He says the virus is \u201clike a really bad flu.\u201d Hoverson is a pastor and one of the most conservative members of the Legislature. The rally scheduled for Monday at North Dakota\u2019s Capitol aims to encourage state lawmakers to oppose vaccine mandates.<\/p>\n

Doug Burgum Monday delivered his State of the State address to a special session of the 67th<\/sup> Legislative Assembly, calling for investment of federal American Rescue Plan Act (ARPA) dollars and the state\u2019s excess ending fund balance into infrastructure, tax relief, workforce, economic development and other priorities to move North Dakota forward.<\/p>\n

 <\/p>\n

Burgum said, \u201cBy investing right now, right here in North Dakota, we can diversify the economy, we can enhance government services, and we can avoid inflation, be competitive and create long-term cost savings for citizens \u2013 all without raising taxes. But we must invest strategically. That means one-time expenditures that don\u2019t grow government. It means providing long-term value, efficiency and cost savings for taxpayers. And it means ensuring a high return-on-investment and leveraging private dollars to maximize the impact of public funds.\u201d<\/p>\n

 <\/p>\n

Burgum signed an executive order<\/a> Oct. 29 convening a special session of the Legislature on Nov. 8 to address legislative redistricting, statewide infrastructure and capital projects, natural gas infrastructure, statewide workforce programs, economic development opportunities, income tax relief and road, water and deferred maintenance needs.<\/p>\n

 <\/p>\n

Most of the investments are proposed from the state\u2019s ARPA funds. North Dakota received just over $1 billion in ARPA State Fiscal Recovery funds and $113 million in ARPA Coronavirus Capital Projects funds, for a total of $1.12 billion in ARPA funds designated for distribution by the state. About $423 million of that amount already has been appropriated by the Legislature last spring for transportation infrastructure and capital projects.<\/p>\n

 <\/p>\n

The state also ended the 2019-21 budget cycle with a general fund ending balance that was $412 million more than what the Legislature obligated for the current 2021-23 budget. Today, Burgum repeated his call for the Legislature to use approximately half of those excess funds, or $207 million, to provide individuals with an income tax credit of up to $500 per year, per return, for the 2021 and 2022 tax returns.<\/p>\n

 <\/p>\n

Burgum said, \u201cProviding tax relief now for the 2021 and 2022 calendar years \u2013 putting money back into the hands of our citizens \u2013 is real tax relief, and it\u2019s responsive.\u00a0 We can afford to do it, and we should want to do it. The hardworking taxpayers of North Dakota certainly deserve it.\u201d<\/p>\n

Burgum noted the state\u2019s reserves are healthy, with the rainy-day Budget Stabilization Fund at its legislatively set maximum of $749 million, a record high. The Office of Management and Budget also is projecting a nearly $600 million unobligated balance in the Strategic Investment and Improvements Fund and an unobligated general fund balance of $540 million by the end of the biennium. Burgum said the state\u2019s financial condition \u201cpresents a golden opportunity to invest in our future and provide tax relief and future savings to our citizens.\u201d<\/p>\n

The governor released his Accelerate ND plan<\/a> on Sept. 30 with broad input from the private and public sectors, delivering a solid starting point for the ARPA investment process. Burgum today thanked legislative leaders for their collaboration through the process and also thanked the interim appropriations committees for advancing high return-on-investment opportunities, noting the strong alignment between the appropriations bills and the Accelerate ND plan.<\/p>\n

PITTSBURGH (AP) \u2014 The Pittsburgh Steelers are 5-3 after Ben Roethlisberger\u2019s (RAWTH\u2019-lihs-bur-gur) 50th game-winning drive of his 18-year career.<\/p>\n

The Steelers coughed up a 10-point lead in the fourth quarter before Chris Boswell drilled a 40-yard field goal with 26 seconds left to send Pittsburgh past the Chicago Bears, 29-27. Roethlisberger directed the Steelers 52 yards in seven plays on the winning drive, aided by Chicago\u2019s 12th penalty of the night.<\/p>\n

Rookie tight end Pat Freiermuth (FRY\u2019-ur-mooth) caught two touchdown passes and rookie running back Najee Harris found the end zone for a fifth straight game as the Steelers earned their fourth win in a row. Roethlisberger completed 21 of 30 passes for 205 yards without an interception.<\/p>\n

Justin Fields found Darnell Mooney for a 16-yard strike with 1:46 remaining to give the Bears a 27-26 lead. But Chicago fell to 3-6 by allowing the Steelers to earn their 20th straight Monday Night Football home win.<\/p>\n

Wilson cleared to practice<\/p>\n

UNDATED (AP) \u2014 Seattle Seahawks quarterback Russell Wilson has been cleared to return to football activities barely a month after undergoing surgery on the middle finger of his throwing hand.<\/p>\n

Wilson\u2019s surgeon says he has never encountered a player so committed to his postop therapy and with so much conviction to return to the same, if not better, level of performance as he had pre-injury. Wilson was hurt in Seattle\u2019s Week 5 loss to the Los Angeles Rams when his hand hit the arm of Rams defensive lineman Aaron Donald.<\/p>\n

The Seahawks have gone 1-2 since Geno Smith became the starting QB.<\/p>\n

\u2014 Panthers quarterback Sam Darnold went for an MRI on his throwing shoulder Monday after experiencing soreness following Carolina\u2019s 24-6 loss to the Patriots on Sunday. Coach Matt Rhule (rool) said he will wait until Wednesday to get a better grasp on Darnold\u2019s injury status before making a determination on who\u2019ll start Sunday at Arizona.<\/p>\n

\u2014 Jets quarterback Zach Wilson is expected to return to practice this week and could start again as soon as Sunday against Buffalo. Coach Robert Saleh said Monday that Wilson would be the team\u2019s starting quarterback when he was fully healthy. The second player taken in this year\u2019s draft has missed two games with a sprained right knee ligament.<\/p>\n

\u2014 Wide receiver Odell Beckham Jr. has been formally waived by the Browns and can now be taken by any NFL team at a $7.25 million price tag for the rest of this season. If Beckham clears waivers by Tuesday at 4 p.m., he\u2019ll be a free agent and can sign with any team. In that case, the Browns will have to pay him $4.25 million for this season, saving them $3 million.<\/p>\n

\u2014 The Raiders have now dropped each of the two players they took in the first round of the 2020 draft after waiving Damon Arnette. General manager Mike Mayock said the move was necessary in response to a social media post with Arnette brandishing a gun and threatening to kill someone. The move to cut Arnette comes less than a week after No. 12 overall pick Henry Ruggs III was released following a fatal DUI crash.<\/p>\n

\u2014 49ers right tackle Mike McGlinchey will miss the rest of the season with a torn quadriceps. The 2018 first-round pick got hurt during Sunday\u2019s loss to the Cardinals in the latest injury blow for San Francisco.<\/p>\n

\u2014 Memphis trailed by 16 with 7:30 left in regulation before a 21-4 rally carried the Grizzlies to a 125-118 overtime win against the Timberwolves. Ja (jah) Morant poured in 33 points and Brandon Clarke had 20 points and nine rebounds for Memphis. Minnesota dropped its sixth in a row despite Karl-Anthony Towns, who hit a 3-pointer to end regulation and finished with 25 points and 13 rebounds.<\/p>\n

UNDATED (AP) \u2014 The New York Knicks have stopped the Philadelphia 76ers\u2019 winning streak at six games.<\/p>\n

Julius Randle scored 31 points, including eight straight during a key fourth-quarter stretch that carried the Knicks past the Sixers, 103-96. Randle also had 12 rebounds and RJ Barrett added 15 points in New York\u2019s second win in five games.<\/p>\n

Philadelphia was without four-time All-Star Joel Embiid (joh-EHL\u2019 ehm-BEED\u2019) and three others due to the NBA\u2019s health and safety protocols. The Sixers wouldn\u2019t confirm an ESPN report that said Embiid had tested positive for the coronavirus.<\/p>\n

Andre Drummond started in place of Embiid, and had 14 points and 25 rebounds.<\/p>\n

\u2014 The Warriors earned a 127-113 win over the Hawks as Stephen Curry scored an NBA season-high 50 points with nine 3-pointers, 10 assists and seven rebounds. Only Hall of Famers Wilt Chamberlain and Rick Barry had registered a game with 50 points and 10 assists in Warriors franchise history. Curry scored Golden State\u2019s first 13 points, then 10 straight down the stretch in the third.<\/p>\n

\u2014 Anthony Davis, Carmelo Anthony and Russell Westbrook carried the Lakers to a 126-123 overtime win against the Hornets. Davis scored six of his 32 points in OT and grabbed 12 boards, while Anthony had a season-high 29 points. Texas Tech hires a coach<\/p>\n

UNDATED (AP) \u2014 Texas Tech has named Baylor assistant and longtime Texas high school coach Joey McGuire as its next head coach. He will take over immediately at the end of the season. Sonny Cumbie will continue as interim head coach until then.<\/p>\n

McGuire is replacing Matt Wells. The former Utah State coach was fired in the middle of his third season with the Red Raiders.<\/p>\n

Authorities say Horton struck an officer in the face with his cell phone after becoming angry that his car was being towed in the city\u2019s popular South Side bar district.<\/p>\n

Horton averaged 8.9 points in 22 games last year for the Panthers.<\/p>\n

PARIS (AP) \u2014 U.S. Vice President Kamala Harris has landed in Paris at the start of a four-day visit and charm offensive aimed at shoring up the U.S. relationship with France, America\u2019s oldest ally. Washington\u2019s relations with Paris hit a historic low this year after a U.S.-British submarine deal with Australia scuttled a French deal to sell subs to the Australian navy. Late last month, President Joe Biden told French President Emmanuel Macron the U.S. had been \u201cclumsy\u201d in its handling of the U.S.-British submarine deal with Australia. Harris is scheduled to tour the renowned Institut Pasteur on Tuesday to meet with American and French scientists working on COVID-19 preparedness worldwide.<\/p>\n

WASHINGTON (AP) \u2014 The U.S. Holocaust Memorial Museum says it has compiled evidence of increasing government repression against Uyghur Muslims in China’s western Xinjiang region. In a new report released Tuesday, the museum’s Center for the Prevention of Genocide says there’s \u201ca reasonable basis\u201d to believe previously alleged crimes against humanity versus the Uyghurs are growing in scope. The report expands on the museum’s March 2020 findings that the Chinese Communist Party has persecuted, unlawfully imprisoned and otherwise severely deprived Uyghurs of their physical liberty. The new findings include allegations of forced sterilization, sexual violence, enslavement, torture and forcible transfer. China says allegations of rights abuses are lies.<\/p>\n

TAIPEI, Taiwan (AP) \u2014 Taiwan says China is seeking to take control of the island by wearing down its military capabilities and influencing public opinion. The Defense Ministry says in a report that China’s ultimate goal is to bring the island, which Beijing claims, under its rule while avoiding an all-out military conflict. China has been stepping up threats against Taiwan. During China\u2019s National Day weekend in early October, China dispatched 149 military aircraft southwest of Taiwan in strike group formations, causing Taiwan to scramble aircraft and activate its air defense missile systems. The report says that reflects Beijing’s \u201cgray zone” tactics that also include cyberwarfare and a campaign to isolate Taiwan internationally.<\/p>\n

Last month, Russian President Vladimir Putin ordered many Russians to stay off work between Oct. 30 and Nov. 7.
