{"id":168598,"date":"2019-04-01T10:04:55","date_gmt":"2019-04-01T15:04:55","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=168598"},"modified":"2019-04-01T10:14:04","modified_gmt":"2019-04-01T15:14:04","slug":"mayor-explains-stormwater-utility-fee-to-be-started","status":"publish","type":"post","link":"http:\/\/csinewsnow.com\/?p=168598","title":{"rendered":"Mayor explains stormwater utility, fee to be started"},"content":{"rendered":"<div id=\"attachment_153883\" style=\"width: 265px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-153883\" class=\"size-medium wp-image-153883\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2018\/09\/Heinrich3-255x300.jpg\" alt=\"\" width=\"255\" height=\"300\" srcset=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2018\/09\/Heinrich3-255x300.jpg 255w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2018\/09\/Heinrich3-768x904.jpg 768w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2018\/09\/Heinrich3-149x175.jpg 149w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2018\/09\/Heinrich3.jpg 816w\" sizes=\"auto, (max-width: 255px) 100vw, 255px\" \/><p id=\"caption-attachment-153883\" class=\"wp-caption-text\">Dwaine Heinrich<\/p><\/div>\n<p>Jamestown\u00a0 (CSi) \u00a0A stormwater Utility has been established in Jamestown, to manage runoff in the city that flows off grass surfaces and wooded areas that is not absorbed into the soil.\u00a0 Rainwater and snowmelt not absorbed into the ground, flows into ditches, culvert and the storm water system.<\/p>\n<p>It does not receive any treatment to remove pollutants before entering into rivers and streams.<\/p>\n<p>On Monday\u2019s Wayne Byers Show on CSi Cable 2, Jamestown Mayor, Dwaine Heinrich said, the City of Jamestown is adopting\u00a0 a Stormwater Utility Rate to fairly distribute the cost of the community\u2019s stormwater services across all properties based on the total property area or size.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-168600\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2019\/04\/stormwaterdrain2-300x134.jpg\" alt=\"\" width=\"300\" height=\"134\" srcset=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2019\/04\/stormwaterdrain2-300x134.jpg 300w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2019\/04\/stormwaterdrain2.jpg 337w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>The services include everything from cleaning stormwater, oxbows, and ponds to street sweeping, plowing street maintenance and infrastructure\u00a0 management.<\/p>\n<p>The Mayor said, prior to creating Jamestown\u2019s stormwater utility rate, stormwater initiatives were main funded through the operating budgets of the Water, Sanitary Collection, and Street Departments.\u00a0 He added that some properties are tax-exempt, therefore charging a rate to all property owner is more equitable \u00a0than funding storm water maintenance with property taxes.<\/p>\n<p>Residential properties have an average runoff weighting\u00a0 factor of 10.75 and average of single family residential samples.\u00a0 All residential including vacant properties starting July 1<sup>st<\/sup> 2019 will pay a $3 monthly rate, regardless of property size.<\/p>\n<p>Non residential\u00a0 including vacant properties are subject to specific calculations based on land use and a calculated runoff weighting factor.\u00a0 The average runoff weighting factor for non residential properties is 19.25.\u00a0 The minimal monthly stormwater utility rate is also $3 for those properties.<\/p>\n<p>More information at the city\u2019s <a href=\"http:\/\/jamestownnd.org\/departments\/public-works\/storm-water-management\/\">web site <\/a>then click on specific links.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown\u00a0 (CSi) \u00a0A stormwater Utility has been established in Jamestown, to manage runoff in the city that flows off grass surfaces and wooded areas that is not absorbed into the soil.\u00a0 Rainwater and snowmelt not absorbed into the ground, flows into ditches, culvert and the storm water system.
