BISMARCK, N.D. (AP) \u2014 Republican North Dakota Gov. Doug Burgum has vetoed legislation restricting transgender students from participating in public elementary and secondary school sports. The bill prohibits K-12 schools from \u201cknowingly\u201d allowing a student to join an athletic team exclusively for their opposite gender, but does allow girls to play on boys teams. Burgum says there is no evidence of a \u201dtransgender girl attempting to play on a North Dakota girls\u2019 team.\u201d The American Civil Liberties Union called legislation unconstitutional and would open the state up to costly litigation.<\/p>\n

In his veto message, Burgum says North Dakota law assigns the governor the responsibility to \u201cminimize or avert the adverse effects of a disaster or emergency.\u201d The bill received broad support in both legislative chambers. Bill sponsors have argued there was no proof that masks work to slow the spread of the coronavirus and they questioned the government\u2019s role in mandating them.
