{"id":239487,"date":"2021-11-18T16:29:45","date_gmt":"2021-11-18T22:29:45","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=239487"},"modified":"2021-11-19T09:43:01","modified_gmt":"2021-11-19T15:43:01","slug":"approval-recommended-regional-urban-project-lists","status":"publish","type":"post","link":"http:\/\/csinewsnow.com\/?p=239487","title":{"rendered":"Approval recommended, regional, urban project lists"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-66331\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2015\/02\/cityhall-488-300x202.jpg\" alt=\"\" width=\"300\" height=\"202\" srcset=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2015\/02\/cityhall-488-300x202.jpg 300w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2015\/02\/cityhall-488-259x175.jpg 259w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2015\/02\/cityhall-488.jpg 445w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council\u2019s\u00a0 Finance &amp; Legal Committee Building, Planning &amp; Zoning Committee Civic Center &amp; Promotion Committee Police &amp; Fire Committee<\/p>\n<p>And Public Works Committee met in joint session Thursday afternoon at City Hall.\u00a0 All members were present.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>FINANCE &amp; LEGAL COMMITTEE <\/strong><\/p>\n<p>Considered was the franchise agreements for a proposed non-exclusive franchise in the city with <strong>Midcontinent Communications, Daktel Communications, and Cable Services Inc., <\/strong>for the right to construct, maintain, and operate within and upon, in and under, the streets, alleys, and public grounds of the city, a telecommunication system for public and private use in the city.\u00a0\u00a0\u00a0 Two are renewals, and one new franchise are being considered.\u00a0 No one from the audience spoke.\u00a0 Assistant City Attorney Abby Gerioux said some of the original language was slightly changed..Midco has a three year time frame to establish the new Jamestown Service.\u00a0 The Midco agreement is for five years, with three years to have their infrastructure in place.<\/p>\n<p>Daktel and CSi Cable&#8217;s franchise renewals are also for a five year period.<\/p>\n<p>The committee recommends the\u00a0 first reading of the Ordinance will be held followed by the second reading.<\/p>\n<p>&nbsp;<\/p>\n<p>Considered was the 2021 abatement application for 2613 HWY 281 S, 58401, hotel and storage unit properties, as the properties have been split.<\/p>\n<p>The abatement request was for $325,000 the purchase price, about half the assessed valuation.\u00a0 A Fargo bank did an in-house appraisal as well. City Assessor Jamison Veil explained the method to reach a decision on the abatement request, among items was the valuation.\u00a0 He said the Board of Equalization has also reviewed and made a recommendation.<\/p>\n<p>Veil says his office is recommending denial of the abatement request.<\/p>\n<p>Mayor Heinrich asked if the committee feels he has a conflict of interest in participating in the discussion\/vote being an owner storage units in Jamestown.\u00a0 The committee voted to allow Heinrich to participate and vote.<\/p>\n<p>The committee on Thursday recommended to send to the county the recomendation of the City Assessor.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>INFORMATIONAL: <\/strong>The appointment applications for the Central Valley Health Unit and James River Valley Library System Board will be considered at the December 6, 2021, City Council meeting.\u00a0 Mayor Heinrich is recommending Dr. Heidi Heim for the CVHD board, and Robert Hoekstra for the JRVLS Board.\u00a0 the recommendations will be forward to the City Council for consideration.<\/p>\n<p><strong>BUILDING, PLANNING &amp; ZONING COMMITTEE <\/strong><\/p>\n<p>Recommended for approval by the committee was\u00a0 introducing the first reading of an ordinance to amend and re-enact Ordinance No. 329 of the City Code by amending the District Map to change the zoning of the South One-Half (S \u00bd) of the Southwest Quarter of the Southwest Quarter of Section 12, Township 139 North, Range 64 West of the Fifth P.M., except that portion thereof presently existing as highway right of way, City of Jamestown, Stutsman County, North Dakota from C-2 &amp; Ag (General Commercial District &amp; Agricultural District) to M-1 (Limited Industrial and Manufacturing District). The property is located at 3790 Hwy 281 SE.<\/p>\n<p>&nbsp;<\/p>\n<p>Recommending for approving was introducing the first reading of an ordinance to repeal the current Appendix C and to enact the reformatted Appendix C of the City Code of the City of Jamestown, pertaining to Zoning Regulations.\u00a0 The current Ordinance has been in force since the 1960&#8217;s.<\/p>\n<p>The committee discussed issuing a special use permit for Lots 5 &amp; 6, Lubeck\u2019s Addition. The property is located at 1512 Business Loop East (Unit A &amp; B). Adjoining property owners have been informed, and no protests have been received.\u00a0 The committee recommends moving the issue to next month&#8217;s committee meeting pending further review.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>INFORMATIONAL: <\/strong>A public hearing and second reading of Ordinance No. 1551, introduced by Council Member Kamlitz, to amend and re-enact Ordinance No. 329 of the City Code by amending the District Map to change the zoning of Lubeck\u2019s Addition, Lots 5, 6, 10 &amp; 11, City of Jamestown, Stutsman County, North Dakota from C-1 (Local Commercial District) to C-2 (General Commercial District), is scheduled on the November 1, 2021, City Council agenda. The property is located at 1512 Business Loop East (Unit A &amp; B) and 1602 Business Loop East.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>CIVIC CENTER AND PROMOTION COMMITTEE <\/strong><\/p>\n<p>No items for discussion.<\/p>\n<p><strong>POLICE &amp; FIRE COMMITTEE <\/strong><\/p>\n<p>No items for discussion.<\/p>\n<p><strong>PUBLIC WORKS COMMITTEE <\/strong><\/p>\n<p>The committee recommends the City Council award the quote for 2022 Chemicals for the City of Jamestown water treatment and wastewater collection and treatment.\u00a0 Water Treatment Plant Superintendent , Joe Rowell recommends approving the bid of $189 per ton.<\/p>\n<p>The committee recommends the City Council award the quote for 2022 Hydrocarbons for the City of Jamestown Operational Programs and Jamestown Park District Operational Programs to Vinning Oil.<\/p>\n<p>Considered the 2022-2025 NDDOT Urban Roads and Urban Regional State Transportation Improvement Program (STIP) list.\u00a0 City Engineer, Travis Dillman presented the ranking lists, for regional roads, and urban roads.<\/p>\n<p>The committee recommends approving STIP list as prioritized to the NDDOT.<\/p>\n<p>The committee recommend\u00a0 approving the plans and specifications for the Jamestown Civic Center Roof Removal and Replacement Project, Area B &amp; D.<\/p>\n<p><strong>INFORMATIONAL: <\/strong>City Engineer highlighted the city project updates.<\/p>\n<p><strong>INFORMATIONAL: <\/strong>Recycling collection update.<\/p>\n<p><strong>INFORMATIONAL: <\/strong>Garbage collection update.
