\"cityhallJinside\"<\/a>Jamestown (CSi) – The Jamestown City Council\u2019s Finance & Legal, Building Planing & Zoning, Civic Center and Promotion Committees met Tuesday afternoon at City Hall.\u00a0 All members were present.<\/p>\n

The committee reviewed the City Attorney\u2019s memorandum relative to ADA compliance related to the plan to place a Bus Shelter in the City parking lot on 2nd <\/span>Avenue SW, south of the former Eagles Club.<\/p>\n

Ken Dalsted said, requirements concern space inside and out and requirements for the bus boarding area. He said the interior should be visible by patrols. Council Member Gumke said Jefferson Bus Lines should help with costs. Council Member Kourajian said Jefferson has limited funds to help. The building would be 16 feet wide with solid windows, 8 feet deep with glass doors on the ends. It would face 3rd<\/sup> Street Southwest. He said the building would be supplied with electric heat, and lighted. The building would be handicapped accessible. He said the group responsible for planning the shelter would be responsible for cleanup. The committee recommends a lease agreement for the site, between\u00a0a specific\u00a0group and the city.\u00a0 The issue will be forwarded to next month’s meeting.<\/p>\n

The committee reviewed the application for Renaissance Zone Tax Incentives for a portion of the Jamestown Rowhomes Limited Partnership project (MetroPlains Development) located on Block 42, Original Addition (401 3rd <\/span>Street SE), by providing a 5 Year – 100% property tax exemption. Randy Schold of MetroPlains Development said the units are planned as affordable senior citizen housing for independent living, partnering with the Central Valley Health, Legacy Center and Easter Seals for services. Mayor Andersen moved to recommend approval of the application.The motion passed on a 3-2 vote with Council Members Buchanan, and Brubakken\u00a0 voting in opposition.<\/p>\n

The committee\u00a0recommends approving the \u00a0establishment of\u00a0the sales price for 2014 on City owned property acquired by tax deed.<\/p>\n

The committee recommends amending the alcoholic beverage ordinance to allow for special permits to dispense alcoholic beverages in non-public buildings, with a catering license draft to come before next month\u2019s committee meeting.<\/p>\n

The committee recommends authorizing the purchase of Building Permit and Inspections software and training from Tyler Technologies, in the amount of $14,500, estimated travel expenses of $2,365 and annual maintenance fees of $950.<\/p>\n

The committee recommends entering into a supplemental agreement with Prairie Engineering, P.C. for the City Hall Cooling Tower re-bid.<\/p>\n

Under Informational: It was noted that a public hearing for a request to vacate a roadway adjacent to Lot 3, Block 2 and Lot 3, Block 3, Diamond Acres 2nd <\/span>Addition, is scheduled for the February 3, 2014, City Council meeting.<\/p>\n

Departmental and financial reports.. were presented.<\/p>\n

The committee recommends recognizing Friends of Troy as an other public spirited organization and to take action relative to allowing the issuance of a charity local permit with the event to be held at the All-Vet\u2019s Club on February 23, 2014.<\/p>\n

Building, Planning & Zoning Committee:<\/p>\n

The committee recommends approving a Land Use Plan Amendment for Lots 10-14, Tahran\u2019s Addition.\u00a0 The committee then approved introducing the First Reading of an ordinance to amend and re-enact a city Ordinance by amending the District Map to change the zoning of Lots 10-14, Tahran\u2019s Addition, from R-1 (One-Family Residential District) to C-1 (Local Commercial District).\u00a0 Plans are to convert the former Temple Baptist Church building into office space.<\/p>\n

The committee held a discussion with Planning Commission Chairman, Dave Hillerud, concerning specific responsibilities,\u00a0and tasks taken on.\u00a0 Also discussed was Southwest Jamestown development, and storm water and utility concerns, as devlopment continues in the corridor.<\/p>\n

Civic Center & Promotion Committee:<\/p>\n

The committee approved sending out Requests For Proposals to obtain a structural analysis of the Civic Center. The load\u00a0bearing capacities\u00a0of the building’s floors, and roof\/ceiling suspensions, would be calculated, and compared with the building code.\u00a0 Heavy items such as vehicles have been placed on the lobby floor in the past.\u00a0 Load capacities of the conconcourse floors would be\u00a0 a part of the analysis.<\/p>\n
