{"id":101538,"date":"2016-05-27T14:40:33","date_gmt":"2016-05-27T19:40:33","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=101538"},"modified":"2016-05-27T14:40:33","modified_gmt":"2016-05-27T19:40:33","slug":"flood-weather-outlook-2","status":"publish","type":"post","link":"https:\/\/csinewsnow.com\/?p=101538","title":{"rendered":"Flood, weather outlook"},"content":{"rendered":"<p>\u00a0<br \/>\n\u00a0Bismarck (CSi)\u00a0 The National Weather Service\u00a0on Friday May 27, 2016, \u00a0issued the Flood and Water Resources Outlook&#8230;<br \/>\n\u00a0<br \/>\n\u00a0This probabilistic Spring Flood and Water Resources outlook is for<br \/>\n\u00a0the Missouri and<strong> James River basins<\/strong> of North Dakota and covers<br \/>\n\u00a0the period of late May through late August.<br \/>\n\u00a0<br \/>\n\u00a0The following message has four sections. The first provides some text<br \/>\n\u00a0on the highlights of this outlook and conditions affecting the local<br \/>\n\u00a0hydrology. The second section gives the current and normal\/historical<br \/>\n\u00a0risks of flooding as determined by the Ensemble Streamflow Forecast<br \/>\n\u00a0model of the National Weather Service. The third section gives the<br \/>\n\u00a0current probabilities for reaching flood stage at the listed forecast<br \/>\n\u00a0locations. And finally, the fourth section covers the risk of the<br \/>\n\u00a0river sites falling below the listed stages.<br \/>\n\u00a0<br \/>\n\u00a0&#8230;Flood Outlook Highlights&#8230;<br \/>\n\u00a0This outlook contains the probabilities for reaching flood stage<br \/>\n\u00a0at the forecast points within the Missouri and James River basins<br \/>\n\u00a0of North Dakota. Due to recent widespread and heavy rainfall, what<br \/>\n\u00a0had been seasonally below normal probabilities for flooding are<br \/>\n\u00a0now much closer to normal as recent rains now occupy a good<br \/>\n\u00a0portion of the soil column&#8217;s capacity to hold water.<br \/>\n\u00a0<br \/>\n\u00a0&#8230;Current Conditions&#8230;<br \/>\n\u00a0Despite recent widespread and heavy rains, rivers tend to remain near<br \/>\n\u00a0the low end of normal. Recent rains have brought soil moisture levels<br \/>\n\u00a0into the normal, but not excessively wet range over the past couple of<br \/>\n\u00a0weeks.<br \/>\n\u00a0<br \/>\n\u00a0&#8230;Weather Outlook&#8230;<br \/>\n\u00a0The month of May has generally seen scattered rainfall totals with no<br \/>\n\u00a0really large areas being either exceptionally dry or excessively wet.<br \/>\n\u00a0In the near term 6-10 and 8 &#8211; 14 day outlooks the expectation is for<br \/>\n\u00a0above normal temperatures and below normal precipitation once the<br \/>\n\u00a0current wet pattern subsides.
