This Day In History, April 20, 1883 \u2013 Dakota Territory proclaims\u00a0 Jamestown as a City . . . .\u00a0<\/strong>\u00a0from the 125th Anniversary Calendar of Jamestown History<\/em><\/p>\n

The Great Seal of Dakota Territory affixed by James H. Teller to document proclaiming Jamestown as a City.<\/p>\n

The community had outgrown the village form of government it had operated under. That winter a bill was passed by the territorial assembly incorporating Jamestown as a city. The first city elections were held in April 1883.(*1)<\/p>\n

The fire started in a farmyard then to about 10 \u2013 16 acres of pasture.<\/p>\n

Some barn siding was damaged in the fire.<\/p>\n

Eight Rural Fire Department units and 20 firefighters were on the scene about 30 minutes.<\/p>\n

Council Member Schloegel was not present.<\/p>\n

In other news, on Tuesday, the\u00a0 Stutsman County Commission unanimously approved their share of $120,000 for the next planning steps of the Buffalo City Park.<\/p>\n

FINANCE & LEGAL COMMITTEE:<\/strong><\/p>\n

The committee recommends approving the request from JSDC to move forward on the pathway to success for Buffalo City Park by providing up to $600,000 from Economic Development Incentive \u00a0Funds, with the City Share to be $480,000, at 80-percent, the Stutsman County share is 20 percent of the $600,000 and paid from the City Sales Tax Fund.<\/p>\n

\u00a0<\/strong><\/p>\n

The committee recommends approving \u00a0the 2019 and 2020 Abatement applications for 909 8th Ave NE, 58401, as stated by City Assessor, Jamison Veil.<\/p>\n

The committee recommends the request from the Bank of North Dakota in connection with the loan made to Eagle Flats Apartments LLC by First Community Credit Union and approve the Mayor, City Administrator, and City Attorney to sign the Escrow Agreement, the Interest Buydown Agreement and the Opinion of Counsel upon review by the city attorney. \u00a0Mayor Heinrich said this is a Flexpace loan, with no obligation to the city.<\/p>\n

The committee recommends, extending the COVID-19 Leave Policy beyond June 30, 2021. \u00a0Mayor Heinrich said he feels the extension should be given to those who are medically able \u00a0have received the COVId-19 vaccine. Counci Meber Steele concurred.\u00a0 The committee voted \u00a0unanimously to extend, subject to review at any time, to an October date.<\/p>\n

Considered an ordinance to amend and re-enact a Section of the City Code pertaining to the sale and possession of alcohol on a public right-of-way directly adjacent to the location of an on-sale license holder within the city limits of Jamestown. The committee moved the item to the May City Council meeting without recommendation, after further Review<\/p>\n

Then committee recommends approving \u00a0the request from The Arts Center to act as the government grantee applicant for a community art project funded by this grant, in the anticipated amount of $25,000. \u00a0No city funds are involved.<\/p>\n

 <\/p>\n

The committee recommends the allocation of State of ND CARES Act reimbursements in the amount of $25,000 toward infrastructure and building repairs and improvements at the city-owned Frontier Village site to be paid from the ND Cares act funds.<\/p>\n

The committee recommends the City Council schedule a public hearing to be held at the June 7, 2021, at the \u00a0Regular City Council meeting, at the Library Board\u2019s request to establish a James River Valley Library Building Fund for the purpose of construction, addition, alteration, purchasing land or purchasing a building to be used as a public library according to the policies as established by the Library Board of Directors. \u00a0Mayor Heinrich said approval is only to establish the Building Fund, and no city funds will be allocated.<\/p>\n

NARRATIVE: Forschen was traveling northbound on US Highway 281 when he encountered a group of juvenile pedestrians crossing the roadway from west to east. Forschen struck one of the pedestrians crossing the roadway. Forschen entered the east ditch after striking the pedestrian and fled the crash scene in the Oldsmobile Alero. The pedestrian was transported by ambulance to Quentin N. Burdick Memorial Health Care Facility in Belcourt and was later life-flighted to Trinity Hospital in Minot. The pedestrian sustained fatal injuries and died at Trinity Hospital.
\nForschen surrendered himself to law enforcement authorities and is in custody.
\nThe crash remains under investigation by the North Dakota Highway Patrol.<\/p>\n

\ncrash resulted in the death of a seven-year-old juvenile. Joshua Forschen (Driver)
\nand two (2) passengers have been identified as occupants of the motor vehicle. The
\nmotor vehicle being driven by Forschen was traveling northbound on US Highway
\n281 when Forschen encountered a group of juveniles crossing the roadway from
\nwest to east. One of the juveniles was safely able to cross the roadway, but a
\njuvenile female crossing the roadway was struck. After striking the juvenile,
\nForschen entered into the east ditch and fled the crash scene in the suspect motor
\nvehicle. The juvenile sustained fatal injuries and died at Trinity Hospital on
\nSaturday, April 17, 2021, at 7:46 P.M.
\nAn arrest warrant against Forschen for two (2) Class B Felonies, Hit and Run
\nInvolving Death of Victim and Manslaughter has been obtained. Class B Felonies
\nare punishable by a maximum 10 years in prison. Defendant has not been

NEW YORK (AP) \u2014 The NHL has suspended Vancouver Canucks defenseman Alexander Edler for two games for kneeing Toronto forward Zach Hyman.<\/p>\n

The collision happened in the second period of Vancouver\u2019s 3-2 overtime win Sunday when Edler took out Hyman in front of the Leafs bench. The left winger dropped hard to the ice and stayed down for several minutes before a trainer came to his aid. Hyman went directly to the locker room and did not return. Edler will be eligible to return on Saturday.<\/p>\n

MONTREUX, Switzerland (AP) \u2014 The proposed Super League of European soccer is drawing the wrath of the sport\u2019s officials, players and fans.<\/p>\n

Condemnation of the 12 rebels clubs from England, Spain and Italy even came from Prince William, who followed the British government in railing against moves to split from longstanding structures to play in a largely closed competition rather than Europe\u2019s existing UEFA- (yoo-AY\u2019-fah) run Champions League.<\/p>\n

UEFA\u2019s president turned on club leaders he called \u201csnakes\u201d and \u201cliars\u201d and threatened players from the Super League clubs with being banned from the European Championship and next year\u2019s World Cup.<\/p>\n

Liverpool midfielder James Milner became the first player from one of the so-called founding clubs to criticize plans for the Super League, saying he doesn\u2019t like and hopes it doesn\u2019t happen.<\/p>\n

Johnson & Johnson advised governments in Europe to store their doses until the European Union’s drug regulator issued guidance. Widespread use of the one-dose vaccine has not yet started in Europe. The European Union experts are expected to present findings on Tuesday<\/p>\n

MOSCOW (AP) \u2014 The U.S. ambassador to Russia says he will head home for consultations this week to discuss U.S.-Russian relations with colleagues in the Biden administration and to visit his family. Sullivan’s departure comes after Washington and Moscow expelled each other’s diplomats and traded other sanctions. Russia had specifically asked Sullivan to follow the example of the Russian ambassador to Washington, who was recalled for consultations last month. The Kremlin emphasized that it couldn\u2019t order Sullivan to leave but could \u201crecommend\u201d that he do so amid the current tensions.<\/p>\n
