{"id":296838,"date":"2025-11-14T09:20:00","date_gmt":"2025-11-14T15:20:00","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=296838"},"modified":"2025-11-14T11:39:17","modified_gmt":"2025-11-14T17:39:17","slug":"officers-assaulted-during-investigation-nov-12","status":"publish","type":"post","link":"http:\/\/csinewsnow.com\/?p=296838","title":{"rendered":"Officers Assaulted During Investigation Nov 12 UPDATE"},"content":{"rendered":"<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><a href=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2025\/11\/biloffdylan.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"400\" height=\"266\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2025\/11\/biloffdylan.jpg\" alt=\"\" class=\"wp-image-296863\" style=\"width:334px;height:auto\" srcset=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2025\/11\/biloffdylan.jpg 400w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2025\/11\/biloffdylan-300x200.jpg 300w, http:\/\/csinewsnow.com\/wp-content\/uploads\/2025\/11\/biloffdylan-263x175.jpg 263w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><\/figure><\/div>\n\n\n<p>Valley News Live (Jamestown ND) &#8211; The man who allegedly\u00a0assaulted three law enforcement officers\u00a0in Jamestown has been charged with multiple felonies, while the woman who initially called 911 has recanted her allegations against him, according to court documents filed in Stutsman County District Court.<\/p>\n\n\n\n<p>Dylan Jay Biloff, 38, of Jamestown, faces two charges of simple assaule on a peace officer, preventing arrest, and disorderly conduct following his November 12 arrest.<\/p>\n\n\n\n<p>The charges stem from an incident in the&nbsp;<a href=\"https:\/\/share.google\/kqcpREWgo7MWFdX8H\">600 block of 34th Avenue NW<\/a>, where officers responded to a 911 call in which a woman reported that her fianc\u00e9 was putting his hands on her, according to court documents.<\/p>\n\n\n\n<p>The woman initially told a Jamestown Police Officer that Biloff had tried to smother her by putting a pillow case over her head. However, court documents say the woman later recanted her previous statements, saying that Biloff had not assaulted her that night.<\/p>\n\n\n\n<p>Despite the recantation, his charges for assaulting the officers remain.<\/p>\n\n\n\n<p>Court documents reveal specific details about how the officers were injured during Biloff\u2019s arrest. Sgt. Andrew Stoen was struck in the face, causing an injury. Officer Carson Toedter sustained a knee injury described as a \u201cpopping sound followed by pain and instability\/weakness\u201d during a struggle when Biloff attempted to flee.<\/p>\n\n\n\n<p>Deputy Sam Potter of the Stutsman County Sheriff\u2019s Office sustained a cut inside his lip and neck pain during the arrest.<\/p>\n\n\n\n<p>The probable cause statement details Biloff\u2019s repeated attempts to evade arrest. When he was told he was being detained, Biloff reportedly tried to retreat inside his residence. After being handcuffed, he tried to flee again while being escorted to a patrol vehicle.<\/p>\n\n\n\n<p>Officers used a restraint device to secure Biloff before transporting him to the Stutsman County Correctional Center. All three officers were treated at Jamestown Regional Medical Center and released.<\/p>\n\n\n\n<p><em>Previously Reported<\/em> <\/p>\n\n\n\n<p>Jamestown ND (JPD) &#8211; On November 12, 2025, at approximately 2007 hrs., Stutsman County 911 dispatch received a 911 call from a frantic female reporting a male known to her, was physically harming her. The caller was only able to provide very limited information but could be heard screaming for help, before the call became disconnected. Dispatch was able to determine a possible general location of the residence and officers responded to the area. A Stutsman County Sheriff\u2019s Deputy also responded.<\/p>\n\n\n\n<p>Through further investigation, officers located the female caller inside a residence in northwest Jamestown, along with the male. Upon arrival to that location, the female ran outside from the residence toward the officers requesting their help, stating the male had tried to \u201csmother her\u201d with a pillowcase. The male party also exited the residence, as he was extremely agitated, belligerent, and refused to comply with officers.<\/p>\n\n\n\n<p>After several seconds of being belligerent, the male tried to flee back inside his home. Officers attempted to stop him for further investigation and the male fought with officers. During the fight, 2 Jamestown Police Officers were injured after one was struck in the face and another injured their knee. A Stutsman County Sheriff\u2019s deputy was also struck in the head by the suspect.<\/p>\n\n\n\n<p>The suspect was identified as 38-year-old Dylan Jay Biloff of Jamestown. Biloff was arrested on suspicion of 3 felony counts of assaulting a peace officer; preventing arrest or discharge of other duties; and disorderly conduct. Biloff was taken to the Stutsman County Correctional Center, where he awaits formal charges.<\/p>\n\n\n\n<p>All 3 law enforcement officers were treated at Jamestown Regional Medical Center for their injuries and were later released.<\/p>\n\n\n\n<p>The investigation into this incident is ongoing and further charges are possible.
