Afternoon highs will rise from the upper 70s into the lower 80s through the period.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&#8230;Flood and Water Resources Outlook&#8230;<\/p>\n<p>This probabilistic Spring Flood and Water Resources outlook is for<\/p>\n<p>the Missouri and James River basins of North Dakota and covers<\/p>\n<p>the period of late May through late August.<\/p>\n<p>The following message has four sections. The first provides some text<\/p>\n<p>on the highlights of this outlook and conditions affecting the local<\/p>\n<p>hydrology. The second section gives the current and normal\/historical<\/p>\n<p>risks of flooding as determined by the Ensemble Streamflow Forecast<\/p>\n<p>model of the National Weather Service. The third section gives the<\/p>\n<p>current probabilities for reaching flood stage at the listed forecast<\/p>\n<p>locations. And finally, the fourth section covers the risk of the<\/p>\n<p>river sites falling below the listed stages.<\/p>\n<p>&#8230;Flood Outlook Highlights&#8230;<\/p>\n<p>This outlook contains the probabilities for reaching flood stage<\/p>\n<p>at the forecast points within the Missouri and James River basins<\/p>\n<p>of North Dakota. Due to recent widespread and heavy rainfall, what<\/p>\n<p>had been seasonally below normal probabilities for flooding are<\/p>\n<p>now much closer to normal as recent rains now occupy a good<\/p>\n<p>portion of the soil column&#8217;s capacity to hold water.<\/p>\n<p>&#8230;Current Conditions&#8230;<\/p>\n<p>Despite recent widespread and heavy rains, rivers tend to remain near<\/p>\n<p>the low end of normal. Recent rains have brought soil moisture levels<\/p>\n<p>into the normal, but not excessively wet range over the past couple of<\/p>\n<p>weeks.<\/p>\n<p>&#8230;Weather Outlook&#8230;<\/p>\n<p>The month of May has generally seen scattered rainfall totals with no<\/p>\n<p>really large areas being either exceptionally dry or excessively wet.<\/p>\n<p>In the near term 6-10 and 8 &#8211; 14 day outlooks the expectation is for<\/p>\n<p>above normal temperatures and below normal precipitation once the<\/p>\n<p>current wet pattern subsides. This transitions into a generally equal<\/p>\n<p>chance for above normal, near normal, or below normal precipitation and<\/p>\n<p>temperature pattern for June with the three month outlook suggesting a<\/p>\n<p>slightly enhanced chance for above normal temperatures while retaining<\/p>\n<p>the equal chance for precipitation.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Fire Department was called\u00a0to a garage fire early Monday morning.<\/p>\n<p>The fire destroyed a garage and heavily damaged the kitchen of a home \u00a0at approximately 12:20 a.m. at 613 14th Street. Southeast.<\/p>\n<p>Jamestown City Fire\u00a0 Chief Jim Reuther says 21 fire fighters and four units firefighters remained the scene until about 2 a.m.<\/p>\n<p>No injuries were reported.<\/p>\n<p>The cause of the fire is under investigation.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 Authorities were called to a Southwest Jamestown business late Friday morning where a suspected explosive device was spotted.<\/p>\n<p>Jamestown Assistant Police Chief, Maj. John Johnson says police responded at 11:44 a.m., to GCR Tires &amp; Service\u00a0at\u00a0 1819 8th Avenue\u00a0near Highway 281 South.<\/p>\n<p>Johnson, says an employee of the tire center found \u201ca homemade explosive device\u201d behind the store.<\/p>\n<p>Johnson\u00a0reported that \u00a0officers created safe zone, blocking off access to the area\u00a0for about a\u00a0half block.\u00a0Individuals in the safe zone were\u00a0apprised of the situation.<\/p>\n<p>The Red River Regional Bomb Squad from Fargo was called,\u00a0 and arrived on the scene at 2:20 pm,\u00a0 removing\u00a0the suspected explosive device from behind the building.<\/p>\n<p>GCR Tires &amp; Service was evacuated when the bomb squad removed the device.<\/p>\n<p>He says the device was a half a football in size, and was wrapped in tape, appearing to have something inside it.<\/p>\n<p>Johnson adds, \u201cThere were fuses or something sticking out of it.&#8221;<\/p>\n<p>Johnson said the bomb squad took the device back to Fargo where it will be analyzed and the findings will be sent to the Jamestown Police Department.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Wes Anderson, Director, of the Barnes County Historical Society, of Valley City was awarded a plaque from John Andrus of the Bluegrass Association of North Dakota.<\/p>\n<p>The inscription reads: &#8220;In appreciation for hosting Monthly Bluegrass Jam Sessions, the Bluegrass Association of North Dakota is pleased to recognize Barnes County Museum as a valued partner in promoting the joys of homemade bluegrass music for musicians and listeners, alike. Jams are the second Saturday of each month, 1:00-5:00PM.&#8221;<\/p>\n<p>Anderson says, &#8220;We&#8217;re honored to host the monthly Bluegrass jam sessions as it is a wonderful use of the museum facility to celebrate not only history, but the arts. It brings people to the museum and is one more reason to come and participate!&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi)\u00a0 Early voting in Stutsman County starts Tuesday and runs through June 10th, at the Stutsman County Courthouse from 8-a.m. to 5-p.m.\u00a0 A voting area will be set up in the lobby area on the first floor of the courthouse.<\/p>\n<p>The courthouse will not be open for early voting on Saturdays this year, or on Monday June 13th.<\/p>\n<p>Stutsman County Auditor and COO Casey Bradley says, there has not been a large number of early voters on Saturdays the past two elections.\u00a0 The change also saves the county paying the election staff on those days.<\/p>\n<p>He says on June 13th the staff\u00a0 converts the data from all the early voting and absentee ballots to final elections data to make sure no one tries to vote twice.<\/p>\n<p>132 absentee ballots have been sent to voters in Stutsman County, and\u00a0\u00a0as of last Friday, 59 have been returned.<\/p>\n<p>The primary election along with\u00a0Jamestown City Council, City Park Board and Jamestown Public School Board elections\u00a0will be held June 14.<\/p>\n<p>County Commission candidates will be nominated to run in the November General Election.<\/p>\n<p>Two ballot measures\u00a0 will be decided in the primary election. State Measure 1 asks voters to approve Senate Bill 2351, the corporate farm law, which if approved will allow corporations to own and operate hog and dairy farms of up to 640 acres in North Dakota.<\/p>\n<p>Stutsman County Measure 1 asks county voters if they would approve changing the county state\u2019s attorney position to an appointed position or leave it an elected position.<\/p>\n<p>Voters\u00a0 can only vote under one political party on the primary election ballot. If anyone votes for candidates in different political parties on the same ballot, that ballot will be disqualified.<\/p>\n<p>On the non-party portion of the ballot voters will decide on the state superintendent of public instruction, North Dakota Supreme Court justice and Southeast District Court judges.<\/p>\n<p>The state ballot for North Dakota political parties lists candidates for U.S. Senate, U.S. House of Representatives, North Dakota Legislature and governor. Also listed on the political parties portion of the ballot are the state auditor, state treasurer, state insurance commissioner and public service commissioner<\/p>\n<p>Other questions are on the non-party ballot are, whether the City Council should publish its meeting minutes in the official city newspaper. The other question asks if the Jamestown Public School District should publish a record of the proceedings from the School Board in a newspaper of general circulation of the school district for the next two years. Currently the Jamestown City Council and Jamestown Public School Board publish meeting minutes in The Jamestown Sun.<\/p>\n<p>Bradley said primary elections don\u2019t always mean there will be large voter turnouts. He said there was a high turnout in the 2014 general election, the one with eight state measures to vote on.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 North Dakota voters will decide next month whether to uphold the 2015 Legislature\u2019s move to loosen the state\u2019s nearly century-old ban on corporate farming.<\/p>\n<p>Lawmakers decided to allow non-family corporations to own hog and dairy operations.<\/p>\n<p>Supporters say the exemption is needed to save the two dying industries by giving them more access to capital and opportunities to expand. They point out that the ban on corporate farming has not stemmed a steady loss of family farms through the years.<\/p>\n<p>Opponents say family farming has served North Dakota well, and there\u2019s no reason to change. They worry about opening the barn door to large, out-of-state corporations that might be less environmentally responsible \u2014 and tougher to be held accountable.<\/p>\n<p>&nbsp;<\/p>\n<p>Binford\u00a0 (CSi)\u00a0 The north Dakota Highway Patrol reports\u00a0a 35-year-old Binford woman was killed in a rollover\u00a0Saturday morning on N.D. Highway 65, near milepost 2,\u00a0about 2.5 miles east of Binford.<\/p>\n<p>The report says 34 year old Matthew Bakke, of Binford, was driving a 1993 Jeep Grand Cherokee west on Highway 65 at about 2:27 a.m. The patrol says the Jeep crossed the eastbound lane and entered the south ditch. Bakke lost control of the Jeep, overcorrected back onto the roadway and entered the north ditch. The Jeep\u2019s tires got caught in the ditch, causing the Jeep to roll several times. The rolling Jeep was stopped upright after it struck a tree.<\/p>\n<p>Bakke was injured in the crash. His passenger, the 35-year-old Binford woman, died from her injuries she sustained from the crash.<\/p>\n<p>The patrol said Bakke was not wearing a seat belt. His passenger was wearing a seat belt.<\/p>\n<p>Bakke was transported by Cooperstown Ambulance to Cooperstown Medical Center and later transported by Life Flight to Sanford Medical Center in Fargo.<\/p>\n<p>The patrol said alcohol was a contributing factor in the rollover.<\/p>\n<p>The crash remains under investigation by the patrol.<\/p>\n<p>The Griggs County Sheriff\u2019s Department, Steele County Sheriff\u2019s Office and Binford Fire and Rescue also responded to the scene.<\/p>\n<p>&nbsp;<\/p>\n<p>WOLFORD, N.D. (AP) &#8211; A Rugby man was killed and four other people were injured when the horse-drawn wagon they were riding was rear-ended by a three-quarter-ton pickup truck.<br \/>\n\u00a0The crash happened about 4:30 p.m. Saturday on state Highway 17 just west of Wolford, in Pierce County.<br \/>\n\u00a0The Highway Patrol says 53-year-old Bradley Cichos, of Rugby, died at the scene, along with the two Clydesdale horses pulling the wagon.<br \/>\n\u00a0The four other people who were hurt were from Rugby and Wolford and ranged in age from 4 years to 61 years. Their conditions weren&#8217;t released.<br \/>\n\u00a0The 75-year-old Wolford man driving the pickup wasn&#8217;t hurt.<br \/>\n\u00a0No charges were immediately filed. The patrol is continuing to investigate.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WEST FARGO, N.D. (AP) &#8211; West Fargo police arrested a motorist who allegedly struck two mailboxes, a road sign and another vehicle, causing minor injuries to two occupants of the other vehicle.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police responded to four complaints about the driver about 10 p.m. Sunday. They eventually arrested him for refusing a drunk driving test, along with a hit-and-run count and several other driving violations.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state&#8217;s attorney&#8217;s office will decide on formal charges against the 36-year-old Fargo man.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; A teenager was taken to a Grand Forks hospital after being found unresponsive in a swimming pool at an apartment complex.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say the 13-year-old girl was unconscious and not breathing when she was pulled from the bottom of the pool shortly after 7 p.m. Sunday. She was given CPR on the scene and began breathing on her own before she was taken to the hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police said Monday that the girl&#8217;s condition was not known.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say they&#8217;re investigating the incident as an accident.<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0 BISMARCK, N.D. (AP) &#8211; A 19-year-old man is in custody in Bismarck after allegedly firing a gun at a group of people.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police responded to the scene shortly before 11 p.m. Sunday. People in the group told officers that a man they didn&#8217;t know had started a fight, then retrieved a handgun and fired one shot into the air and two shots aimed at them. No one was hurt.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officers arrested the man for attempted murder, reckless endangerment and criminal mischief. Formal charges were pending.<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; Two weeks after the fatal shooting of two people in Williston, police haven&#8217;t made an arrest or identified a suspect.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Friends of the two people who were shot\u00a0say \u00a0they&#8217;re frustrated that authorities have released few details about the case.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-four-year-old Diandre Lott and 23-year-old Donzell Washington were found dead of multiple gunshot wounds in an apartment complex on May 17. Police detained a man and a woman who lived in the apartment for questioning but then released them.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say they&#8217;re in the process of interviewing people and are still awaiting results of an autopsy and evidence testing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lott and Washington came to the western North Dakota oil patch hub from Cleveland. Funerals were scheduled for both men Tuesday in Ohio.<br \/>\n\u00a0<\/p>\n<p>MINOT, N.D. (AP) &#8211; Authorities have issued an arrest warrant for a man they say sneaked into the Minot zoo and was bitten by a bear.<\/p>\n<p>Twenty-one-year-old David Shepard is wanted on a felony criminal trespass charge that carries a maximum punishment of five years in prison. Court documents don&#8217;t list an attorney for him, and a home telephone listing couldn&#8217;t be found.<\/p>\n<p>Police allege Shepard and another man climbed the Roosevelt Park Zoo fence late on May 21, while under the influence of alcohol. Shepard allegedly stuck his right arm through the bars of the bear cage and was bitten on the hand.<\/p>\n<p>Twenty-three-year-old Cody Kage faces the same charge. Court documents don&#8217;t list an attorney for him, and a home telephone listing couldn&#8217;t be found. He could enter a plea June 30.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; A man was arrested in Minot for allegedly squatting in a home while the owners were away.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0 Friends of the homeowners were checking on the house recently when they noticed a basement window broken out. They found belongings inside the home indicating that someone had been staying there.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Neighbors alerted police when the trespasser returned, and officers arrested a 42-year-old man.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the man had been living in the house without permission, and also had been driving a pickup truck stolen from a local dealership.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; A center to help soldiers and veterans is opening in Grand Forks.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Vet Center opening Tuesday will offer counseling and other services to veterans, service members and their families on weekdays. (AP) &#8211; North Dakota&#8217;s former state wildlife chief and some Democrats are opposing the potential transfer of public land around Lake Oahe to private landowners. Randy Kreil (kryl) and some Bismarck-area Democratic legislative candidates say the possible transfer of more than 9,000 acres would be unfair to hunters, anglers and outdoors enthusiasts. The governor&#8217;s office says the possible return of some public lands to private ownership is being discussed, but preserving public access in a focus.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D.
