North Dakota health officials are reporting 19 new hospitalizations due to the coronavirus, putting the number of patients requiring treatment in medical facilities back over the 300 mark. The update released Sunday showed 1,150 positive COVID-19 tests, for a total of 72,683 cases since the start of the pandemic. Cass County recorded 183 new cases, followed by Burleigh County with 159 and Ward County with 127. There are 315 people hospitalized due to complications from the virus. Data released by state officials Saturday showed 22 staffed intensive care unit beds and 229 staffed inpatient beds available statewide.<\/p>\n

The North Dakota National Guard has been assisting\u00a0local public health departments across North Dakota with testing events. Each region has been\u00a0assigned a group of guard members who assist with various activities during the testing process.<\/p>\n CVHD Unit Administrator, Robin Iszler states that Central Valley Health Could not hold an event such as this, without the\u00a0assistance of the National Guard. \u201cWe greatly appreciate their assistance,\u201d stated Iszler.<\/p>\n Iszler also recognized that funding for the guard may change in December when the Federal FEMA\u00a0dollars end and Central Valley is uncertain what that change will mean for future testing events. Testing dates will change each week in December due to commitments at the Civic Center and <\/p>\n <\/p>\n Testing of K-12 teachers, staff and administrators will begin this week in the Fargo and West Fargo school districts. Testing is\u00a0highly recommended\u00a0in order to\u00a0proactively\u00a0isolate positive cases\u00a0and keep educational spaces safe for students and staff. Staff members who work closely\u00a0with students\u00a0are\u00a0strongly\u00a0encouraged\u00a0to participate weekly. Testing is limited to K-12 personnel; students will not be tested.<\/p>\n <\/p>\n The plan is to test teachers, staff and administrators weekly until Dec. 31, 2020.<\/p>\n <\/p>\n \u201cThese rapid tests are a new tool in the toolbox that will help us break the chain of transmission by helping to identify the silent epidemic of COVID-positive individuals unknowingly spreading the virus,\u201d said Dr. Joshua Wynne, the state\u2019s chief health strategist and dean of the University of North Dakota School of Medicine & Health Sciences.<\/p>\n <\/p>\n \u201cDeploying these rapid tests to K-12 school districts will help to quickly identify and isolate asymptomatic carriers and prevent further spread of the virus to bend the curve in the right direction, while helping schools remain open or return to in-person learning,\u201d said Gov. Doug Burgum, who met three times with Centers for Disease Control and Prevention, including twice with CDC Director Dr. Robert Redfield as the rapid testing strategy was developed. \u201cConducting this testing before and after Thanksgiving will also provide insights and help us fine-tune our strategy for reducing community spread, thereby protecting our health care capacity.\u201d<\/p>\n <\/p>\n \u201cWe know most students are best served by in-person learning where they receive critical academic, social, nutrition, and physical safety supports to help them learn and grow,\u201d State Superintendent Kirsten Baesler said. \u201cOur schools are implementing and consistently using strong mitigation strategies to keep in-person learning safe and slow community spread of COVID-19. Testing asymptomatic teachers, staff, and administrators will rapidly isolate positive cases which adds an additional layer to the foundation of consistent and strong mitigation strategies.\u201d<\/p>\n <\/p>\n The weekly testing will use Abbott BinaxNOW point-of-care antigen tests, which can diagnose a coronavirus infection in as little as 15 minutes.\u00a0The U.S. Department of Health and Human Services is allocating 220,000 BinaxNOW tests to North Dakota by the end of the year as part of 150 million units purchased by the federal government in August.<\/p>\n <\/p>\n The North Dakota Department of Health is working with local public health units and school districts to coordinate the testing. Competitions will remain suspended until Dec. 14, 2020. Burgum has said the state wants to preserve the winter sports season.<\/p>\n \u00a0<\/strong>The change comes after daily consultation and collaboration between the governor and legislative leaders, constructive input from the North Dakota High School Activities Association and athletic associations, and feedback from numerous legislators, parents, school administrators, students, coaches, mental health professionals, and others concerned about the impacts of suspended activities on students\u2019 well-being.<\/p>\n He says, 25,000 positive case have been recorded so far in November, and if the trend continues hospital capacity will be further stressed.<\/p>\n He added that the entire upper Midwest continues in \u201cCOVID Storm,\u201d with a high rate of positive cases and deaths from the virus.<\/p>\n Dr. Bill\u00a0Heegaard, president of Essentia\u00a0Health\u2019s West Market, said North Dakota currently has hospital beds available, but it\u2019s getting tight.<\/p>\n He said staffing is the greatest bottleneck, if the staff has an increase in positives, then that\u2019s a game changer, with those people quarantining, or sick at home or in the hospital as patients.<\/p>\n He said masking is effective, against the spread of the virus, as is physical distancing, along with frequent hand washing with soap and water.\u00a0 He said Thanksgiving gatherings staying small is about not infecting people others, and increasing the spread.\u00a0 He said the virus stays alive by spreading from person to person, especially in indoors settings.\u00a0 The CDC is also advising against traveling for Thanksgiving, anywhere.<\/p>\n Dr. Josh\u00a0Ranum of\u00a0West River Health Services in Hettinger, said, the COVID Unit at that hospital has been filled with COVID positive patients.\u00a0 He added if a critical patient needs to be transferred elsewhere, multiple phone calls need to made to find another hospital with room, one transferred as far away as Iowa.<\/p>\n Staffing issues there is also at issue, being engaged due to the number of positive cases in community.\u00a0 Traveling spreads the virus, as a person can be asymptomatic and give COVID to someone unknowingly.\u00a0 Wearing a mask keeps businesses open and students in school.<\/p>\n Burgum said his \u00a0announcement, late last Friday was timed in order to let the public know about the added mitigation measures in a timely fashion, when they were to take affect this past Saturday.<\/p>\n North Dakota will receive approximately 60 U.S. Air Force medical personnel to assist in the state\u2019s COVID-19 response after the Federal Emergency Management Agency (FEMA) granted the state\u2019s request for federal assistance, Gov. Doug Burgum announced today.<\/p>\n The personnel, part of a Department of Defense COVID-19 response operation, are primarily nurses, including critical care nurses. They will split up into multiple specialty teams to support at least six hospitals in four cities: Trinity Hospital in Minot, CHI St. Alexius Health in Bismarck, Sanford Medical Center in Bismarck, Essential Health in Fargo, Sanford Medical Center in Fargo and Altru Health System in Grand Forks.<\/p>\n The teams deployed Saturday and are expected to start work at the hospitals next week in coordination with the North Dakota Department of Health (NDDoH). The Air Force nurses will join the 167 nurses who are part of the NDDoH COVID Response Team.<\/p>\n \u201cThese dedicated Air Force personnel will help relieve the stress on North Dakota\u2019s more than 20,000 nurses who continue to work tirelessly to provide exceptional care for patients under incredibly challenging conditions,\u201d Burgum said. \u201cWith hospitals projecting a surge in COVID-19 patients in the coming weeks, we\u2019re deeply grateful to the Department of Defense and FEMA for granting our request for additional resources to help save lives and alleviate the immense pressure on North Dakota\u2019s hospitals and long-term care facilities.\u201d<\/p>\n <\/p>\n North Dakota Senate Majority Leader Rich Wardner, said recreation and physical health is an important aspect in the academic success and retention of students, along with good mental health.<\/p>\n <\/p>\n <\/p>\n He said last spring and then forward challenges mounted<\/p>\n Friday was the 55th<\/sup> consecutive day of continuous in-person classes have been held at VCPS.\u00a0 He said a fair amount of students have been absent due to COVID-19 or being close contacts.\u00a0 The majority of VCPS students last week told administrators that they are in favor of in class learning.\u00a0\u00a0 A number of students have indicated concerns about mental health issues stemming from the pandemic. Johnson said mental health issues at Valley City Public School is of concern and continue to be addressed. Sanford Health\u2019s CEO, Kelby Krabbenhoft, said in an email Wednesday that he believes he\u2019s now immune for \u201cat least seven months.\u201d And he says he isn\u2019t a threat to transmit it, so wearing a mask would be merely for show. Krabbenhoft\u2019s email comes as hospitals throughout the region are struggling. Other Sanford Health executives tried to walk his statement back, saying in an email Friday that his words don\u2019t reflect the views of the system as a whole.<\/p>\n A brief lockdown of Valley City schools was put into effect, stemming from the circumstances of the chase.<\/p>\n Jefferson elementary principal Troy Miller the School Resource Officer notified him just\u00a0 before noon that authorities were in pursuit of an automobile considered a possible community safety concern.<\/p>\n The schools\u00a0 kept the students locked in their classrooms until school officials were notified about 12:15-p.m., that the driver was arrested by law enforcement and no longer posed a risk to the community.<\/p>\n The North Dakota Highway Patrol was assisted by Barnes County Sheriff\u2019s deputies and Valley City Police Department officers.<\/p>\n NDHP Report<\/p>\n Valley City\u00a0 (NDHP)\u00a0 The North Dakota Highway Patrol reports that on Friday, November 20th, 2020 at approximately 11:21 A.M., Law Enforcement was dispatched to a reckless driver traveling north bound on Barnes County Road 21, south of Kathryn. A North Dakota Highway Patrol (NDHP) Trooper located the vehicle, a silver Nissan Cube, and attempted to conduct a traffic stop on Co. Rd. 21. The suspect did not stop and fled from the trooper, northbound on Co. Rd. 21.<\/p>\n Area law enforcement assisted the Highway Patrol in pursuing the suspect on Barnes County roads, on I-94 and into Valley City. The suspect created a serious risk to the public and officers. The suspect was attempting to drive into oncoming vehicles and brake checking officers. Due to the increase risk to the public, troopers attempted to utilize tire deflation devices and eventually conducted a Pursuit Intervention Technique (PIT) maneuver and disabled the suspect vehicle, at approximately 12:11 P.M.<\/p>\n 49 year old Kevin Anderson,\u00a0 of Fort Ransom was taken into custody by the NDHP. Anderson is charged with driving under the influence, reckless endangerment, fleeing in a motor vehicle, possession of a controlled substance, and resisting arrest. The incident is under investigation by the North Dakota Highway Patrol. Anderson is in the custody of the Barnes County Jail. The committee was formed to under the Valley City COVD-19 Emergency Order, to review requests of events that involve large gatherings, specifically concerning physical distancing.<\/p>\n The Emergency Order States:<\/p>\n “Businesses and\/or event planners must submit an application to the City Administrator for approval no later than 30 days prior to any event. The plan must detail the nature of the event, expected attendance, and demonstrate that the event is being held in compliance with ND Smart Restart guidelines. The plan will be reviewed by a committee comprised of city and health department officials.” <\/span><\/p>\n <\/p>\n SIOUX FALLS, S.D. (AP) \u2014 Two South Dakota law enforcement officials want the courts to overturn a citizen-approved constitutional amendment legalizing marijuana in the state. Pennington County Sheriff Kevin Thom and South Dakota Highway Patrol Superintendent Rick Miller filed a lawsuit Friday challenging the constitutionality of the amendment. South Dakota became the first state to legalize recreational and medical pot on the same ballot in November. The Vikings won their fifth straight game Friday, riding an aggressive full-court defense to an 87-74 victory over North Central University.<\/p>\n VCSU\u2019s full-court pressure\u00a0helped force 33 turnovers that led to 26 points in Friday\u2019s victory at the Cobblesone Inn and Suites Classic, hosted by Waldorf University.<\/p>\n The Vikings improve to 5-1 overall this season. North Central drops to 1-1.<\/p>\n VCSU trailed 23-20 midway through the first half Friday before taking control of the game.
