Highs in the upper 20s.<\/p>\n<p>&nbsp;<\/p>\n<p>Temperatures above zero on Friday,<\/p>\n<p>With this warmup comes a chance for snow as a progressive clipper moves through, although the bulk of precipitation is expected to stay north of the International Border, starting in the morning in parts of western North Dakota and expanding across much of the area during the afternoon, and ending overnight. Chances are limited to areas along and north of Interstate 94, with only light accumulations expected, except for in the north central where locations could see 1 to 2 inches of new snow.<\/p>\n<p>Colder air again moves in on Saturday, with highs on Saturday occurring early in the day. \u00a0Air temperatures Saturday night from 20 below to 10 below, and wind chills as low as 40 below in northern North Dakota.<\/p>\n<p>A gradual warmup across the area through the first few days of the week, before temperatures level off.<\/p>\n<p>The forecast\u00a0 looks dry from Sunday through midweek.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 Dangerously cold temperatures enveloping North Dakota have pushed wind chill readings down to minus 59 degrees in at least one city early Thursday. According to the National Weather Service, Bowbells, the county seat of Burke County in northwestern North Dakota, recorded that wind chill temperature while Mandan was at minus 45 and Bismarck at 41 below zero. The arctic air surged into the Northern Plains on the heels of an Alberta clipper weather system that moved out of the Northern Rockies earlier this week. The weather service issued a wind chill warning for the entire state of North Dakota until noon Central Standard Time on Friday.<\/p>\n<p>&nbsp;<\/p>\n<p>The North Dakota Department of Health dashboard is updated daily by 11 am and includes cases reported through the previous day. The Bobcats will play in the FCS national championship game Saturday with Mellott at quarterback. That&#8217;s adding to concerns about shortages of critical staff including health care workers. Mayor Eric Garcetti said Thursday that more than 500 LAPD personnel and nearly 300 firefighters were off-duty after testing positive for COVID-19. He said measures were being taken to ensure the safety of the public. California\u2019s confirmed cases have shot up nearly 500% in the last two weeks and hospitalizations have doubled since Christmas. State officials say the surge is also sidelining health care workers, leading to hospital staffing shortages that could become a bigger problem.<\/p>\n<p>&nbsp;<\/p>\n<p>LOUISVILLE, Ky. (AP) \u2014 A federal appeals court has declined to lift a three-state ban on President Joe Biden\u2019s COVID-19 vaccine mandate for federal contractors. The ruling comes after a nationwide ban on the mandate for federal contractors was imposed by a federal judge in Georgia last month. A judge in Louisville, Kentucky, in November issued the preliminary injunction that blocked the mandate. It includes two other states: Tennessee and Ohio. A panel of the Sixth Circuit U.S. Court of Appeals upheld the injunction in a 2-1 ruling Wednesday. The lawsuit from the states claims the vaccination requirement is unlawful and unconstitutional.<\/p>\n<p>&nbsp;<\/p>\n<p>HARTFORD, Conn. (AP) \u2014 Principals, superintendents and counselors are filling in as substitutes in classrooms around the United States as the surge in coronavirus infections further strains schools already struggling with staffing shortages. Dozens of employees from the central office in Cincinnati were dispatched this week to schools at risk of having to close because of low staffing. The superintendent of Boston schools tweeted she was filling in for a fifth grade teacher. San Francisco\u2019s school system asked any employees with teaching credentials to be available for classroom assignments. Some teachers say they are dealing with overwhelming stress just trying to keep classes running.<\/p>\n<p>&nbsp;<\/p>\n<p>MONTREAL (AP) \u2014 Passengers who filmed themselves partying without masks aboard a chartered flight from Montreal to Mexico now face being stranded after three airlines have refused to fly them home to Canada. Sunwing Airlines cancelled the return charter flight from Cancun scheduled for Wednesday and Air Transat and Air Canada both said they will refuse to carry the passengers, Videos of the Dec. 30 flight shared on social media show unmasked passengers gathered in close proximity, singing and dancing in the aisle and on seats.
