Jamestown (CSi) The Jamestown City Council held another 2016 budget meeting Tuesday afternoon, at City Hall. All members were present.<\/p>\n

Arts Center Director, Cyndi Wish requested $15,000 as a match to a grant by the North Dakota Council on the Arts. That\u2019s a $5,000 increase from the 2015 budget.<\/p>\n

Funding requested also goes to programs such as Arts in the Schools, and expanding the Artists in Residence program, in the operating budget, and bringing in outside theater groups.<\/p>\n

She also requested $22,600 for “Special Projects,” to replace the sidewalks surrounding the Arts Park.<\/p>\n

Mayor Andersen said the sidewalk request will have to be considered separately.<\/p>\n

Council Member Brubakken, and Mayor Andersen said while other budgets were cut it may not be appropriate to increase the Arts budget.<\/p>\n

The council will look at the request at the end of budgeting.<\/p>\n

Jamestown Tourism Director, Searle Swedlund requested a six percent increase over 2015 funding for hospitality dollars. He documented the request with expeditures and where the requested funds will be going.<\/p>\n

The Capital Construction component amounts to a request of $68.000.<\/p>\n

With the Community Service program a budget increase of $500, was made due to an increase in city court cases, with the Community Service program.<\/p>\n

With the General Budget, there is a proposed overall five percent increase, including an increase in the Victim\/Witness Program, and includes employee salaries cost of living adjustment and step adjustments.<\/p>\n

A 4.6% increase in expenses is anticipated in 2016.<\/p>\n

Mayor Andersen said the General Fund budget increases by 5 percent over 2015, to balance the budget and keep an appropriate reserve on hand, of 25 percent.<\/p>\n

City Administrator Jeff Fuchs says the city\u2019s property tax is proposed to increase by five percent over 2015.<\/p>\n

It was recommended that $4,000 be put back in the Police Department\u2019 Special Operations Budget. Chief Edinger also pointed out a very short staff at the Police Department which will need to be addressed in the following year\u2019s budget.<\/p>\n

With the Equipment Replacement Fund:<\/p>\n

An expenditure is anticipated at $443,000, with five items.<\/p>\n

With Utilities:<\/p>\n

With the Sewer Utility operation, the surplus is anticipated to show a deficit of $84,000.\u00a0\u00a0 Fuchs said the city needs to monitor expenditures in the fund more carefully.<\/p>\n

With the solid waste utility, there is a large deficit that will be carried over to 2016.\u00a0 A rate adjustment may be needed to increase revenue.<\/p>\n

\u00a0At Tuesday meeting, increases included were: $5,000 from JFAA, $4,000 for police Special Operations, and $500 for Community Service.<\/p>\n

Jamestown (CSi) The Jamestown City Council\u2019s Finance & Legal, Building Planning & Zoning, and Civic Center & Promotion Committees met Tuesday evening at City Hall. All members were present.<\/p>\n

With Finance & Legal Committee business:<\/p>\n

The committee recommends approval of the request from JSDC for $5,258 from Economic Development Funds to provide for additional roofing needs at the Center for Economic Development with the City Share to be $4,732 and paid from the City Sales Tax Fund.<\/p>\n

The committee recommends approval of the request from JSDC to provide $75,000 to Jamestown Tourism for renewal of matching funds for Tourism Grant funding for 2016.<\/p>\n

Consider the request from JSDC to convey Lot 8, Block 1, I-94 Business Park Addition, to the City of Jamestown.\u00a0 The committee recommends, the City Attorney close the conveyance.<\/p>\n

Considered the letter from Zerr Berg Architects to construct paving and needed utilities on 5th Street NE from 12th Avenue NE to approximately 17th Avenue NE.<\/p>\n

The committee\u2019s consensus is to establish a schedule, followed by resolutions. Council Member Buchanan recommends establishing a Special Assessment District.<\/p>\n

The committee recommends approving the offer of Donna J. Hagan to purchase Lot 12, Beverly Hills 3rd Addition, for $500.00, near Newman Signs, plus paying Special Assessments, and delinquent taxes, and legal costs.<\/p>\n

The Joint Powers Agreement between the Jamestown Park District and City of Jamestown for the TRAC Facility, was tabled to a special meeting to be held on Thursday this week.<\/p>\n

The Second Reading of an Ordinance to create and enact Article V of Chapter 25.5 of the City Code pertaining to City Sales and Use Tax for Two<\/p>\n

The committee recommends approval of the final plat of Enzminger Addition, a replat of Lot 1, Block 2, Homestead Addition, and Lot 9, Block 1, Replat of Hunt and Wolff Addition, within the NE \u00bc of Section 35, T140N, R64W.<\/p>\n

The committee recommends the approval of the Land Use Plan Amendment from Medium Density Residential and High Density Residential to Public\/Institutional for Lot 1, Block 1, Meadowlark Lane Addition\u2026the area of the TRAC facility.<\/p>\n

Recommends the recommendation from the Planning Commission and consider introducing the First Reading of an ordinance to amend the District Map to change the zoning of Lot 1, Block 1, Meadowlark Lane Addition, from R-1 (One Family Residential District) to P-O-C (Public Open Development and Conservation District).<\/p>\n

The committee considered the recommendation from the Planning Commission to authorize SRF Consultant Group, Inc., to update the preliminary plat checklist to include covenants and any other special conditions be addressed. Mayor Andersen said the city budget for SRF funding is getting low, and recommends city staff taking on the work, so SRF can concentrate on other planning issues, and costs.\u00a0 The committee took no action, relative to a possible Ordinance Change.<\/p>\n

Jamestown (CSi) The Jamestown Area Grief Support Team is hosting a Widow\u2019s Retreat October 9th<\/sup> to October 11th<\/sup> at Maryvale Retreat Center in Valley City, ND. The weekend will begin at 7:00 p.m. on Friday, October 9th<\/sup> and concludes after a brunch on Sunday, October 11th<\/sup> . The cost of the retreat is $125.00 and includes 2 nights lodging in a private room, 5 meals and all supplies.<\/p>\n

Our guests on Tuesday\u2019s Wayne Byers Show on CSi Cable 2, from JAGST, Diane Witzig and Kathy Vandeberghe explained that, the retreat is for women who have experienced the death of their husbands deal with many emotions, challenges and struggles as they grieve their loss. Although no one can take these struggles away and even though every widow\u2019s experience is unique, spending time with others who have had a similar experience can often help in the journey of grief.<\/p>\n

This retreat is an opportunity for widows to immerse themselves in healing with no distractions in a relaxing, supportive and positively charged atmosphere with others who have experienced the loss of a husband. Participants will learn coping skills and about resources that may help during the grieving process.<\/span><\/p>\n

The weekend will include special guest speakers, Tracy Johnk, Social Worker at Jamestown Regional Medical Center and Grief Recovery Specialist, Jeanne Putnam from Wahpeton, ND. The weekend will also include a panel of Jamestown Area Grief Support Team members who are widows; time for personal sharing and discussion; a Service of Remembrance and workshops on journaling, self-nurturing\/pampering and understanding the grief journey. There will be time for informal interaction among those attending and time for private reflection while walking the beautiful Maryvale grounds.<\/p>\n

BISMARCK, N.D. (AP) – A Bismarck man and woman are accused of keeping a home in a condition unfit for a 16-year-old girl living there.\u00a0 Authorities say they found unsheathed swords and uncapped syringes in the home, rotten food and other garbage, and a dead mouse and insects.\u00a0 Thirty-eight-year-old Jessica Christianson and 44-year-old James Kinsella face child neglect and drug charges. Court documents do not list an attorney for them, and a home telephone listing could not be found.\u00a0 The two also are ordered to not have contact with the child. Police say the girl is with a family member.<\/p>\n

FARGO, N.D. (AP) – One of Fargo’s top employers is planning more layoffs due to slumping sales.\u00a0 CNH Industrial has announced a fourth round of layoffs since late last year, as the manufacturer of agricultural and construction equipment responds to poor market conditions.\u00a0 34 full-time workers have been told they will be let go indefinitely early next month.\u00a0 Nearly 200 employees at the Fargo factory have been impacted by the layoffs since last November. CNH employed more than 1,200 workers prior to the latest layoffs.<\/p>\n

BISMARCK, N.D. (AP) – An Idaho man who once won a battle against the federal government in the U.S. Supreme Court is now going to federal prison for sex trafficking in North Dakota.\u00a0 48-year-old Michael Sackett, of Priest Lake, Idaho, pleaded guilty Monday to a sex trafficking charge and was sentenced to a year and a day in prison. He will be on supervised release for five years after that.\u00a0 Sackett has lived in the oil patch hub of Williston the past three years while working for a gravel company. He was arrested in October 2013 during a sting operation.\u00a0 The Supreme Court in 2012 allowed Sackett and his wife to sue the Environmental Protection Agency over enforcement of the federal Clean Water Act on their Idaho property.<\/p>\n

\u3000\u00a0WEST FARGO, N.D. (AP) – West Fargo schools have installed a new visitor management system that forces guests to scan a government-issued ID and compares their information against national offender databases.

\n\u00a0\u00a0 The West Fargo School District has installed the new system in its 17 schools.

\n\u00a0\u00a0\u00a0\u00a0 School visitors now must scan their driver’s license or government-issued ID to gain access beyond the main office.

\n\u00a0\u00a0\u00a0\u00a0 In addition to national offender databases, the new system also compares the information from each visitor against local databases for red flags such as no trespassing orders or custodial disputes.

FARGO, N.D. (AP) – Much-needed rain over the past week has boosted the development of crops in North Dakota.\u00a0 The Agriculture Department says in its weekly crop report that rainfall totaled up to an inch. The majority of major crops in the state are in good to excellent condition.\u00a0 Topsoil moisture is rated 70 percent adequate to surplus, and subsoil moisture is 71 percent in those categories. Pasture and range conditions in North Dakota are rated 59 percent good to excellent, and stock water supplies are 85 percent adequate to surplus.About 70 percent of the state’s staple spring wheat crop has been harvested, along with 37 percent of the durum – both well ahead of the average pace.The sugar beet harvest is getting underway, at 3 percent complete. That’s about average.<\/p>\n

PARIS (AP) – A French prosecutor says the suspect in the attack on a high-speed train had watched a jihadi video onboard just before the attack. The prosecutor says the Moroccan suspect (Ayoub El-Khazzani) had used his phone to watch the YouTube video. Authorities say they found the suspect’s phone in a bag left on the train. The attack was thwarted when passengers, including three American men, intervened. Prosecutors say they’ve formally opened a terrorism probe.<\/p>\n

TEHRAN, Iran (AP) – An Iranian diplomat says his country has no plans to swap a detained Washington Post reporter for prisoners held in the United States. It’s the first time a high-level Iranian official has discussed the idea of a trade. The diplomat is quoted on semi-official Iranian news agencies, even as the reporter — Jason Rezaian (reh-ZY’-ahn) — awaits a verdict in his trial on espionage charges. He reportedly faces 10 to 20 years in prison if he’s convicted.<\/p>\n

NEW YORK (AP) – Analysts say today’s action by China’s central bank to cut its key interest rate may calm the turmoil in global stock markets for now — but that China still faces a long period of uncertainty. Markets in Europe today have recovered almost all of their losses from yesterday. And stocks on Wall Street have rebounded as well, with the Dow industrials reclaiming more than half of yesterday’s declines.<\/p>\n

CONWAY, Ark. (AP) – A 14-year-old boy from central Arkansas has pleaded not guilty to two counts of capital murder in the July shooting deaths of a couple who raised him as their grandson. Justin Staton of Conway was arraigned today. A 17-year-old has also pleaded not guilty to the same charges. Prosecutors believe the teenagers plotted to kill the couple while they were in juvenile detention together.<\/p>\n
