Much of central and eastern portions, with some strong winds still
\nlingering across the southwest and south central.Most of these areas should see winds starting to diminish. . Overall look for snow to diminish later Friday morning, although blowing snow could linger across the east into

Jamestown\u00a0 (City)\u00a0 City crews will begin clearing drifted snow in the Downtown district starting tonight, Friday, November 12, 2021 at 11:00 p.m.
\nAll vehicles should be removed from the downtown streets, avenues, and alleyways.
\nCity Ordinance Section 25-10 requires that a property owner keep the sidewalk adjoining the property clear of snow and ice. Do not deposit snow or ice on the city street after the city plow has cleared the street. These violations are class B misdemeanors under the general penalty and will result in a fine.

The school district conducted a community survey last month to determine which direction the district should pursue following their presentations on \u201cExploring the Future of School Facilities.\u201d<\/p>\n

The school district engaged School Perceptions \u00a0to conduct the survey.\u00a0 Rob DeMeuse of School Perceptions believes a referendum would not pass. DeMeuse suggested the school district could spread out the cost of this project through future construction phases.<\/p>\n

The survey, results found that those 56 and older, who are not staff members or parents of students are opposed to a proposed referendum.<\/p>\n

Redistricting was among the main issues before the Republican-controlled Legislature in its special session which convened on Monday. The new map, which won final Senate approval Wednesday, reflects a continued loss of political clout in rural areas due to population shifts in the past decade. Though the map maintains 47 legislative districts, it creates three new districts in the state\u2019s fastest-growing areas but erases an equal amount in population-lean rural regions.<\/p>\n

The new map also separates House districts on two American Indian reservations in the state, a move tribal leaders believe will increase the odds for electing their own members to the Legislature. BISMARCK, N.D. (AP) \u2014 North Dakota House representatives have passed a bill that bans government entities, below the federal level, from ordering coronavirus vaccine mandates. The bill passed late Thursday and headed for the Senate Friday also expands exceptions for employees to opt-out of a COVID-19 vaccine, including allowing employees to regularly test for COVID-19, prove they have antibodies built up or claim medical, religious or philosophical exemptions. Companies would still be allowed to install their own vaccine mandates. The bill also says state and local government entities can\u2019t require individuals to disclose their vaccination or antibody status unless they are incarcerated or receiving care at the state hospital or a public health unit.<\/p>\n

BISMARCK, N.D. (AP) \u2014 Republican Gov. Doug Burgum\u2019s push to use some of the state treasury\u2019s surpluses to offset income taxes appears certain to win approval, despite initial opposition from legislative leaders in his own party. Representatives in the GOP-controlled House unanimously approved a bill Thursday that would provide a $350 income tax credit for each North Dakota resident filing a return for 2021 and 2022. During his State of the State address at the special session\u2019s opening Monday, Burgum renewed his call for the legislature to provide income tax relief. Legislative leaders say the idea now appears to be popular.<\/p>\n

BISMARCK, N.D. (AP) \u2014 The storm system\u00a0 bringing snow to North Dakota late this week could help improve long-term drought conditions that persist in the state. Drought conditions that brought hardships for ranchers and farmers this summer has made marked improvement. In eastern North Dakota in recent weeks much of the region no longer listed in any of the four drought categories.<\/p>\n

FLAGSTAFF, Ariz. (AP) \u2014 A pilot program to help reduce bison at Grand Canyon National Park by shooting them has wrapped up with four of the animals killed. More than 45,000 people applied this spring in a lottery for 12 spots to help cull the herd and make the bison uncomfortable at the park. Up to 500 bison are roaming the far northern reaches of the park. Officials say the bison are trampling resources and spoiling the water. The park also captured 36 bison and sent them to Native American tribes in Oklahoma and Nebraska. Critics had urged the park to consider relocating the animals targeted for lethal removal.<\/p>\n

\"\"Jamestown\u00a0 (UJ<\/a>)\u00a0 \u00a0\u00a0Midwest College Hockey (\u201cMCH\u201d) announces that the University of Jamestown has been admitted as a member of the MCH beginning with the 2022-2023 season.<\/p>\n

Jamestown currently has two teams that play in the American Collegiate Hockey Association (\u201cACHA\u201d), one at the Division 1 level and another at the Division 2 level. Jamestown is currently one of five independent teams in ACHA D1 and has proven to be one of the top teams in ACHA D1 since the Jimmies began playing in the 2016-2017 season.<\/p>\n

With the recent announcement that Maryville University would depart the MCH at the conclusion of the 2021-2022 season, the MCH coaches unanimously approved the addition of Jamestown as a MCH member institution. Jamestown will be joining five MCH charter member teams starting with the 2022-2023 season: Illinois State University (Normal, Ill.), McKendree University (Lebanon, Ill.), Midland University (Fremont, Neb.), Northern Illinois University (DeKalb, Ill.), and Waldorf University (Forest City, Iowa).<\/p>\n

\u201cThis is a great step forward for our hockey program,\u201d said University of Jamestown Athletics Director Sean Johnson. \u201cIt\u2019s a great opportunity for our student-athletes to receive recognition and have the opportunity to play for a conference championship.\u201d<\/p>\n

\u201cWe are grateful to become the newest member of the MCH,\u201d said University of Jamestown head coach\u00a0Dean Stork<\/a>. \u201cBeing part of Midwest College Hockey is a step forward for our program and really helps us put together a schedule that benefits our

MIAMI GARDENS, Fla. (AP) \u2014 The Miami Dolphins have their first winning streak of the season following their best win of the year.<\/p>\n

Tua Tagovailoa (TOO\u2019-ah tuhng-ah-vy-LOH\u2019-ah) came off the bench and capped his night with a 1-yard sneak for a score with 2:19 left to secure the Dolphins\u2019 22-10 victory over Baltimore. Tagovailoa threw for 158 yards in relief of Jacoby Brissett, who passed for 156 yards before needing to depart in the third quarter with an injured right knee. Tagovailoa couldn\u2019t start because of a fractured finger on his throwing hand, but he was good enough to help Miami improve to 3-7. Xavien Howard forced a fumble and returned it 49 yards for a touchdown in the victory.<\/p>\n

Lamar Jackson completed 26 of 43 passes for 238 yards and a touchdown for the 6-3 Ravens, who ended an NFL-record run of 51 regular-season games with at least 14 points.<\/p>\n

Cam Newton returns to Carolina<\/p>\n

UNDATED (AP) \u2014 Cam Newton is a Carolina Panther again after working out a contract for the rest of the season.<\/p>\n

Newton returns to a franchise that drafted him No. 1 overall in 2011 and later cut him prior to the 2020 season after losing eight straight games.<\/p>\n

Carolina was in need of a quarterback after an MRI on Monday revealed starter Sam Darnold would miss at least four weeks with a incomplete fracture of his right shoulder blade.<\/p>\n

Coach Matt Rhule (rool) said P.J. Walker will start Sunday against the Cardinals and have Matt Barkley as his primary backup.<\/p>\n

\u2014 Seahawks quarterback Russell Wilson says he\u2019s ready to return this weekend after missing the team\u2019s past three games following surgery on the middle finger on his throwing hand. Wilson was injured when his hand hit the helmet of a Rams player during a game last month. The contact dislocated Wilson\u2019s finger, caused a tendon injury, and resulted in a pair of fractures.<\/p>\n

\u2014 Odell Beckham Jr. has agreed to a one-year deal with the Rams. The Browns released Beckham on Monday midway through his third season in Cleveland. Beckham elected to join NFL yards passing leader Matthew Stafford in one of the league\u2019s most productive passing offenses.<\/p>\n

\u2014 The Browns remain hopeful star running back Nick Chubb will be able to play this week despite testing positive for COVID-19. Chubb rushed for 137 yards and two touchdowns last week at Cincinnati. He was placed on the reserve\/COVID-19 list on Tuesday along with rookie running back\/punt returner Demetric Felton.<\/p>\n

\u2014 Dallas defensive end Randy Gregory will miss multiple weeks after straining a calf in practice. Coach Mike McCarthy says no decision had been made on Gregory being placed on injured reserve.<\/p>\n

\u2014 Henry Ruggs\u2019 lawyers are telling a judge they found a witness who says firefighters were slow to extinguish a vehicle fire sparked by a deadly crash that authorities blame on the former Raiders wide receiver. Prosecutors allege Ruggs was driving drunk at speeds up to 156 mph before the crash in Las Vegas, killing another driver. The Raiders immediately released Ruggs, who\u2019s under house arrest with strict conditions.<\/p>\n

PHILADELPHIA (AP) \u2014 The Philadelphia 76ers have followed six consecutive victories with three straight losses.<\/p>\n

Gary Trent Jr. and Fred VanVleet hit back-to-back 3-pointers over the final 1:10 to lift the Toronto Raptors over the Sixers, 115-109. VanVleet hit six 3s and scored 32 points, while Trent added 20.<\/p>\n

Tyrese Maxey did score 33 points for the Sixers, who were without Joel Embiid (joh-EHL\u2019 ehm-BEED\u2019), Isaiah Joe, and Matisse Thybulle as they remain in NBA health and safety protocols.<\/p>\n

Seth Curry did return from a foot injury and Tobias Harris scored 19 points in his return from a six-game absence after testing positive for COVID-19.<\/p>\n

Pistons lose Olynyk<\/p>\n

DETROIT (AP) \u2014 The Detroit Pistons\u2019 season just got tougher as they try to vacate the NBA\u2019s Eastern Conference cellar.<\/p>\n

Detroit\u2019s Kelly Olynyk will miss at least six weeks with a sprained left knee suffered in the Pistons\u2019 112-104 victory over the Rockets, limping off the court in the fourth quarter.<\/p>\n

The Pistons said he underwent testing Thursday that revealed a Grade 2 MCL sprain.<\/p>\n

Detroit is 2-8.<\/p>\n

Panthers outlast Tar Heels<\/p>\n

Kenny Pickett hit Lucas Krull for an 11-yard touchdown pass in overtime to give the Panthers a 30-23 victory over North Carolina. Pickett completed 25 of 43 passes for 346 yards with three touchdowns and an interception on a night he became the school\u2019s career leader in passing yards.<\/p>\n

\u2014 UConn has hired former UCLA coach Jim Mora to lead the Huskies from the morass that has enveloped the football program since Randy Edsall left the first time. NCAA says threats received over OSU punishment<\/p>\n

UNDATED (AP) \u2014 The NCAA said some staff members have received threatening and offensive messages since Oklahoma State basketball coach Mike Boynton identified some by name last week. Boynton ID\u2019d several officials after a one-year postseason ban and other penalties were upheld on appeal.<\/p>\n

An NCAA infractions committee last year hit the Cowboys with the penalties for former assistant coach Lamont Evans accepting up to $22,000 so he could help steer athletes to certain financial advisers. Evans was arrested in 2017, and Oklahoma State fired him.<\/p>\n

\u2014 Paul Cotter and Jonas Rondbjerg each scored their first NHL goal and the Vegas Golden Knights defeated the Minnesota Wild 3-2. The Golden Knights improved to 7-2-0 since Oct. 26 after opening the season 1-4-0. Minnesota had its four-game win streak snapped. UNDATED (AP) \u2014 The Florida Panthers are in danger of going winless on their four-game road trip after opening the season 10-0-1.<\/p>\n

Bryan Rust and Jeff Carter scored shootout goals as the Pittsburgh Penguins nipped the Panthers, 3-2. Teddy Blueger (BLOO\u2019-gur) and Evan Rodrigues tallied in regulation for the Penguins, who bounced back from Tuesday\u2019s loss to the Blackhawks and improved to 5-3-4.<\/p>\n

Frank Vatrano and Aleksander Barkov scored for the Panthers. Barkov notched his 189th career goal for Florida to pass Olli Jokinen (OH\u2019-lee YOH\u2019-kih-nehn) for the most in team history.<\/p>\n

The Russian Defense Ministry said that as part of joint war games Russian paratroopers on Friday will parachute from heavylift Il-76 transport planes in Belarus\u2019 Grodno region that borders Poland. The Belarusian military said the exercise involving a battalion of Russian paratroopers was intended to test the readiness of the allies\u2019 rapid response forces due to an \u201cincrease of military activities near the Belarusian border.\u201d<\/p>\n

WARSAW, Poland (AP) \u2014 Turkey\u2019s Civil Aviation Authority says the country is halting airline ticket sales to Iraqi, Syrian and Yemeni citizens wanting to travel to Belarus, which in recent months became a route for migrants and refugees to try to enter the European Union. EU leaders have put increasing pressure on airlines to stop bringing people from the Middle East to Minsk, the capital of Belarus. Thousands of asylum-seekers have crossed illegally into EU member nations Poland, Lithuania and Latvia since the summer, though many thousands have also been kept from entering or pushed back. Belarusian airline Belavia said it also would not transport citizens of Iraq, Syria and Yemen on its Istanbul-Minsk flights starting Friday.<\/p>\n

(AP)\u00a0 Johnson & Johnson is splitting into two companies, separating the division that sells Band-Aids and Listerine, from its medical device and prescription drug business. The company said Friday that the division selling prescription drugs and medical devices will keep Johnson & Johnson as its name. The new consumer health company will house brands including Neutrogena, Aveeno, Tylenol, Listerine, Johnson\u2019s, and Band-Aid. A name was not disclosed for the new company. Details are sparse, but the company expect the split to occur in the next two years.<\/p>\n

KABUL, Afghanistan (AP) \u2014 A Taliban spokesman says a bomb exploded in a mosque during Friday prayers in a town outside the eastern Afghanistan city of Jalalabad, wounding at least 15 people. Qari Hanif, the government spokesman for Nangarhar Province, said the bomb appeared to have been planted in the mosque in the town of Traili. It was the third major mosque bombing in five weeks in Afghanistan, following attacks on two mosques on two successive Fridays last month. The Islamic State group has been waging a campaign of violence against Afghanistan’s new Taliban rulers, who have vowed to crush the militant threat.<\/p>\n
