The final 10 year renewal.<\/p>\n<p>The committee recommends the \u00a0appointment of Travis Iversen as an Assistant City Prosecutor, and Assistant City Attorney.<\/p>\n<p>The committee recommends approving \u00a0recognizing the NDBPA \u2013 Charitable Bowling Council as an other public spirited organization and the Blue Jay Soccer Booster Club and to authorize the issuance of a raffle permits.<\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.5pt;\">Informational<\/span><\/b><span style=\"font-size: 11.5pt;\">: Departmental and financial reports. <\/span><\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.5pt;\">BUILDING, PLANNING &amp; ZONING COMMITTEE: <\/span><\/b><\/p>\n<p>Considered amending the Land Use Plan on All except the S90\u2019 of Lot 1 Replat &amp; except Parcel A, Block 1, Residence Park 2nd Addition from Public\/Institutional to Low Density Residential, the former Bethel Four Acres Nursing Home.\u00a0 Mayor Andersen said the property is surrounded by Low Density Residential zoning.<\/p>\n<p>The City Planning Commission moved to change to Low Density Residential.<\/p>\n<p>The committee recommends, approving to Low Density Residential.<\/p>\n<p>With that \u2026<\/p>\n<p>The committee considered introducing the First Reading of an ordinance to amend and re-enact an Ordinance of the City Code to change the zoning of All Except the S90\u2019 of Lot 1 Replat &amp; Except Parcel A, Block 1. Residence Park 2nd Addition from R-1 (One Family Residential District) to R-2 (One to Six Family Residential District). The property is located at 1404 1st Ave North.<\/p>\n<p>The committee recommends approval.<\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.5pt;\">CIVIC CENTER AND PROMOTION COMMITTEE <\/span><\/b><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Greg Carlson spoke regarding the proposed renewal of the Civic Center for the Roughrider Rodeo Finals in 2018. He said he would like to see a five year renewal, to bid on with the Association, a multiple year presentation.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Council Member Phillips said the contract is geared to be annually.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Civic Center Manager Pam Fosse presented the annual contract.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Council Member Gumke said a one year contract is more manageable between the two parties, with rental changes the responsibility of the Civic Center.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">No action was taken by the committee, with the Rodeo and Civic Center signing the one year agreement.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">\u00a0<\/span><\/p>\n<p class=\"Default\" style=\"page-break-before: always;\"><b><span style=\"font-size: 11.5pt;\">FIRE &amp; POLICE COMMITTEE <\/span><\/b><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">No agenda items at this time. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">\u00a0<\/span><\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.5pt;\">PUBLIC WORKS COMMITTEE <\/span><\/b><\/p>\n<p>Considered the request from Otter Tail Power for reimbursement for relocating electrical lines off City right-of-way. \u00a0The committee recommends moving to the City Council meeting without recommendation, with Otter Tail appearing at the Council meeting.<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends approving Change Order No. 2 from Swanberg Construction, Inc., on the Raker Building, in the amount of $1,754.00. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends approval of the STIP list and to identify priorities to be forwarded to the NDDOT. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Mayor Andersen suggested a separate meeting to discuss the priorities, with the full council on hand, as the item was tabled until then.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommended authorizing the City Engineer to develop detailed plans, specifications and estimates for Seal Coat, Patching, Construction and Reconstruction District #18-41. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">\u00a0<\/span><\/p>\n<p>The committee recommended the following for 2018 Sidewalk, Curb &amp; Gutter District #18-11:<\/p>\n<ol>\n<li>To set up and establish the district;<\/li>\n<li>To direct the City Engineer to prepare plans &amp; specifications for the construction of the district;<\/li>\n<li>To accept and approve the plans and specifications, as prepared by the City Engineer, for the construction of the district; and<\/li>\n<\/ol>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">\u00a0\u00a0\u00a0\u00a0 4.\u00a0 To direct the City Administrator to advertise for bids for the construction of the district.\u00a0<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends\u00a0 the replacement of a new 3.5 Ton truck for the Street Department, a budgeted item. <\/span><\/p>\n<p>The committee recommends\u00a0 approval of utility rate adjustments for 2018. City Administrator Jeff Fuchs said all rates are at a five percent increase, which will include commercial garbage fees, and tipping fees and such items as tires and mercury vapor lights..\u00a0 Any fee not adjusted over the past five months will not change.<\/p>\n<p>&nbsp;<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Mayor Andersen said Ralph Friebel said the recycling carts will be distributed by February 12<sup>th<\/sup>, and that residential recycling to start March 1.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends upholding the February 1, date to start default action, as a back up in case matters move to find another recycler, with a 60 day leeway.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">It was pointed out that the recycling center is back open to the regular hours for drop off of items.<\/span><\/p>\n<p><strong>Informational: <\/strong>One (1) application has been received for the Jamestown Fire Code \u2013 Board of Appeals.<\/p>\n<p>The meeting was shown live on CSi 67 followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council Committees met in Joint Session at City Hall on Tuesday.
