Commission member Trautman made a motion to approve the minutes from the July 8, 2013 regular Planning Commission meeting. Bensch seconded. Unanimous voice vote. Motion Carried.<\/li>\n<li>Public Hearing:<\/li>\n<\/ol>\n<\/ol>\n<p>The preliminary plat of Lindberg Addition, A re-plat of Lots 1-12 and Lots 32-44, Block 9, Kelley &amp; Fuller\u2019s Second, City of Jamestown, North Dakota.<\/p>\n<p>Stephanie Falkers, of SRF Consulting Group explained the preliminary plat and the intentions of the applicant. It was noted that the plat will be re-drawn and zone changes will be forth coming, both of which will be presented at next month\u2019s Planning Commission meeting.<\/p>\n<p>The preliminary plat cannot be approved until the zone changes have been also approved.<\/p>\n<p>Stephanie answered questions from the Planning Commission members relating to the proposed land use, platting and zone changes. She explained the approval avenues available to the applicant for the development of the property as desired. The proposed Lots 1-14, Block 1 require a zone change to R-4 to allow for the platting of lots smaller than 8,400 square feet. However, the area requested for a zone change does not meet the 2 acre requirement as defined in the Municipal Code. The applicant can pursue a zone change for this area, but the approval of a change would require the Planning Commission and City Council to stray from the requirement. Portions of the proposed Block 2 could also be added to the zone change, but this would limit the allowed uses within that block.<\/p>\n<p>Stephanie also described the applicant\u2019s desire to utilize the existing Job Service building on Block 2 as office space. This use is not an allowed use within the existing R-3 zoning. Two options were described for this portion of Block 2, including it with the R-4 zone change, limiting the use to residential, or requesting a zone change to C-1, allowing the use of the building as office. Stephanie described that due to the size and configuration of the proposed Block 2, there is not availability for adequate parking stalls for an office, limiting the use of the building. She noted that the applicant would also need to pursue a land use plan amendment for the zone change and a potential variance for a parking reduction.<\/p>\n<p>Thirdly, Stephanie discussed the potential use of the southern portion of Block 2 for public storage garages, which is not an allowed use in the existing R-3 district. If the proposed storage units were available to only the residents of the fourteen townhome units, they could be considered accessory structures and could be constructed as proposed and included in the R-4 zone change. If the applicant wishes to have the ability to rent the storage units to the general public a zone change would need to occur. This zone change would first require a land use plan amendment.<\/p>\n<p>&nbsp;<\/p>\n<p>Alan Lindberg, of 1512 9<sup>th<\/sup> Ave SE, developer of the property, spoke as to the intent of the existing building, and the possibility of building storage units. A lengthy discussion included storage buildings on the property and what would be the best fit for the development.<\/p>\n<p>A motion was made by Commission member Trefz to continue the request for the preliminary plat to the next Planning Commission hearing. Seconded by Ritter. Roll Call. Unanimous aye vote. Motion Carried.<\/p>\n<ol>\n<li>Chairman Hillerud spoke of the Commission members\u2019 terms of appointment and that one member\u2019s term has now expired and there are several member\u2019s whose terms are coming up for expiration. Mayor Andersen will appoint new members, but current members could provide recommendations to the Mayor if they know of any interested parties.<\/li>\n<li>Commission member Bensch made a motion to adjourn. Seconded by Bergquist.
