All members were present.<\/p>\n<p>HEARING FROM THE AUDIENCE:<\/p>\n<p>No One Spoke\u2026<\/p>\n<p>(Individuals may address the City Council about any item\u00a0 not contained on the agenda. A maximum of 15 minutes is allotted for the hearing. If the full 15 minutes are not needed, the City Council will continue with the agenda. The City Council will take no official action on items discussed at the hearing, with the exception of referral to staff or Committee.)<\/p>\n<p>&nbsp;<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">CONSENT AGENDA ITEMS DISCUSSED SEPARATELY: <\/span><\/p>\n<p class=\"Default\" style=\"margin-bottom: 13.35pt;\"><span style=\"font-size: 11.5pt;\">Item C was asked for discussion by Council Member Brubakken, a Resolution to approve the request from JSDC Economic Development Funds to pay the dues of $37,534 less the $5,000 for 2018 SBDC (minutes from SCDRC 9-19-18 included) and the $15,000 for 2019 SBDC (minutes from SCDRC 7-18-18 included) which brings the total requested at this time to $37,534 less $20,000 = $17,534 <strong>with the City Share to be $11,045(63%) and paid from the City Sales Tax Fund.<\/strong> <\/span><\/p>\n<p class=\"Default\" style=\"margin-bottom: 13.35pt;\"><span style=\"font-size: 11.5pt;\">He pointed out the city\u2019s shared of $11,045 will be paid from the city\u2019s sales tax fund, regardless of any Stutsman County decision in opposition to their payment, forwarded by the JSDC.<\/span><\/p>\n<p class=\"Default\" style=\"margin-bottom: 13.35pt;\"><span style=\"font-size: 11.5pt;\">He moved as such, and the City Council Members approved.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">REGULAR AGENDA <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">RESOLUTIONS: <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">A <b>PUBLIC HEARING: <\/b>Concerning Seal Coat, Patching, Construction and Reconstruction District #19-41 protests and the sufficiency thereof. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">No one spoke at the Public Hearing.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">\u00a0<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The protests have been found to be insufficient to bar proceeding with Seal Coat, Patching, Construction and Reconstruction District #19-41. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Council Members approved authorizing the City Engineer to develop detailed plans, specifications and estimates for Seal Coat, Patching, Construction and Reconstruction District #19-41. <\/span><\/p>\n<p>APPOINTMENTS:<\/p>\n<p>Appointed \u00a0Trent Hillerud to serve as a member of the Board of Adjustment for a three year term to January 2022.<\/p>\n<p>Appointed Mitchell Ostlie to serve as a member of the Planning Commission to fill the unexpired term of Mike Rhinehart to August 2019.<\/p>\n<p>Appointed Jay Marie Nitchke to serve as a city member of the James River Valley Library System Board for a three year term to March 2022.<\/p>\n<p>&nbsp;<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT:<\/p>\n<p>Council Member Phillips that Central Valley Health District has available a Hazardous Waste Recycling information, to be distributed at the Home &amp; Garden Show.<\/p>\n<p>The National Women\u2019s Wrestling Tournament will be Mar 15 &amp; 16 at the University of Jamestown.<\/p>\n<p>She noted the Alfred Dickey Public Library has the Louis L\u2019Amour Exhibit open, plus the Walking Tour is available.<\/p>\n<p>&nbsp;<\/p>\n<p>Council Member Steele congratulated\u00a0 the UJ Men\u2019s and Blue Jay Boy\u2019s Basketball teams in moving on to tournaments, NAIA Nationals, and State High school finals.<\/p>\n<p>&nbsp;<\/p>\n<p>Mayor Heinrich pointed out that about1,500 are expected at the Women\u2019s National Wrestling Tournament.\u00a0 He noted that the Runnin \u2018OThe Green has postponed to March 23, so as not to conflict with the Wrestling Tournament.<\/p>\n<p>He attended the recent League of Cities gathering plus attended Legislative Hearings in Bismarck.<\/p>\n<p>He noted that residents participating in recycling is low, and encourages more residents to recycle.<\/p>\n<p>He praised the City Street Department\u2019s snow removal efforts.<\/p>\n<p>&nbsp;<\/p>\n<p>OTHER BUSINESS:<\/p>\n<p>Approval of the requests for street closings and\/or permits to allow alcoholic beverages in fenced areas for the St. Patrick\u2019s Day Run, on March 23, 2019, for the following:<\/p>\n<p>All Vets Club;<\/p>\n<p>Buffalo Lanes, Inc.;<\/p>\n<p>Corner Bar;<\/p>\n<p>Cork and Barrel, Inc.(Elk\u2019s location);<\/p>\n<p>Middles LLC d\/b\/a Fred\u2019s Den;<\/p>\n<p>Frontier Fort Bar &amp; Grill;<\/p>\n<p>Jonny B\u2019s Brickhouse;<\/p>\n<p>Knights of Columbus;<\/p>\n<p>Office Bar &amp; Lounge;<\/p>\n<p>Shady\u2019s; and<\/p>\n<p>Wonder Bar Sports Bar.<\/p>\n<p>The meeting was shown live on CSi Cable 67 followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council met in Regular Session Monday evening at City Hall.
