\"\"Jamestown\u00a0 (CSi)\u00a0 A plastic recycling dumpster fire, Wednesday afternoon about 3:45 outside the James House damage the unit.<\/p>\n

City Fire Lt. Sheldon Mohr says, the dumpster was not near any structures.<\/p>\n

He said the dumpster was destroyed.<\/p>\n

He added the likely cause was discarded smoking materials.<\/p>\n

Four City Fire units and 23 fire fighters were on the scene about a half hour.<\/p>\n

B\"\"ismarck (Prairie Public Radio) \u2013Prairie Public Radio reports that the North Dakota House has passed the budget for the state\u2019s Commerce Department.<\/p>\n

Included is a potential $5 million grant for the Buffalo City Park in Jamestown.<\/p>\n

The measure says local developers in Jamestown have to raise $5 million in seed money. And if it were raised, it would be matched with a $5 million grant. And then the project could be eligible for up to $60 million in funding from the proceeds of the Legacy Fund, if the state Invest Board approves.<\/p>\n

SB 2018 passed the House 58 to 35. It will go back to the Senate for further consideration.<\/p>\n

\"\"Jamestown (CVHD)\u00a0 Central Valley Health District this week will have COVID-19 Testing at the Jamestown Civic Center in April from 11-a.m. to 12 noon,\u00a0 at the Jamestown Civic Center,\u00a0 April 23, 26,28, 30, using the Rapid Testing, BinaxNow.<\/p>\n

By screening with rapid antigen tests, event attendees will be able to receive their test results within 15 minutes via text notification. The test also is less invasive than a PCR (Polymerase chain reaction) test in that it uses a nasal swab to collect a sample<\/a> from the lower part of the nostril.<\/p>\n

If a person tests positive, they should isolate at home immediately and a case investigator will be in touch with them within 24 hours. If the screening yields a negative result, individuals should continue to monitor for symptoms.<\/p>\n

Interested individuals should fill out an online survey at testreg.nd.gov<\/a> for faster registration.<\/p>\n

\"\"Jamestown\u00a0 (CSi)\u00a0 Stutsman County Emergency Manager, Jerry Bergquist is winding down his 32 years of service, heading to retirement, and he\u2019s working with his successors.<\/p>\n

On Wednesday\u2019s Wayne Byers Show on CSi Cable 2, Jerry said he will be on hand at his office the next few weeks, giving advice to the newly hired Stutsman County Emergency Manger, Andrew Kirking, and Assistant Emergency Manager, and Communications Administrator, (former 9-1-1 Coordinator title) Riley Schafer.\u00a0 His official retirement will come near the end of June this year.\u00a0 He said after that he will be available to consult with Andrew and Riley.<\/p>\n

\"\"On our show, Andrew said he comes to Jamestown, following education in Emergency Management at NDSU, and recently the Pembina County Emergency Manager for eight years.<\/p>\n

He noted he\u2019s continuing to stay up to date on technology changes, while learning \u201cin the field,\u201d and receiving advice and training on the job from Jerry Bergquist.<\/p>\n

\"\"Riley Schafer said has a degree in Business from Valley City State University, and then decided to go into law enforcement.\u00a0 He spent two years as a sheriff\u2019s deputy in McHenry County, ND and then a year as a Stutsman County Sheriff\u2019s Deputy.\u00a0 He\u2019s also been in contact with FEMA officials, learning information from them.<\/p>\n

He said he decided to apply for the Assistant Stutsman County Emergency Manager, Communication Administrator as he and Andrews Kirking were approved to be hired by the Stutsman County Commission.\u00a0 He and Andrew are also working together now for future adventures in both of their positions.<\/p>\n

Jerry Bergquist also reminded viewers and listeners that the week of April 26t<\/sup> has been designated, \u201cSevere Summer Weather Awareness Week,\u201d for the entire state of North Dakota.\u00a0 This annual event is intended to remind the public of the dangers associated with severe summer weather including lightning, high winds, large hail, flash floods and tornadoes. All of which, can cause severe property damage, personal injury, and even death.\u00a0 It is also the opportunity for family to discuss what they will go and where the will meet to be safe during a severe weather event, if they are separated, between home, work, school, or other activities.<\/p>\n

Those living in mobile homes should also have arrangement made to head to a safe structure.<\/p>\n

Stutsman County Emergency Manager, Jerry Bergquist says, as part of the awareness week activities, Stutsman County will conduct a tornado exercise that will begin at about 11:15 a.m. Wednesday, April 28th<\/sup><\/u><\/strong>. The exercise will simulate what occurs locally when a tornado warning is issued by the National Weather Service.<\/p>\n

The tornado exercise will be testing internal notification procedures county-wide along with siren activation capabilities.\u00a0 Sirens will be activated in many area communities including the Cities of Jamestown, Buchanan, Cleveland, Medina and Streeter.\u00a0 In most communities, sirens will be activated for approximately 3 minutes.<\/p>\n

Because the National Weather Service will not directly be involved with the exercise, the simulated warning will not<\/u> be broadcast through the National Weather Service all-hazards weather radio system.\u00a0 The Emergency Alert System (EAS) for local AM\/FM radio stations and cable television providers will not<\/u> be activated. The Stutsman Alert\u2019s notification system powered by Everbridge will also not<\/u> be activated for this test.<\/p>\n

The most common reason a community\u2019s warning sirens are activated is to warn the public of a possible tornado.\u00a0 However, sirens could also be activated to alert the public of other types of events that could be a danger to the community.<\/p>\n

\n

\"\"Bismarck\u00a0 (CSi) \u00a0 Gov. Doug Burgum announced Wednesday that he will lift North Dakota\u2019s COVID-19 emergency declaration on April 30<\/strong> as the state continues to shift the focus of its pandemic response efforts to increasing vaccination rates.<\/p>\n

Burgum declared a state of emergency<\/a> in response to COVID-19 on March 13, 2020, the same day then-President Donald Trump declared a national emergency and two days after North Dakota had confirmed its first case of COVID-19.<\/p>\n

 <\/p>\n

\u201cLifting this emergency declaration on April 30 recognizes the tremendous progress our state has made in protecting the most vulnerable, preserving hospital capacity and making safe, effective vaccines available to every eligible North Dakotan,\u201d Burgum said. \u201cNearly 70% of North Dakotans ages 65 years and older have received at least one dose of the vaccine and 64% are fully vaccinated, including over 90% of long-term care residents. Our vaccination efforts remain a top priority as another wave of COVID-19 continues to spread across the country and world.\u201d<\/p>\n

 <\/p>\n

The State of North Dakota currently has no enforced business or event protocols related to COVID-19, though local measures or orders may still be in place. A statewide mask requirement, implemented by the state health officer with Burgum\u2019s support on Nov. 18 as hospitals and health care workers were overwhelmed with patients and COVID-related deaths were peaking, was lifted Jan. 18, making its 65-day duration the shortest among states that implemented such requirements.<\/p>\n

 <\/p>\n

\u201cNorth Dakota has relied heavily on individual responsibility and local control throughout our pandemic fight. Mitigation measures were deployed strategically and kept in place long enough for vaccines to be made available to every eligible citizen,\u201d Burgum said. \u201cOur vaccination efforts will continue stronger than ever, and we encourage those who haven\u2019t received the vaccine to consider getting it to protect themselves and their communities.\u201d<\/p>\n

 <\/p>\n

Over 510,000 doses of COVID-19 vaccine have been administered in North Dakota, which has an estimated population of 762,000. More than 62% of North Dakotans ages 50 years or older have received at least one dose, and over 54% are fully vaccinated.<\/p>\n

 <\/p>\n

\u201cWhile the\u00a0emergency declaration is ending,\u00a0the virus is still present in our communities,\u201d Interim State Health Officer Dirk Wilke said.\u00a0\u201cWe encourage North Dakotans to keep using the tools that got us here: physical distancing, wearing\u00a0a mask when you can\u2019t distance, getting\u00a0tested and vaccinated.\u201d<\/strong><\/p>\n

 <\/p>\n

Lifting the emergency declaration on April 30 will eliminate the remaining pandemic-related executive orders. The Unified Command will be decommissioned effective April 30, however National Guard resources will continue to be available to support the Department of Health and local public health vaccination and testing efforts.<\/p>\n

Waiting until April 30 to lift the declaration will allow the Legislature to pass pending legislation tied to pandemic-related executive orders that cut red tape and ensured assistance reached citizens, and will allow an orderly decommission of the Unified Command.<\/p>\n

BISMARCK, N.D. (AP) \u2014 Republican Gov. Doug Burgum has vetoed a bill that would prohibit state officials from mandating face coverings. In his veto message, Burgum says North Dakota law assigns the governor the responsibility to \u201cminimize or avert the adverse effects of a disaster or emergency.\u201d The bill received broad support in both legislative chambers. Bill sponsors have argued there was no proof that masks work to slow the spread of the coronavirus and they questioned the government\u2019s role in mandating them. It wasn\u2019t clear Wednesday if it could get the two-thirds majority needed for a veto override.<\/p>\n

MINNEAPOLIS (AP) \u2014 The family of Daunte Wright is preparing for his funeral Thursday. It comes just days after guilty verdicts were handed down for the former Minneapolis police officer whose killing of George Floyd set off nationwide protests and a reckoning over racism. Wright died April 11 after a white Brooklyn Center police officer shot the 20-year-old Black man during a traffic stop. Domke said the cost \u00a0could exceed $3 million based on similar projects.<\/p>\n

UNDATED (AP) \u2014 Washington Wizards rookie Deni Avdija suffered a serious-looking injury to his lower right leg and was taken from the court in a wheelchair. Avdija landed awkwardly after missing a layup late in the second quarter against Golden State. He lay on the floor for several minutes and teammate Jordan Bell came off the bench to cover his lower leg with a jersey.<\/p>\n

Wizards employees carefully helped Avdija into the wheelchair and he was taken off the court while rubbing his head with a towel. Washington selected the 20-year-old Avdija out of his native Israel with the ninth pick in last year\u2019s draft.<\/p>\n

NFL eliminates preseason OTs, Combine changes considered<\/p>\n

UNDATED (AP) \u2014 NFL owners approved eliminating overtime in preseason games and expanded selection of jersey numbers for receivers, running backs and defensive backs. The league also will allow on-field officials to get certain \u201cobjective information\u201d from the replay official and designated members of the officiating department \u201cwhen clear and obvious video evidence is present.\u201d<\/p>\n

The NFL is also exploring changes to the annual NFL scouting combine to improve the professional and medical experience for draft prospects. The combine in Indianapolis was canceled this year because of the coronavirus pandemic, so prospects displayed their talents for scouts, coaches and general managers at their college pro days instead.<\/p>\n

Teams interviewed players virtually and most medical and psychological testing was done by video. About 150 draft prospects did in-person medical evaluations in Indianapolis earlier this month.<\/p>\n

\u2014 NFL wide receiver Antonio Brown has settled a civil lawsuit by former trainer Britney Taylor who accused Brown of sexually assaulting her. Taylor filed the lawsuit in 2019 and lawyers for her and Brown countersued Taylor, claiming defamation. Brown is currently a free agent after winning the Super Bowl with the Tampa Bay Buccaneers in February. He remains subject to discipline under the NFL\u2019s personal conduct policy.<\/p>\n

Indy 500 to host 135,000 in largest sports event in pandemic<\/p>\n

UNDATED (AP) \u2014 The Indianapolis 500 plans to host 135,000 spectators next month, which would make it the largest sporting event in the world since the pandemic.<\/p>\n

The number was determined after Indianapolis held the NCAA men\u2019s tournament without a significant spike in COVID-19 cases in the city.<\/p>\n

\u2014 The NHL says it has not told players virus protocols would be relaxed when a team reaches a certain threshold of vaccination. That differs from the vaccination standards set by the NFL, NBA and Major League Baseball. \u2014 The Cincinnati Reds are increasing their fan allowance at Great American Ballpark to nearly 17,000, which seats just over 42,000. The increased capacity will take effect for games beginning April 30 when the Chicago Cubs visit for a weekend series.<\/p>\n

LOS ANGELES (AP) \u2014 Jessica Korda birdied three of the final four holes for a 7-under 64 and a one-stroke lead Wednesday after the first round of the HUGEL Air Premia LA Open. Korda had eight birdies and a bogey at Wilshire Country Club.<\/p>\n

Tiffany Chan and Moriya Jutanugarn were a stroke back. Nelly Korda was two strokes back at 66 with Dana Finkelstein, Su Oh, Carlota Ciganda and Austin Ernst.<\/p>\n

GAINESVILLE, Fla. (AP) \u2014 Florida\u2019s Keyontae Johnson is \u201cpatiently waiting\u201d on medical clearance while hoping to play next season. Johnson collapsed on the court in December and spent 10 days in hospitals.<\/p>\n

He said Wednesday he decided not to enter the NBA draft. The Southeastern Conference\u2019s preseason player of the year slammed face-first to the floor seconds after coming out of a timeout during a Dec. 12 game at Florida State.<\/p>\n

TOKYO (AP) \u2014 Tokyo Olympics organizers say a policeman tested positive for COVID-19 a day after his assignment last week at the Olympic torch relay.<\/p>\n

It is the first positive test connected to the relay since it began March 25 from northeastern Fukushima prefecture. Organizers say the 30-year-old policeman was assigned to control traffic on the April 17 leg in southwestern Kagawa prefecture.<\/p>\n

They said the policeman developed symptoms and tested positive the next day. Local health authorities are investigating. They say the policeman was wearing a mask and taking social distancing measures.<\/p>\n

WASHINGTON (AP) \u2014 President Joe Biden is prepared to open a global Earth Day summit with an ambitious pledge to cut at least in half the climate-wrecking coal and petroleum fumes that the U.S. pumps out. Biden hopes the commitment by the United States, along with similar ones from its allies, will spur China and other big polluters to move faster on cutting their own emissions. Biden is to tell dozens of world leaders at the virtual summit beginning Thursday that the U.S. will cut fossil fuel emissions by up to 52% by 2030. Biden’s administration has offered few details of how it intends to do that.<\/p>\n

MOSCOW (AP) \u2014 The Russian military is conducting massive drills in Crimea involving dozens of navy ships and thousands of troops in a show of force amid tensions with Ukraine. The maneuvers were described as the largest since Russia annexed Ukraine’s Black Sea peninsula in 2014 and threw its weight behind separatist insurgents in eastern Ukraine. The exercise comes amid increasing violations of a cease-fire in Ukraine\u2019s east and a massive Russian troops buildup on the border with Ukraine that raised Western concerns. The Russian Defense Ministry said Thursday that the Crimean maneuvers involve more than 60 ships, over 10,000 troops and about 1,200 military vehicles.<\/p>\n

It comes just days after guilty verdicts were handed down for the former Minneapolis police officer whose killing of George Floyd set off nationwide protests and a reckoning over racism. Wright died April 11 after a white Brooklyn Center police officer shot the 20-year-old Black man during a traffic stop. Her chief said it appeared the officer mistakenly used her gun instead of her Taser. The officer resigned soon after and is charged with second-degree manslaughter. Wright\u2019s killing came amid increasing tension during the weekslong trial of Derek Chauvin, the white former police officer who killed Floyd.<\/p>\n
