Shelton Amar Ard<\/a>, who had a warrant out for his arrest, near the 800 block of Third Street Southeast. Anderson called for backup, and officers set up a perimeter around a nearby apartment, which Ard had by then entered, according to a release.<\/p>\nThe release said because officers thought Ard might have been armed, they called for the James River Special Operations Team. Twenty residences were either evacuated or told to find a safe place indoors.<\/p>\n
Officers called for Ard to exit the apartment, which smelled of marijuana, through a public address system. He gave himself up without incident.<\/p>\n
A search warrant police obtained allowed officers to search the apartment, where they found narcotics paraphernalia, according to the release.<\/p>\n
The release did not say what Ard was wanted for, and Valley City Police had no additional information.<\/p>\n
