SOME STORMS COULD BE SEVERE THIS<br \/>\nWEEKEND.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Jamestown Police is investigating an accident involving a truck and a bicycle that occurred Tuesday afternoon, about 3:40 at the intersection of 3<sup>rd<\/sup> Street and 7<sup>th<\/sup> Avenue, Southeast.<\/p>\n<p>The 16 year old male, operating the bike in the street, was injured, after being struck to an RTS Shearing truck.<\/p>\n<p>Lt. Robert Opp said the youth\u2019s medical condition was not immediately known.<\/p>\n<p>Opp said the boy was transported by Jamestown Area Ambulance Service to Jamestown Regional Medical Center.<\/p>\n<p>Four police officers and two North Dakota Highway Patrol officers responded to the scene.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall.\u00a0 The meeting was conducted by Vice President Pedersen.<\/p>\n<p>The City Commissioners formally, and unanimously\u00a0accepted the\u00a0resignation of Mayor Robert (Bob) J. Werkhoven.<\/p>\n<p>He submitted his resignation on May 12, 2016.<\/p>\n<p>The acceptance takes affect on Tuesday (May 17, 2016.)<\/p>\n<p>The City Commission has 15 days to decide whether they will hold a special election or appoint someone to fill out the remaining two years left on the mayoral term.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Commission received and accepted the final report, and recommendation, from the Law Enforcement Committee. Commissioner Magnuson said there were several committee members. The petition concerned the combining the Valley City Police Department with the Barnes County Sheriff\u2019s Office. She said the committee met three times over the past months.<\/p>\n<p>A subcommittee also met with others including the police chief, sheriff, dispatch and members of the community.<\/p>\n<p>Aspects of the combining include control of the combined department.<\/p>\n<p>Space issues were addressed.<\/p>\n<p>With finances, the committee looked at the individual and combined budgets.<\/p>\n<p>The Sheriff indicated an increase in salary and staff.<\/p>\n<p>The committee determined no cost savings of a combination of departments.<\/p>\n<p>The combination of the two departments would cost upheaval.<\/p>\n<p>Tony Drake said the purpose of the study was to determine the feasibility of combining the two.<\/p>\n<p>He said a combination is not in the best interest of the community.<\/p>\n<p>In other business:<b><\/b><\/p>\n<p>APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:<\/p>\n<p>Approved a\u00a0Special Alcohol Beverage Event permit for NuBar, VFW and The Captain\u2019s Pub on June 18, 2016 at Rally in the Valley.<\/p>\n<p>PUBLIC FORUM No one spoke.<\/p>\n<p>ORDINANCES<\/p>\n<p>Approved the second and final reading of an ordinance repealing, amending and reenacting Title 13, Mobile Homes, of the revised ordinances of the City of Valley City in line with state law as part of the city\u2019s re-codification.<\/p>\n<p>Approved the second and final reading of Ordinance No. 1010, an ordinance repealing, amending and reenacting Title 15, Public Works, of the revised ordinances of the City of Valley City, North Dakota. No major changes with the language modernized, with language changes.<\/p>\n<p>RESOLUTIONS<\/p>\n<p>Approved a resolution awarding bid to Precision Concrete Cutting for Sidewalk Concrete Cutting. City Administrator Schelkoph said the action is in compliance with ADA mandates.<\/p>\n<p>He said the PCC bid was the only one received, at $109,927. That compares to replacement costs of $578,000. There were 1,437 &#8220;trip hazards&#8221; in the Northeast part of Valley City.<\/p>\n<p>NEW BUSINESS<\/p>\n<p>Approved the renewal of the Gaming Site Authorization for Edgar A Fisher Post No 60 of the American Legion at the American Legion Club.<\/p>\n<p>Approved purchasing a Ring-O-Matic 50HP Cat Vacuum Excavator with Hi-CFM in the amount of $54,549, including the increase in motor size. City Administrator Schelkoph said the equipment is a budget, line item.<\/p>\n<p>Approved a Renaissance Zone exemption for Zach and Chelsea Traverse at 721 8 \u00bd Avenue NW for a 5 year income tax exemption and 5 year property tax exemption up to $250,000.<\/p>\n<p>Approved a 5 year property tax exemption for residential building improvements at 325 3rd Ave NW. Assessor Hansen said Charles and Debbie Thorsen submitted the request, which Hansen inspected, saying it was below normal condition.<\/p>\n<p>Approved purchasing electric transformers for 2016. City Administrator Schelkoph said it is a budgeted item, with five quotes received, with the bid at $49,532 approved.<\/p>\n<p>Approved a Gaming Site Authorization renewal for the Frank S Henry VFW Post 2764 at the VFW and NuBar.<\/p>\n<p>Approved a Cost Share Request for Mill Dam Rehabilitation\/Replacement Feasibility Study. KLJ\u2019s Chad Petersen said, the cost share is 35% from the State Water Commission, and $11,000 from the Garrison Diversion Conservancy District. If approved by the agencies the city\u2019s cost is about $17.000.<\/p>\n<p>CITY ADMINISTRATORS REPORT:<\/p>\n<p>David Schelkopf said with City Wide Cleanup, 200 tons of items was brought to the landfill, and Transfer Station.<\/p>\n<p>City Attorney Myhre said his office has entered into an agreement with an attorney as a special city attorney, to handle municipal court prosecutions.<\/p>\n<p>City Building Inspector Dave Andersen said, so far this year $451,545 has been issued in residential permits.\u00a0 In businesses at total of $14.9 million in total has been issued so far this year.<\/p>\n<p>City Fire Chief Retterath reminds residents to use caution with using grills and firepits.<\/p>\n<p>Police Chief Thompson said grants appliced for will be used for vests, along with a grant for the education\u00a0of \u00a0children walking to school, plus additional patrols.<\/p>\n<p>An Emergency Operations excercise will be conducted later this year.<\/p>\n<p>Commissioner Luke said an Utility Assistance Fund is available for those with problems paying their utility bills.<\/p>\n<p>The meeting was shown live on CSi 68 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City\u00a0 (CSi) The final report is finished\u00a0concerning grievances filed by four Valley City employees against then Mayor Bob Werkhoven for purportedly creating a hostile work environment.<\/p>\n<p>Center For Mediation Consultation pllc law firm attorney Patricia Monson of Fargo conducted\u00a0the four month investigation\u00a0with interviews from several city employees, city commissioners, the mayor and the four people who filed the grievances against former mayor Bob Werkhoven:\u00a0\u00a0 Valley City\u00a0Police Chief Fred Thompson, Valley City Administrator David Schelkoph, Valley City Attorney Russ Myhre and Police Lt. David Swenson.<\/p>\n<p>The report concluded that, \u201cIn short, the Mayor\u2019s conduct has caused disruption within City Hall, and brought unnecessary and undesirable attention to, and created potential liability for, the City.\u00a0 The information received from individuals interviewed establishes this conduct\u00a0 to be long-standing and, despite warnings to correct the behavior, the Mayor has not done so.<\/p>\n<p>This Final Report of Investigation into the grievances of City Attorney Russell Myhre, Police Lt. (AP) &#8211; Williston police say two men were found dead Tuesday after shots were fired in an apartment complex.<\/p>\n<p>Police responded to multiple 911 calls at the Renaissance Heights apartment complex late Tuesday morning and found the bodies. Police say they detained a man and a woman in the apartment for questioning.<\/p>\n<p>Police say they found three guns found at the scene and believe that 9 to 16 shots were fired. It was not known whether the guns belonged to the victims or residents of the apartment.<\/p>\n<p>Authorities did not identify the victims but said they were from out of state.<\/p>\n<p>Police say they do not suspect that the shooting was the result of a home invasion and there is no danger to the public.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A Fargo woman who woke up to a noise in her apartment early Tuesday discovered a bullet hole in the wall of her bedroom.<\/p>\n<p>Police determined the shot came from next door. The slug was found on the woman&#8217;s bed.<\/p>\n<p>Authorities say one of the people next door told them he was cleaning a gun when it accidently discharged. The 28-year-old man was arrested on drug charges and might also face charges related to the shooting.<\/p>\n<p>The suspect lists a West Fargo address but was staying at the apartment.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Fargo Police Chief Dave Todd is adding three officers to the department&#8217;s four-person narcotics unit to address a rising number of heroin- and fentanyl-related cases.<\/p>\n<p>Fentanyl is a powerful painkiller than can make heroin more potent. It also can lead to overdoses.<\/p>\n<p>Local law officers also plan to work more with state and federal authorities on enforcement and hold more public forums on drugs to raise awareness.<\/p>\n<p>Cass County Sheriff Paul Laney says, &#8220;If you&#8217;re going to deal, we&#8217;re coming for you.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A federal judge in North Dakota has granted another trial delay for a flight attendant accused of disrupting SkyWest flights in the upper Midwest and on the East Coast last year.<\/p>\n<p>The attorney for Justin Cox-Sever said she wanted more time to prepare and prosecutors didn&#8217;t object. Federal Judge Daniel Hovland moved the Arizona man&#8217;s trial from early June to early August.<\/p>\n<p>The trial originally was scheduled for late February and had already been delayed twice.<\/p>\n<p>Cox-Sever is accused of making bogus bomb threats on a flight from Charlottesville, Virginia, to Chicago, and on a flight from Minneapolis to Dickinson, North Dakota.<\/p>\n<p>Whether a trial actually will happen is uncertain. A prosecutor has said a plea deal is likely, and a public defender has said all options are being evaluated.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s governor and top education official say President Barack Obama&#8217;s recent directive ordering schools to accommodate transgender students&#8217; choice of bathrooms is an overreach by the federal government.<\/p>\n<p>Schools risk losing federal funding if they don&#8217;t allow transgender students to use bathrooms and locker rooms that match their gender identity, even if their education records or identity documents indicate a different gender.<\/p>\n<p>Gov.
