Doug Burgum and State Superintendent Kirsten Baesler today released the <a href=\"https:\/\/www.nd.gov\/dpi\/parentscommunity\/nddpi-updates-and-guidance-covid-19\/nd-k12-smart-restart-guidance\">K-12 Smart Restart guidelines<\/a> to help North Dakota school districts plan for reopening this fall to provide a safe, high-quality educational experience for all students.<\/p>\n<p>Developed in collaboration with education associations, tribal leaders, stakeholders and State Health Officer Dr. Andrew Stahl, the K-12 Smart Restart guidelines emphasize local control and decision-making by school boards and administrators in consultation with local public health units and based on guidance from the North Dakota Department of Health, U.S. Centers for Disease Control and Prevention, and other resources.<\/p>\n<p>Burgum and Baesler noted that because of how swiftly the state acted on closing schools to in-person instruction on March 15 \u2013 just four days after North Dakota\u2019s first COVID-19 case was identified \u2013 officials have yet to manage in-person teaching and learning for\u00a0the state\u2019s 121,000 K-12\u00a0students\u00a0during the pandemic.<\/p>\n<p>\u201cWe\u2019re entering new territory this fall\u00a0with\u00a0a dual purpose: to focus on providing the highest-quality education for all students and safeguarding the health and safety of students, staff, families and communities,\u201d Burgum said, noting COVID-19 cases are climbing in North Dakota but the state\u2019s positive test rate remains low, at 2.3% today. \u201cWe still have work to do, and it\u2019s not time for us to change course. We must continue to be North Dakota Smart to keep COVID-19 in check.\u201d<\/p>\n<p>Baesler said the K-12 Smart Restart guidance gives school boards and administrators the information they need to make decisions for the education of children while keeping the safety of their communities in mind.<\/p>\n<p>\u201cNorth Dakota\u2019s children are looking to us as adults to help them adjust to life with COVID-19. They will be watching us and looking to us for answers, guidance and security. Today\u2019s guidance is the next step in that journey,\u201d Baesler said. \u201cWe are committed to supporting and partnering with our schools and families to provide a safe, high-quality education experience for all students.\u201d<\/p>\n<p>The K-12 Smart Restart guidance requires each district\u2019s school board to approve a Health and Safety Plan in consultation with their local public health unit. Among other requirements, the plan must identify a COVID-19 team or coordinator to oversee the district\u2019s health and safety preparedness; protocols for social distancing; and processes for identifying and protecting children and staff at higher risk with an opportunity for continued distancing teaching and learning.<\/p>\n<p>Districts also will need to have a school board-approved, updated Distance Learning Plan on file. Local communities can decide if teaching and learning should be conducted face-to-face, via distance learning or a hybrid of the two.<\/p>\n<p>Both plans must be created in consultation with faculty, families, staff and students and published on the district\u2019s website.<\/p>\n<p>For more information on North Dakota\u2019s COVID-19 response, visit <a href=\"http:\/\/www.health.nd.gov\/coronavirus\">www.health.nd.gov\/coronavirus<\/a> or <a href=\"http:\/\/www.ndresponse.gov\">www.ndresponse.gov<\/a>.<\/p>\n<p>Valley City Public Schools Superintendent, Josh Johnson says, VCPS will start on Aug 31<sup>st<\/sup>.<\/p>\n<p>He says the \u00a0school district is planning and preparing for the reopening of schools this fall researching, listening, and learn from the professionals in the medical field to better understand COVID-19 and the Health and Safety needs of \u00a0students and staff.<\/p>\n<p>The school district \u00a0has evaluated the feedback from our families and believe that there is a Strong Desire to SAFELY return students back to face-to-face learning this fall.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bismarck \u00a0 \u2013 Gov.
