He said he planned to construct heated storage and office space on the lots, which was not allowed under R-3 zoning.<\/p>\n<p>Stephanie Falkers, planner for SRF Consulting, recommended denying the zoning change, pointing out that the lots in question were surrounded by apartment buildings.
