Bertsch also allegedly used one of the department&#8217;s tractors for work on his personal property without prior permission.<\/p>\n<p>In his letter Bertsch said in part that he was resigning &#8220;due to circumstances beyond my control.&#8221; &#8220;While I have been satisfied with my time at Jamestown Parks &amp; Recreation, I feel that the situation has become untenable and it is now time to move on.&#8221;<\/p>\n<p>The city park board\u00a0has unanimously approved financing $1.8 million for improvements to Hillcrest Municipal Golf Course by selling bonds to be paid back over 20 years.<\/p>\n<p>Business Manager Sheila Harr said the amount being financed is $1.5 million, which covers refinancing $355,000 for the winter sports building, $704,000 for almost completed improvements to Hillcrest, plus $500,000 for a new irrigation pond and pumps.
