{"id":152932,"date":"2018-09-10T15:49:29","date_gmt":"2018-09-10T20:49:29","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=152932"},"modified":"2018-09-13T10:30:54","modified_gmt":"2018-09-13T15:30:54","slug":"2019-city-budget-proposal-recommended-for-approval","status":"publish","type":"post","link":"http:\/\/csinewsnow.com\/?p=152932","title":{"rendered":"2019 city budget proposal recommended for approval"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-19307\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/05\/City-Hall-3-300x202.jpg\" alt=\"\" width=\"300\" height=\"202\" srcset=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/05\/City-Hall-3-300x202.jpg 300w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/05\/City-Hall-3-259x175.jpg 259w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/05\/City-Hall-3.jpg 445w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>(CSi)\u00a0 The Jamestown Budget Committee met Monday afternoon at City Hall.<\/p>\n<p>All members were present.<\/p>\n<p>With the budget in its final form due to be voted on at the October 1 City Council meeting, the committee made up of City Council members, Monday reviewed the preliminary budget.<\/p>\n<p><a href=\"http:\/\/jamestownnd.org\/government\/minutes-agendas\/committee-minutes-agendas\/\">See proposes budget figures in meeting minutes, Sept 10, 2018<\/a><\/p>\n<p>City Administrator Sarah Hellekson presented Draft Six with utility rate adjustments and wage increases.<\/p>\n<p>Ms. Hellickson pointed out line items budgets including liability insurance costs and decreases in those expenditures, along with other departments expenditures.<\/p>\n<p>She said that a five percent transfer in utilities to the General Fund, amounts to an additional $726,000.<\/p>\n<p>Mayor Heinrich said two issues at question at Monday\u2019s meeting were employee raises, and hiring an additional firefighter.<\/p>\n<p>Discussed was a two and half percent step increase for wages.\u00a0 Deputy City Auditor Jay Sveum suggested a cost a living increase as well.<\/p>\n<p>He suggested a one percent cost of living increase, and two and half step increase.<\/p>\n<p>Mayor Heinrich proposed at two and a half percent step increase, with a one percent cost of living increase.<\/p>\n<p>Council Member Buchanan moved for a two and an half percent\u00a0 step increase and a two percent cost of living increase, which failed on a voice voted 3-2.<\/p>\n<p>Approved on a 4-1 voice vote was a step increase of two and a half percent and a cost of living increase of one percent.<\/p>\n<p>City Fire Chief Reuther suggested fire fighters receive a cost of living increase, instead of coming back later for a request in raise.<\/p>\n<p>He said an additional firefighter would bring the total to six, the same number as in 2003.<\/p>\n<p>He added that fire inspections have lagged over the past several years.<\/p>\n<p>The council approved unanimously an additional firefighter, at an annual cost of $80,000.<\/p>\n<p>Also recommended for approval were:<\/p>\n<p>Increases in the utility rates for water, sanitary sewer, waste water treatment, residential garbage collection and commercial garbage.<\/p>\n<p>A 24 mill increase in the proposed 2019 budget was approved for recommendation.<\/p>\n<p>Mayor Heinrich has said the budget needs $1.7million in reserves, without having a deficit.<\/p>\n<p>Recommendations from the proposed \u00a0budget will go to the October 1, City Council meeting for consideration.<\/p>\n<p>It was noted earlier, that cuts in state funding, means Jamestown will have a total of $886,000 less in \u00a0available funding from the state compared to \u00a0the past few years.\u00a0 That includes $386,000 no longer coming from the North Dakota\u2019s property tax subsidy,\u00a0in addition to $500,000 less in state funding for the 2019 city budget, stemming from a sharp downturn in the gas and oil extraction tax.<\/p>\n<p>In 2018 the city has spent down its General Fund reserves. and about $2-million needs to be in the reserve fund, for the 2019 budget.<\/p>\n<p>Monday\u2019s meeting was shown live on CSi Cable 67, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>(CSi)\u00a0 The Jamestown Budget Committee met Monday afternoon at City Hall.
