{"id":147538,"date":"2018-06-19T17:08:28","date_gmt":"2018-06-19T22:08:28","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=147538"},"modified":"2018-06-19T19:13:52","modified_gmt":"2018-06-20T00:13:52","slug":"committee-reviews-medical-marijuana-regulations","status":"publish","type":"post","link":"http:\/\/csinewsnow.com\/?p=147538","title":{"rendered":"Committee reviews medical marijuana regulations"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-106244\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2016\/08\/jmstcitycouncil-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council\u2019s Building, Planning &amp; Zoning, Civic Center &amp; Promotion, Police &amp; Fire Committees met in joint session, Tuesday afternoon at City Hall.<\/p>\n<p>All members were present.<\/p>\n<p><strong>FINANCE &amp; LEGAL PERSONNEL COMMITTEE <\/strong><\/p>\n<p>The committee recommended the sale of Lots 6 &amp; 7, Block 1, I-94 Business Park Addition, to United Parcel Service, Inc., in the amount of $137,650.00.<\/p>\n<p>The committee recommends recognizing Jamestown Cancer Support Group as an other public spirited organization and authorize the issuance of a raffle permit.<\/p>\n<p>The committee recommends approving the request from the JSDC to approve building improvements in the amount of $4,300 with the City Share to be $3,870, and paid from the City Sales Tax Fund. The dollars will replace flooring.<\/p>\n<p>Considered was the request from the Jamestown Regional Airport Authority to commit to a bond issuance and a general tax levy in 2019 to assist in financing the construction of an airport passenger parking lot mill and overlay project, to be repaid primarily through post-project facility passenger revenues that will be collected.<\/p>\n<p>Mayor Andersen said the project includes expanding the airport\u2019s parking spaces.<\/p>\n<p>She added the fees, about $57,000 will be collected starting in July, with approval of the FAA.<\/p>\n<p>The committee recommends approving.<\/p>\n<p><strong>BUILDING, PLANNING &amp; ZONING COMMITTEE <\/strong><\/p>\n<p>With amendments the committee recommends approval of Country Grain Cooperative Subdivision Plat within the NW\u00bc and NE\u00bc of Section 27-140-64, Midway Township, Stutsman County, within the one mile extraterritorial limits of the City of Jamestown. The Planning Commission recommends approval as well.<\/p>\n<p>Discussion continued from a previous meeting on special use permits in regard to Compassion Care Centers operating as Dispensaries and\/or Manufacturing facilities pertaining to medical marijuana. Recommendations from a city committee was reviewed individually, including\u2026background checks, imposing an annual fee to issue the permit, imposing insurance and bond requirements, require a notarized statement, that all regulations are being followed, pending revocation of the permit, and hold harmless of the city language, along with imposing regulations above what the State Health Department requires including any possible zoning Ordiances.<\/p>\n<p>The committee recommends sending the items back to the city staff for review.<\/p>\n<p>A downtown parking discussion was held with Planning and Zoning Commission Chair Dave Hillerud. He said four options are under consideration under the Road Diet proposal for Downtown Jamestown. He asked if parking is an issue at this time, or changing the current Ordinance to benefit new development.<\/p>\n<p>The committee made no recommendation.<\/p>\n<p><strong>Informational: <\/strong>A public hearing and second reading of an ordinance will be at the July 2nd City Council meeting, to amend and re-enact Ordinance No. 329 by amending the District Map to change the zoning of a tract of land (approximately 10 acres) located within the NW \u00bc and the NE \u00bc of Section 27, T140, R64W, Midway Township, Stutsman County, within the one mile extraterritorial limits of the City of Jamestown, North Dakota, from A-1, Agricultural District to M-2, General Industrial &amp; Manufacturing District, is scheduled at the July 2, 2018, City Council meeting. The property is located along 34th Street SE, approximately 1,000 feet east of the Bypass.<\/p>\n<p><strong>CIVIC CENTER AND PROMOTION COMMITTEE <\/strong><\/p>\n<p>No agenda items at this time.<\/p>\n<p><strong>POLICE &amp; FIRE COMMITTEE <\/strong><\/p>\n<p>The committee recommends introducing the first reading of an ordinance to amend and re-enact a Section of the Code, pertaining to security personnel requirements for special event alcohol permit issued for public buildings.<\/p>\n<p>The committee recommends introducing the first reading of an ordinance to amend and re-enact a Section\u00a0 of the Code pertaining to entities permitted to obtain a temporary special alcohol permit, not at a licensed establishment, and established a perimeter if possible.<\/p>\n<p><strong>PUBLIC WORKS COMMITTEE <\/strong><\/p>\n<p>The committee recommends approval plans and specs and authorize the advertisement for bids for the James River Cleaning Project.<\/p>\n<p>A time extension for completion may be needed, allowed within the contract<\/p>\n<p>An update was given by Interstate Engineering on hydrant flushing.\u00a0 Residents may see some initial water discoloration during flushing, which will clear.<\/p>\n<p>The meeting was shown live on CSi Cable 67 followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council\u2019s Building, Planning &amp; Zoning, Civic Center &amp; Promotion, Police &amp; Fire Committees met in joint session, Tuesday afternoon at City Hall.
