Bismarck, N.D.\u00a0 (AP) Hospitalizations from COVID-19 have hit their highest points recently throughout the Midwest, where the growth in new cases has been the worst in the nation. Doug Burgum, North Dakota\u2019s Republican governor, acknowledges his state\u2019s numbers are moving in the wrong direction as it hit new highs for active and newly confirmed cases, as well as hospitalizations. But he\u2019s also touting the state\u2019s test positivity staying in the 7% range.<\/p>\n
Despite growth in new cases being the worst in the nation, governors in Oklahoma, South Dakota and other states are working to find silver linings in ominous health data. The rhetoric is mirroring President Donald Trump\u2019s downplaying of the virus and it worries public health officials who say the flu season could exacerbate the pandemic\u2019s effects. Most Midwest Republican governors where the virus is worsening have either refused to enact statewide mask restrictions or have been rolling back restrictions.<\/p>\n

Jamestown\u00a0 (JPS) The Jamestown Public School District has issued a statement, concerning when\u00a0 face to face learning will be implemented in grades 7-12.<\/p>\n\u201cAs part of the Jamestown School District\u2019s Health and Safety Plan, an Instructional Plan Review team of stakeholders was established to analyze data and trends in the community and school and to make instructional plan decisions.<\/p>\n
The team was encouraged by Stutsman County\u2019s return to a low risk designation, the staff\u2019s diligence towards practicing mitigation strategies across the K-12 setting, the limited number of staff and students who have been positive (approximately 1% since August), and the fact that no staff or student who was exposed in school became positive in quarantine.<\/p>\n
The team also reviewed results from a statewide survey of 150 school districts that showed a transmission rate of around 1%, which includes schools that are both more and less restrictive than Jamestown Public Schools.<\/p>\n
The concern over quarantining large numbers of close contacts was a significant factor in the initial decision to begin the year in Instructional Plan 2. A recent change in the North Dakota Department of Health procedures allows for an exemption to quarantine for a close contact when both parties are properly masked. The impact of this change needed to be considered in the school setting.<\/p>\n
The statewide data, our own district data, the NDDoH change which will allow for more staff and students to stay in school when properly masked, and our staff\u2019s commitment to mitigation strategies, was compelling.<\/p>\n
Our team has determined that we are ready, as a district, to move forward with implementing instructional plan 1 on a staggered basis. Because it takes time for our schools and staff to transition back, the Jamestown Middle School will begin full face-to-face instruction on October 26 and the Jamestown High School will move to full face-to-face instruction on November 16.<\/strong><\/p>\n
Because of the NDDoH change for close contacts, this is contingent upon the commitment to wearing masks. As such, masks will be required on school grounds and for spectators at events when physical distancing is not possible.<\/strong><\/p>\n
In his press conference Governor Burgum celebrated Stutsman County as one of the counties moving in the right direction. For JPS to successfully transition to full face-to-face instruction, we need the continued support of our community to practice all of those strategies we have demonstrated are effective.<\/p>\n
We value the varied perspectives on this issue and appreciate the grace and flexibility we have been provided by families, students, and staff as these decisions are made. Let\u2019s continue to work together to educate our students and keep our community safe.\u201d<\/p>\n

Barnes County (NDHP)\u00a0 The North Dakota Highway Patrol states that, a report of a stolen 2019 Toyota Highlander was taken in Valley City Saturday, around 9:28 PM. GPS on the vehicle was used and around 10:09 PM, A Trooper attempted to initiate a traffic stop westbound on Interstate 94 MM 302 at Oriska. The vehicle didn\u2019t stop and was pursued by Troopers and Barnes County Sheriff\u2019s Deputy. The pursuit continued 8 miles westbound on I 94 from the Oriska exit to the off ramp at MM 294 to Valley City. The driver stopped the vehicle and was taken into custody without incident.<\/p>\n31 year old, Matthew Hough of Valey City, ND, was taken into custody for; fleeing a police officer, Unauthorized use of a motor vehicle, multiple drug charges, Driving under suspension and a DOCR warrant.<\/p>\n
There were no injuries to the Officers involved or Hough during this incident.<\/p>\n

FARGO, N.D. (AP) \u2014 President Donald Trump has signed a bill named for a Fargo murder victim to address cases of missing and murdered Native Americans. Savanna\u2019s Act, which is named for Savanna Greywind, passed the House last month after passing the Senate earlier this year. The bill was introduced by former Sen. Heidi Heitkamp, of North Dakota, last Congress and was reintroduced by Sen. Lisa Murkowski, of Alaska, in the current Congress. The law is meant to help police track, solve and prevent crimes against Native Americans. It directs the Departments of Justice and Interior to consult with American Indian tribes while developing national law enforcement guidelines.<\/p>\nFARGO, N.D. (AP) \u2014 A fire has caused heavy damage to a Fargo apartment building and left its tenants without a home. The three-alarm fire Sunday destroyed the roof of the 24-unit building and spread rapidly because of wind gusts of more than 30 mph. Fire officials say one firefighter received minor injuries when part of a stairwell ceiling collapsed as firefighters searched the building to make sure all tenants had evacuated. Firefighters were able to rescue some, but not all pets. The Red Cross is assisting residents with temporary housing. The cause of the fire is under investigation.<\/p>\n
BISMARCK, N.D. (AP) \u2014 Two members of the Three Affiliated Tribes have filed a federal lawsuit to expand voting rights for members who live outside the Fort Berthold Indian Reservation. The lawsuit was filed last week. It seeks to end a requirement that forces members to return to the reservation to vote in tribal elections. The lead plaintiff, Raymond Cross, has limited mobility and sought an absentee ballot to vote in a 2018 tribal election but was rejected. Tribal Chairman Mark Fox contends that resident absentee voting is allowed \u201cin very limited circumstances.\u201d Fox and other defendants will seek to have the case dismissed.<\/p>\n

BISMARCK, N.D. (AP) \u2014 The 8th U.S. Circuit Court of Appeals has upheld the sentence for a Bismarck man described as a career criminal on a 2019 firearms conviction. The appeals court also agreed with a North Dakota judge in allowing certain evidence that led to Lonnie Howard\u2019s conviction. The 49-year-old Howard, arrested in 2015 on a firearms charge, was a fugitive for 11 months after leaving a halfway house. He was stopped in Interstate 94 in Bismarck in 2018, struggled with a police officer and damaged a vehicle before fleeing, the U.S. Attorney\u2019s Office said. He was later convicted in Burleigh County on charges stemming from that incident. In his appeal, Howard argued his prior convictions did not meet the criteria to be sentenced under the Armed Career Criminal Act.<\/p>\n

Pfeifer passed for the first four touchdowns of the game \u2013 including a 64-yard strike to Michael Cornelious<\/a> to start the scoring. He later ran for a touchdown as VCSU defeated Presentation College, 42-13.<\/p>\n
Valley City State improves to 3-1 overall this season. Presentation College drops to 0-5.<\/p>\n

Pfeifer and Cornelious connected on the game\u2019s first score \u2013 an acrobatic catch and run early in the first quarter \u2013 and VCSU never looked back, building a 35-0 lead after three quarters en route to the victory. VCSU\u2019s defense limited Presentation College to just 224 yards of offense. The Viking special teams also contributed in a big way, forcing and recovering fumbles on both a punt return and kick return.<\/p>\nThe Vikings scored first-half touchdowns on receptions by Cornelious (64 yards), Taylor Simmons<\/a> (23 yards) and Benjamin Dumond<\/a> (4 yards). VCSU took a 21-0 lead into halftime and extended it to 28-0 when Pfeifer hit Caid Combs<\/a> for a 28-yard touchdown early in the third quarter. Simmons added a 1-yard touchdown run later in the quarter for a 35-0 lead.<\/p>\n
Presentation found the end zone early in the fourth quarter when quarterback Hunter Giffrow ran a successful option play for a 15-yard score. Pfeifer followed with a 1-yard touchdown run on VCSU\u2019s next drive, making it 42-6 in favor of the Vikings. Saints running back Trey Pajimula scored from 1-yard out late in the game for PC\u2019s final score.<\/p>\n
Pfeifer finished the game 20-for-30 passing, throwing for a career-high 343 yards and four touchdowns. Benjamin Dumond<\/a> had VCSU\u2019s first 100-yard receiving game of the season, catching eight passes for 107 yards and a score. Cornelious had six catches for 91 yards and a touchdown. Simmons totaled 129 all-purpose yards and two touchdowns, rushing for 94 yards on 17 carries and catching three passes for 35 yards. The Vikings had 454 yards of total offense.<\/p>\n
\u201cIt was great to see our offense get some rhythm today,\u201d said VCSU head coach Dennis McCulloch<\/a>. \u201cJalen (Pfeifer) found a lot of really talented receivers down the field for us. He spread the ball around to a lot of guys and found some big hits for us. That was huge.\u201d<\/p>\n
VCSU\u2019s defensive attack was balanced with 10 players recording at least five tackles in the game. Dustin Kasowski<\/a> had a hand in 10 tackles, and Zachary Co<\/a> was in on nine tackles for the Vikings. Riley Gerhardt<\/a> and Sal Avila<\/a> each totaled eight tackles. The Vikings had five tackles for loss, including two sacks. Marshaun Jones<\/a> finished with two TFL and a half sack, while Gerhardt had 1.5 TFL and a half sack. Nick Harberts<\/a> had VCSU\u2019s other sack.<\/p>\n
\u201cI feel good about where our kids played defensively,\u201d said McCulloch. \u201cEarly in the game they got moving the football,\u00a0but we kind of settled down and found ways to make some good stops.\u201d<\/p>\n
Innocent Okoh led the Saints offense with 18 carries for 73 yards. He also caught four passes for 29 yards. Giffrow was 14-for-24 passing for 123 yards.<\/p>\n

ABERDEEN, S.D. (VCSU<\/a>)\u2013 Three Vikings tallied double figure kills in Valley City State\u2019s victory over Presentation College Saturday, 20-25, 25-23, 22-25, 25-23, 15-12.<\/p>\n
Sophomore Caitlyn Fischbach<\/a> pounded a career-high 17 kills Saturday to propel the Viking offense. Bailey Nelson<\/a> added 15 kills and Katie Juarez<\/a> recorded 14 kills and 10 digs for the Vikings.<\/p>\n
Freshman setter Clarissa Hilary<\/a> added a double-double, tallying a career-high 50 set assists and 18 digs in the win. Kallene Klever<\/a> contributed 24 digs, and Morganne Eppard<\/a> tallied 17.<\/p>\n
Valley City State improves to 4-8 overall and 3-2 in the NSAA. Presentation falls to 4-5 overall and 2-2 in the conference.<\/p>\n
The Vikings started the battle early, holding onto a 10-10 tie in the first set on a block from Bailey Nelson<\/a> and Nissa Johnson<\/a>. From there, Presentation went on an 8-2 rally to take their biggest lead of the game at 18-12. Valley City State would get back within three at 23-20 but couldn\u2019t get closer as the Saints took set one, 25-20.<\/p>\n
Valley City State continued their campaign, never trailing by more than four points in the second set. Trailing 16-12, a kill from Katie Juarez<\/a> sparked an 8-4 Viking rally to tie things up at 20. After the Saints took the next two points, the Vikings took a timeout that proved effective as they scored the next two to tie it up at 22. A kill from Caitlyn Fischbach<\/a> finished the second set in favor of the Vikings, 25-23.<\/p>\n
Presentation controlled much of the third set, gaining 19-13 lead over the Vikings. The Saints held onto their six-point lead at 23-17 when a Clarissa Hilary<\/a> kill sparked a five-point Viking rally to get within a point at 23-22. The Saints held on as they took set three, 25-22.<\/p>\n
The fourth set remained close throughout as neither team led by more than four points during the set. Tied at 20, a Hilary service ace prompted a timeout from Presentation. Tied again at 22, a kill from Fischbach gave Valley City State the 23-22 advantage. A kill and an error from the Saints brought up set-point for the Vikings as Juarez finished with a kill to take the fourth set, 25-23.<\/p>\n
Valley City State held onto their drive into the fifth set, leading 8-5 early and prompting a Saints timeout. The Vikings weren\u2019t fazed as they continued to gain on the Saints up to 12-8 on a kill from Fischbach. Presentation was able to get within a point on a Viking error at 13-12, but a Fishcbach kill paired with Saints error gave the Vikings the final set, 15-12.<\/p>\n
Constence Rollins led the Saints with 13 kills while Kayla Wolfe added 12 Saturday. Laura Babcock tallied a game-high 27 digs and Kenzie Kuxhaus recorded 23 digs. Sidney Miller recorded 26 set assists while Rebecca allen tallied 20 assits Saturday.<\/p>\n

SEWARD, Neb.-\u2013\u00a0\u00a0\u00a0 <\/strong>(UJ)\u00a0<\/a> Mikeila Martinez scored twice in a span of five minutes and 48 seconds to lead Concordia University past the University of Jamestown women\u2019s soccer team 2-1 in overtime Saturday afternoon.<\/p>\n
Jamestown (4-3 overall, 2-3 Great Plains Athletic Conference) got the game\u2019s first goal in the 16th minute from Kirstyn Aldridge<\/a> (SR\/Williamsburg, Va.).<\/p>\n
The Jimmie defense did not allow a shot on target in the opening half, conceding only three shots that went wide of the goal.<\/p>\n
Concordia came out on the offensive in the second half, getting off three shots in the first 11 minutes.<\/p>\n
UJ looked to put the game away in the 81st minute, but Alridge\u2019s shot went wide right.<\/p>\n
Martinez tied the game in the 86th minute with her third goal of the season.<\/p>\n
In overtime, Martinez took a pass from Grace Soenksen and put the ball the net for the game winner.<\/p>\n
Shots were even at eight with the Jimmies holding a 4-3 edge in shots on target.<\/p>\n
Next up for the Jimmies is a road match next Saturday at Dordt (Iowa) University.<\/p>\n
Men<\/p>\n
\nSEWARD, Neb. (UJ<\/a>) \u2014\u00a0<\/strong>Three first-half goals by Concordia (Neb.) University put the University of Jamestown men\u2019s soccer team in a tough spot and the Bulldogs went on to a 4-1 win Saturday afternoon.<\/p>\n
Jamestown, now 1-3 overall and in Great Plains Athletic Conference action, returns home to host Bellevue (Neb.) University Wednesday at 7 p.m.<\/p>\n
Carlos Orquiz converted a penalty kick in the 35th minute to give the hosts a 1-0 lead.<\/p>\n
Orquiz had a hand in the next two goals, both scored by Iker Casanova in the 41st and 42nd minutes. Two well-placed corner kicks found Casanova in front of the goal and made it 3-0.<\/p>\n
Despite being on the wrong end of a 3-0 scoreline, the Jimmies kept pressing forward in the second half. Their persistence paid off in the 59th minute when Diego Valle<\/a> (JR\/Yucaipa, Calif.) scored on a bicycle kick near the right goal frame.<\/p>\n
The Bulldogs added a fourth goal six seconds from time off the foot of Ryan Wokutch.<\/p>\n
Concordia had a 16-6 shot advantage (8-4 on target). UJ conceded nine corner kicks and was whistled for 19 fouls.<\/p>\n

VCSU Volleyball<\/p>\n
BELLEVUE, NEB. (VCSU)<\/a> \u00a0 \u2013 The Valley City State volleyball team couldn’t match Bellevue’s .343 hitting as they fell to the Bruins Sunday, 25-17, 25-12, 25-8.<\/p>\n
Bellevue combined for 40 kills and just six attack errors in the conference matchup Saturday. Valley City State falls to 4-9 overall and 3-3 in the NSAA. Bellevue improves to 3-1 overall and 3-0 in the conference.<\/p>\n
Kallene Klever<\/a> tallied a team-high 15 digs for the Vikings Saturday while Morganne Eppard<\/a> added 12.<\/p>\n
Katie Juarez<\/a> recorded nine kills and nine digs Sunday, and Bailey Nelson<\/a> added five kills for the Vikings. Clarissa Hilary<\/a> recorded 15 set assists and six digs.<\/p>\n
Bellevue got out to a hot start at home, taking a 19-10 lead in the first set. A Viking timeout seemed to help as the Vikings gained on the Bruins to trail 22-16 on a kill from Clarissa Hilary<\/a>. It wasn’t enough though as Bellevue took the first set, 25-17.<\/p>\n
