Council Member Buchanan was not present.<\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.5pt;\">PUBLIC HEARING: <\/span><\/b><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Concerning the proposed issuance of revenue bonds by Duluth Economic Development Authority on behalf of Essentia Health and Its Affiliates.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Laura Hovland Essentia Health Jamestown and Valley City Operations Director <\/span><\/p>\n<p>Following the hearing the Council\u00a0\u00a0 approved\u00a0 the issuance of revenue bonds by Duluth Economic Development Authority on behalf of Essentia Health and Its Affiliates. Language changes were approved by Council Members.<\/p>\n<p>&nbsp;<\/p>\n<p>HEARING FROM THE AUDIENCE: \u00a0\u00a0No one spoke<\/p>\n<p>(<em>Individuals may address the City Council about any item not contained on the agenda. A maximum of 15 minutes is allotted for the hearing. If the full 15 minutes are not needed, the City Council will continue with the agenda. The City Council will take no official action on items discussed at the hearing, with the exception of referral to staff or Committee.) <\/em><\/p>\n<p>CONSENT AGENDA ITEMS DISCUSSED SEPARATELY:<\/p>\n<p>Council Member Brubakken \u00a0asked that Item \u201cI\u201d be discussed separately. \u00a0A Resolution to approve Change Order No. 2, to Scherbenske, Inc., for construction on NW Water Main Replacement Project District 17-61 (11Blocks), for a time extension on the completion date to September 21, 2018.<\/p>\n<p>He said the contractor has not been working efficiently on the project.<\/p>\n<p>The Scherbenske representative said two days were missed working on the project was due to workers placed on other projects including back filling the foundation at the Alfred Dickey Public Library.\u00a0 It\u2019s expected that by the end of next week the residents will be back on water service.<\/p>\n<p>The City Council approved the Change Order.<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">REGULAR AGENDA:<\/span><\/p>\n<p>The City Council approved the purchase of a replacement siren in the SE area of the city at the quoted price of $25,439, to be paid from the General Fund, including electrical labor.<\/p>\n<p>The siren will be located at the water plant building, for better coverage.<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">COMMITTEE REPORTS WERE PRESENTED:<\/span><\/p>\n<p>ORDINANCES: \u00a0\u00a0None were presented.<\/p>\n<p>APPOINTMENTS: None were required.<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT:<\/p>\n<p>Council Member Steele said he did a ride along with Jamestown Police, and thanked the entities for supported the recent National Night Out in Jamestown.<\/p>\n<p>&nbsp;<\/p>\n<p>Council Member Phillips talked about the Reopening of the Alfred Dickey Public Library September 12<sup>th<\/sup> including the Open House.<\/p>\n<p>She pointed out the Coats for Kids collections are being conducted at Ave Maria Village, and the Jamestown Salvation Army.<\/p>\n<p>She added that JRMC will hold fundraisers to continue to raise dollars \u00a0for the new Cancer Center.<\/p>\n<p>Mayor Heinrich said he&#8217;s received phone calls on the train horns being silenced again now that the Quiet Zone has been re-implemented with the pedestrian maze repaired.<\/p>\n<p>He said he will be going to the League of Cities meeting next week in Grand Forks.<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">OTHER BUSINESS: <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Considered was the request from Sprint Spectrum L.P., a Delaware limited partnership, to place three (3) additional radio antennas on the City\u2019s 12<\/span><span style=\"font-size: 8.0pt;\">th <\/span><span style=\"font-size: 11.5pt;\">Ave NE Water Tower. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The item was tabled to the next committee meeting, pending additional information concerning the fee and the number of antennas placed on the water tower, concerning structural integrity and painting the tower.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council met in Regular Session Tuesday evening at City Hall.
