The committee moves the item to the City Council without recommendation.<\/p>\n<p class=\"Default\">The committee recommends entering into an engineering services agreement with Interstate Engineering, Inc., for the Inert Landfill Project.<\/p>\n<p class=\"Default\">The committee recommended approval of the 2018 Jamestown Standard Specifications as prepared by the City Engineer.<\/p>\n<p class=\"Default\">Recommended approval of plans, specifications and estimates for Seal Coat, Patching, Construction &amp; Reconstruction District 18-41 in Southwest Jamestown in the area of Victory Lutheran Church and Louis L\u2019Amour School.<\/p>\n<p class=\"Default\">Recommended directing the City Administrator to advertise for bids for the construction of Seal Coat, Patching, Construction &amp; Reconstruction District 18-41.<\/p>\n<p class=\"Default\">Recommended authorizing the City Engineer to develop detailed plans, specifications and estimates for 2018 Safe Routes to School Sidewalk District #18-21.<\/p>\n<p class=\"Default\"><b>Informational: <\/b>A public hearing concerning 2018 Safe Routes to School Sidewalk District\u00a0 #18-21 will be held at the March 5, 2018, City Council meeting.<\/p>\n<p class=\"Default\"><b>Informational: <\/b>A public hearing concerning 2017 Sidewalk, Curb &amp; Gutter District #17-11 will be held at the March 5, 2018 city council meeting.<\/p>\n<p><strong>FINANCE &amp; LEGAL COMMITTEE <\/strong><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends the request from the JSDC for $5,436.32 from the Economic Development Fund to reimburse CED building loss for 2017 with the City Share to be $5,436.32, and paid from the City Sales Tax Fund.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">JSDC CEO Connie Ova said the short fall was due to part of the building not be leased that year. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends the sale of Lot 5, Block 4, I-94 Business Park to Buffalo City Diesel in the amount of $68,389.20. Two lots remain available for sale.<\/span><\/p>\n<p>The committee recommends approving\u00a0 de-obligating the Flex PACE interest buydown for D &amp; B Portables in the amount of $43,000.<\/p>\n<p>The committee recommends \u00a0entering into an agreement with Jamestown Community Correction Program.<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends allowing the City to maintain its own sales ratio study for assessment purposes, in line with state law. <\/span><\/p>\n<p>The committee recommends approving the request from Jonny B\u2019s to be allowed to install an electrical outlet in the public parking lot in the 200 Block of 2nd Ave SE, adjacent to their back door.<\/p>\n<p>The approval is \u00a0pending a license agreement to have access to the space and have power installed and the location of the power pole.<\/p>\n<p>Owner Jon Beyer said the establishment needs the power outlet in a loading zone for a refrigerated box truck, as the business will start selling frozen pizza.<\/p>\n<p>City Administrator Jeff Fuchs said licensing certain parking lot spots would set a precedence.<\/p>\n<p><strong>Informational: <\/strong>Application for appointments to the James River Library Board have been received as follows:<\/p>\n<ol>\n<li>Michelle Watne and Darlene Jung for one open seat<\/li>\n<li>Charlotte Freeberg for a seat to be jointly appointed by the City and County<\/li>\n<\/ol>\n<p><strong>Informational<\/strong>: Departmental and financial reports were presented.<\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.5pt;\">BUILDING, PLANNING &amp; ZONING COMMITTEE <\/span><\/b><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends approval of the plat of WBI Energy Jamestown Border Station Plat, located in the SE \u00bc\/ NW \u00bc of Section 32, Township 140N, Range 63W, of the fifth principal meridian, Stutsman County, North Dakota. The property is located south of 8546 35th St SE, Jamestown, ND, for a metering station for a gas line. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">\u00a0<\/span><\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.5pt;\">Informational: <\/span><\/b><span style=\"font-size: 11.5pt;\">A Public Hearing and Second Reading of an ordinance to amend and re-enact Ordinance No. 329 of the City Code by amending the District Map to change the zoning of All Except the S90\u2019 of Lot 1 Replat &amp; Except Parcel A, Block 1.
