REVISED DRAFT MINUTES- Planning Commission<\/a><\/p>\n

October 14, 2013 – 8:00 a.m.<\/p>\n

Present: Hillerud, Bensch, Trautman, Trefz, Ritter, Tressler, Bergquist<\/p>\n

Others Present: Buchanan, Reuther, Klundt, Wollan, Harty<\/p>\n

Absent: Bayer<\/p>\n

    1. Chairman Hillerud called the meeting to order. A motion was made by Trautman to approve the minutes from the September 9, 2013 regular Planning Commission meeting. Seconded by Ritter. Unanimous aye voice vote. Motion Carried.<\/li>\n
    2. The final plat of Lindberg Addition, A re-plat of Lots 1-12 and Lots 32-44, Block 9, Kelley & Fuller\u2019s Second, City of Jamestown, North Dakota.<\/li>\n<\/ol>\n<\/ol>\n

      Secretary Wollan gave the staff report relating to the Lindberg Addition plat. All of the information relating to R-4 has been reviewed and approved. Commission member Trefz spoke about the R-4 requirements and explained that this district cannot be modified without approval from the Planning Commission and the City Council.<\/p>\n

      Alan Lindberg, developer, appeared to answer questions relating to the R-4 district and the townhome association.<\/p>\n

      Dan Buchanan, City Council liaison, advised the Planning Commission make a recommendation to the City Council that would remove the requirement that any changes made to property in an R-4 district would have to be approved by the City. Commission member Trefz explained that the ordinance addressing this district needs to be updated and it has been discussed at the City Council level.<\/p>\n

      Commission member Bensch made a motion to accept the findings of staff and recommend approval of the final plat of Lindberg Addition, a replat of Lots 1-12, Block 9, Kelley & Fuller\u2019s Second Addition. Commission member Trefz seconded. Roll Call. Unanimous aye vote. Motion Carried.<\/p>\n

        1. Commission member Tressler ask for an update relating to the Land Use and Transportation Plan. Chairman Hillerud explained that some of the members attended the public open house presentation on September 23rd<\/sup>, 2013. He encouraged the Planning Commission members to contact friends and associates to raise public awareness and increase participation.<\/li>\n<\/ol>\n<\/ol>\n

          DeAnn Brunner, JSDC, and a member of the LUTP steering committee explained that the planners will be back in early November and will ask for Planning Commission involvement at that time.<\/p>\n

          Commission Chairman Hillerud asked for an update on the informational report that Stephanie gave at last month\u2019s meeting regarding the proposed text amendment relating to simple lot splits. Secretary Wollan reported that a draft document has been sent to the City attorney relating to lot splits. Commission Chairman Hillerud also requested an update on the Planning Commission\u2019s role in street, alley and frontage road vacations. Secretary Wollan stated that the City attorney is also researching property vacation requests to see if they need to come before the Planning Commission before going to City Council.<\/p>\n
