Bismarck\u00a0 (<\/span>APRIL 2<\/span>6<\/span>, 202<\/span>2<\/span>)<\/span> \u2013<\/span> Gov. Doug Burgum Tuesday<\/span> met with local officials, residents<\/span>
and ranchers in<\/span> Cro<\/span>sby<\/span> and other<\/span> parts<\/span> of Divide County<\/span> in far northwest North Dakota to<\/span>
survey infrastructure damage<\/span> from last weekend\u2019s severe spring storm<\/span> and<\/span> discuss how the state<\/span>
can help the area recover<\/span> from widespread<\/span> power outages.<\/span><\/span><\/span><\/span><\/p>\n

the North Dakota Department of Emergency Services (NDDES), and state Homeland Security<\/span>
Director Darin Hanson<\/span> joined Burgum at the Divide County Courthouse for<\/span> a brie<\/span>fing from local<\/span>
officials including Crosby Mayor and state Rep. Bert Anderson, Divide County Emergency<\/span>
Manager Jody Gunlock, Sheriff Zach Schroeder, county commissioners, city leaders from<\/span>
Ambrose, Noonan and Fortuna, Divide County School District Superint<\/span>endent Sherlock Hirning<\/span>
and utility representatives.<\/span><\/span><\/span><\/span><\/p>\n


The meeting took place<\/span> next to a<\/span> conference room<\/span> that<\/span> has been<\/span> converted<\/span> into<\/span> an emergency<\/span>
shelter with cots and meals for residents<\/span> who have been<\/span> without electricity<\/span> for up to four days<\/span>.<\/span>
Utility repre<\/span>sentatives said it could be two weeks or longer before power is restored to all areas.<\/span><\/span><\/span>
\u201c<\/span>As is always the case when severe weather strikes North Dakota, we saw incredible examples of<\/span>
neighbors helping neighbors and communities pulling together to overcome<\/span> unprecedented<\/span>
obstacles,\u201d Burgum said. \u201c<\/span>We\u2019re grateful for the leadership<\/span> on display<\/span> at all levels and for the<\/span>
tireless efforts of first responders, law enforcement, snowplow crews, utility workers<\/span>, local, state<\/span>
and federal agencies<\/span> and<\/span> others working to p<\/span>rotect lives and property. The<\/span> S<\/span>tate<\/span> of North<\/span>
Dakota<\/span> will continue to respond with a whole<\/span>–<\/span>of<\/span>–<\/span>government approach<\/span> that prioritizes the<\/span>
health, safety and well<\/span>–<\/span>being of our citizens.\u201d<\/span><\/span><\/span>
Dohrmann and Hanson<\/span> worked with the<\/span> local officials to<\/span> identify<\/span> resource<\/span> needs<\/span> such as<\/span>
generators,<\/span> heavy equipment<\/span> and<\/span> even<\/span> unmanned aerial vehicles to survey damage<\/span> in areas <\/span><\/span><\/span>where roads are still impassable<\/span>, and<\/span> to<\/span> coordinate<\/span> with<\/span> NDDES and other<\/span> state<\/span> agencies<\/span> to<\/span>
assist with recovery<\/span>. The<\/span>y said they\u2019re confident the storm event will qualify for a presidential<\/span>
disaster declaration, which would make federal assistance available to help cover recovery costs.<\/span><\/span><\/span>
Jerry King, general manager of Burke<\/span>–<\/span>Divide Electric Cooperative, estimated damage t<\/span>o the co<\/span>–<\/span>
op\u2019s system at $10 million to $20 million, with more than 1,000 utility poles on the ground and<\/span>
14 miles of transmission lines damaged.<\/span><\/span><\/span>
\u201cWe\u2019re in an emergency restoration phase right now, which is about getting lights on to the<\/span>
homes,\u201d said King,<\/span> who also serves on the Crosby City Council.<\/span><\/span><\/span>
King expressed appreciation for the<\/span><\/span> emergency declaration issued by the<\/span> state<\/span><\/span> on Monday, as<\/span>
well as a declaration by Divide County, noting they will<\/span> make<\/span> public funds<\/span> accessible<\/span> to help<\/span>
restore power and repair damage.<\/span><\/span><\/span>
\u201cWe just appreciate any help we can get. It\u2019s going to be a long haul. It\u2019s bad out there,\u201d<\/span> he<\/span> said.<\/span><\/span><\/span>
Schroeder, the sheriff, said the biggest challenge is communicating with residents, with so many<\/span>
without power and<\/span> a<\/span> communications system for first responders<\/span> temporarily<\/span> offline<\/span> due to a<\/span>
downed tower<\/span>.<\/span><\/span><\/span>
\u201cPeople have great pride up here, but we want to let<\/span> them know that resources are available if<\/span>
they need it,\u201d he said.<\/span><\/span><\/span>
On Monday, Burgum<\/span><\/span> declared a statewide emergency<\/span><\/span> for flooding and widespread utility<\/span>
infrastructure damage caused by<\/span> last weekend\u2019s<\/span> severe storm. The governor also<\/span><\/span> declared a<\/span>
disaster<\/span><\/span> f<\/span>or areas impacted by record snowfall during the historic blizzard April 12<\/span>–<\/span>14 based on<\/span>
local costs incurred for snow removal.<\/span> Additional counties may be added to the declarations as<\/span>
county<\/span> damage and cost assessments are completed and submitted to NDDES<\/span>.<\/span> B<\/span>urgum plans to<\/span>
request presidential disaster declarations for both events to unlock federal assistance to help<\/span>
pay for snow removal and infrastructure repairs.<\/span><\/span><\/p>\n
