All members were present.<\/p>\n<p><strong>PUBLIC WORKS COMMITTEE: <\/strong><\/p>\n<p>The committee considered modifying the garbage and recycling collection routes in specific areas from alley to curbside collection as recommended by Jamestown Sanitation staff and by Recycle North Dakota.<\/p>\n<p>The maps outlining the recommendations were shown.<\/p>\n<p>Ralph Friebel explained Recycle North Dakota plans, for four day collections from the current five day collections, on a Monday through Thursday basis.\u00a0 He said new collection schedules would need to be distributed under the four day collection plan.<\/p>\n<p>Jamestown Sanitation Foreman Roger Mayhew said, a four day collection would be beneficial to the equipment, and being more efficient and cost effective.<\/p>\n<p>The committee recommends approval of the plan, including the four day collection.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>INFORMATIONAL: <\/strong>Project updates were given by Interstate Engineering.<\/p>\n<p>The committee recommends approving \u00a0the prioritized list of projects in Jamestown for the NDDOT State Transportation Improvement Plan. \u00a0\u00a0The earliest money will be available is 2023.<\/p>\n<p>Included is a Highway 20 minor rehab through the city and continuing to Jamestown Regional Airport, with a mill and overlay project.<\/p>\n<p>Another \u00a0city priority is below Mill Hill from the Don Wilhelm area to the James River bridge to reconstruct to concrete.<\/p>\n<p>Another area is 4<sup>th<\/sup> Avenue in the area of the viaduct, concerning reconstruction, and repaving and addressing drainage issues.\u00a0 Another area is a 7<sup>th<\/sup> Avenue railroad overpass, crossing.\u00a0 Communications are planned to be held with BNSF.<\/p>\n<p>Other projects include 17<sup>th<\/sup> Street and 17<sup>th<\/sup> Avenue Southwest improvements, and a 12<sup>th<\/sup> Avenue East grade separation, overpass, along with pavement improvements along 2<sup>nd<\/sup> Avenue, West<\/p>\n<p>The committee considered entering into an agreement with New Phase Energy which advises a feasibility study to determine whether the city can recover the methane gas from wastewater treatment plants as an energy revenue source and sustain a cost-effective project and an economical program. The cost of the 60-day feasibility study is $65,000, $15,000 of which must be paid prior to commencing the marketing study, and costs paid upon completing the study. The remainder ($50,000) is due if the city constructs the project.<\/p>\n<p>The committee put the agreement on the City Council agenda without recommendation, on a 4-1 vote.<\/p>\n<p>The committee recommends Change Order No. 3, from Burski Excavating, Inc., for construction on Cell 4 Liner and Cell 2\/3 Partial Final Cover, for additional sand, drone control pads, corrections and balancing project, for a net increase in the contract price of $8,140.04.<\/p>\n<p>The committee recommends tabling until the December City Council meeting without recommendation, an agreement with CPS to provide the 2018 Annual Municipal Solid Waste Landfill Groundwater Monitoring Report and additional consultation regarding the City\u2019s Groundwater Monitoring Plan.<\/p>\n<p>&nbsp;<\/p>\n<p>The committee recommends entering into a three-year agreement with Airborne Custom Spraying for aerial spraying of pesticides for mosquito control of approximately 11,640 acres of the City and at the direction of city staff.<\/p>\n<p>The committee recommended approval of the Transportation Alternative grant application for the Safe Routes to School project for 2020. This project includes safer crossings and traffic control at all elementary schools and the middle schools.<\/p>\n<p>The local share of $305,000 will be Special Assessed to the Jamestown Public School District, and approved Tuesday by the school board.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>FINANCE &amp; LEGAL COMMITTEE: <\/strong><\/p>\n<p>The committee recommends a change to the City\u2019s email from daktel.com at $10 per year to @jamestownnd.gov at $400 per year to be paid from the General Fund, and authorized the signing of the government domain name registration.<\/p>\n<p>City Administrator Sarah Hellekson said the city will join Stutsman County in moving away from a personal E-Mail format.<\/p>\n<p>&nbsp;<\/p>\n<p>Also recommended was \u00a0the City of Jamestown sending a Letter of Participation in the Stutsman County Multi-Hazard Mitigation Plan and City participation and collaboration in planning.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>BUILDING, PLANNING &amp; ZONING COMMITTEE: <\/strong><\/p>\n<p>The committee recommends approving \u00a0the final plat of Haut Funeral Home Addition, Lot 1, Block 1, a re-plat of Lots 10-14, Block 6, College Heights Addition, City of Jamestown, Stutsman County, North Dakota. The property is located at 1101 5th Ave NE. \u00a0The Planning Commission has approved the plat.<\/p>\n<p>&nbsp;<\/p>\n<p>The committee recommends accepting the proposal from SRF Consulting for Planning and Zoning Technical Services for 2019 in an amount not to exceed $60,000. \u00a0Itemized billing will be included on projects.<\/p>\n<p>The city is looking at video conferencing to save mileage costs.\u00a0 The city has budgeted for the amount.<\/p>\n<p>Council Member Steele said the city currently does not have a city planner.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>INFORMATIONAL: <\/strong>Appointment applications received for two open positions on the Board of Adjustments for three year terms to expire January 2022.<\/p>\n<p>The appointments to come to the December City Council meeting, Darrell Losing, and Harold Bensch.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>CIVIC CENTER AND PROMOTION COMMITTEE:<\/strong><\/p>\n<p>No agenda items at this time.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>POLICE &amp; FIRE COMMITTEE:<\/strong><\/p>\n<p>No agenda items at this time.<\/p>\n<p>The meeting was shown live on CSi Cable 67, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown (CSi)\u00a0 the Jamestown City Council Committees met in join session met in Regular Session Tuesday evening at City Hall.
