESS:<\/p>\n<p>The Council awarded the bid for Automatic Rake Bar Screen Improvements, Raker Building, to<\/p>\n<p>Swanberg Construction of Valley City in the amount of $482,000.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Council awarded the bid \u00a0 for\u00a0 the REBID of Cell 4A Liner &amp; Cell 2\/3 Partial Final Cover, Jamestown Municipal Solid Waste Landfill, to Burski of Minnesota, in the amount of $2,222,282.<\/p>\n<p>Awarded the bid for 2017 NW Water Main Replacement District 17-61 (11 Blks), to Sherbenske of Jamestown in the amount of $1,222,524.<\/p>\n<p>&nbsp;<\/p>\n<p>The Council accepted the petition from Jamestown Public Schools requesting that the Jamestown High School Parking Lot Seal Coat be removed from the Seal Coat, Patching, Construction and Reconstruction District No. 17-41 and replaced with a mill and overlay.\u00a0 The cost will be assessed to the Jamestown Public School District.<\/p>\n<p>Authorized the City Administrator to submit a SRF Clean Water application to the ND State Health Department and ND Public Finance Authority for the Automatic Rake Bar Screen Improvements, Raker Building Project.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved the request from the Jamestown Hockey Booster Club, Inc. for a gaming site authorization at Shady\u2019s Gladstone Banquet Rooms on February 7, 2018.<\/p>\n<p>&nbsp;<\/p>\n<p>The meeting was shown live on CSi Cable 67 followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown (CSi)\u00a0 The Jamestown City Council held a public hearing on Wednesday July 5, 2017 at 5-p.m., at City Hall, to receive input on the request from the James River Valley Library System, for a \u201ccertification of Significant Community Support.\u201d All members were present.
