(AP) &#8211; The New Year rings in a handful of new laws in North Dakota, most of which deal with tax issues.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Beginning Wednesday, large oil companies are required to withhold taxes on oil royalty payments paid to those who live outside North Dakota. Previously, a nonresident who earned a royalty from an oil or gas well could remit the taxes to the state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Incoming Tax Commissioner Ryan Rauschenberger says that made collections lag for more than a year in some cases.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Another new law effective Wednesday allows the Tax Department to collect a 2 percent tax on prepaid cellular phones and cards to support emergency 911 services.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Tax Department estimates the new tax will raise $1 million over the next two years.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0BISMARCK, N.D.
