(AP) \u2014 Authorities says a Bismarck man is charged with felony child abuse after his baby daughter suffered brain injuries consistent with shaken baby syndrome. A police affidavit says 36-year-old Delaurence Monsegue was arrested Sunday after the baby was taken to a hospital apparently suffering from seizures. The affidavit says health care providers called police after finding injuries that they say were caused by the child being forcefully and violently shaken. Police say Monsegue admitted to shaking the baby but said he was only trying to clear her throat. Bail was set at $100,000 cash Monday.<\/p>\n MINNEAPOLIS (AP) \u2014 Minnesota regulators have approved the final permit for Enbridge Energy\u2019s Line 3 crude oil pipeline replacement across northern Minnesota. The decision gives the company the green light to begin construction on the $2.6 billion project. The Minnesota Pollution Control Agency on Monday granted a construction storm water permit. It was the last hurdle that Calgary, Alberta-based Enbridge needed to clear. The U.S. Army Corps of Engineers and the independent Minnesota Public Utilities Commission gave their final approvals last week. Replacement segments in Canada, North Dakota and Wisconsin are already complete. Garrett sat out Cleveland\u2019s wins over Philadelphia and Jacksonville the past two weeks after testing positive on Nov. 20. Garrett was leading the NFL with 9 1\/2 sacks when he tested positive for the coronavirus, which has sidelined several other Browns players.<\/p>\n \u2014 Cincinnati Bengals coach Zac Taylor said he expects injured quarterback Joe Burrow to have knee surgery sometime this week. Since Nov. 19, Minnesota has had 47 positive cases, including 21 players and 26 staff members. Seven of those cases were reported on Monday.<\/p>\n The Gophers paused all team-related activities six days ago. The agency also said Tuesday it could decide as early as Jan. 12 whether to approve an experimental COVID-19 vaccine developed by Moderna Inc. The German pharmaceutical company BioNTech and its U.S. partner Pfizer said earlier Tuesday that they had asked the regulator for speeded-up, conditional approval of their coronavirus vaccine, concluding the rolling review process they initiated with the agency in October. A White House official confirmed that the Stanford University neuroradiologist, who had no formal experience in public health or infectious diseases, resigned at the end of his temporary government assignment. Atlas confirmed the news in a Monday evening tweet. Doug Burgum and his wife, Kathryn Burgum, plan to light the tree virtually on Tuesday evening with a livestream on Facebook. The governor\u2019s office says this year\u2019s Christmas tree theme is \u201ccreating connections,\u201d a reminder to stay socially connected this holiday season through a video chat, phone call or staying physically distanced. State health officials on Sunday reported a total of 725 positive tests in the last day.
