CURRENT OUTLOOKS POINT TO A CHANCE OF SEVERE STORMS ON SUNDAY.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown City Fire Department responded to a grass fire Monday evening about 5:50 in the I-94 median between mile markers 260-261, near Exit 260.<\/p>\n<p>The area was near where road construction is taking place.<\/p>\n<p>Lt. Sheldon Mohr says the fire burned about 30 square feet of grass.<\/p>\n<p>Traffic was allowed to continue while the fire was brought under control, in about 15 to 20 minutes.<\/p>\n<p>The cause of the fire is unknown.<\/p>\n<p>Three City Fire Department units and seven fire fighters were on the scene.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) June 2016 Boardings at Jamestown Regional Airport were 1,064, compared to 736 in June of 2015, and 334 in June of 2014.<\/p>\n<p>Jamestown Regional Airport Authoritiey Chairman Jim Boyd says, the airport has set another passenger boarding record since the Airline De-regulation Act in 1978.<\/p>\n<p>He adds, that this growth is attributed to community support of the first class service of SkyWest, operating with an United Express full-code share.<\/p>\n<p>He says, this dependable, affordable, jet service has continued to attract our community\u2019s and surrounding community\u2019s air travelers with their patronage.<\/p>\n<p>Boyd says the airport is on track to reach an FAA funding goal of 10,000 revenue passengers during their fiscal year, needing 2,297 or an monthly average of 766 over the next 3 months.<\/p>\n<p>He points out that the integration of the enclosed Passenger Boarding Bridge is about two months from completion, adding that it will add safety and comfort to all passengers, but especially for passengers with disabilities.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown City Fire Department responded to a grass fire Monday evening about 5:50 in the I-94 median between mile markers 260-261.<\/p>\n<p>The area was near where road construction is taking place.<\/p>\n<p>The fire department had the fire under control in about 15 to 20 minutes.<\/p>\n<p>The amount of grass burned was immediately available.<\/p>\n<p>Jamestown (CSi) The Jamestown City Council met in Regular Session, Tuesday evening at City Hall. All members were present.<\/p>\n<p>CONSENT AGENDA ITEMS Discussed Separately:<\/p>\n<p>Council Member Phillips asked that Item &#8220;H,&#8221; be removed a Resolution to approve Payment No. 1 (Inv 27666), to Interstate Engineering, Inc., for preliminary<\/p>\n<p>engineering services for construction of road from Menards to Jamestown Regional Medical Center.<\/p>\n<p>She asked if all the paperwork was completed, which Mayor Andersen said that it has been.<\/p>\n<p>Council Member Buchanan asked if the plans are engaging the land owners.<\/p>\n<p>City Administrator Jeff Fuchs updated where the landowners stand, saying John Correll and the city are still in talking stages, with surveys to be done to plat and annex the property into the city.<\/p>\n<p>Funding sources are to be identified, when the costs are known.<\/p>\n<p>Fuchs said when the planning pieces come together the City Council will consider and vote on each segment.<\/p>\n<p>The City Council voted to approve the payment.<\/p>\n<p>\u3000<\/p>\n<p>RESOLUTIONS:<\/p>\n<p>A Public Hearing was held concerning 5<span style=\"font-size: xx-small;\">th <\/span>Street NE (12<span style=\"font-size: xx-small;\">th <\/span>Ave to 27<span style=\"font-size: xx-small;\">th <\/span>Ave NE), Paving, Sanitary Sewer, Storm Sewer and Water Improvements District #16-42 protests and the sufficiency thereof. The area is behind Gussner School, and leading to the Two Rivers Activity Center (TRAC) facility, now under construction.<\/p>\n<p>Mayor Andersen said a Special Assessment District is being set up.<\/p>\n<p>City Administrator Fuchs added that the city will pay 25 percent of the Special Assessments. The balance will be assessed to the affected properties, over 15 to 20 years, dependding on the bond issues that is approved.<\/p>\n<p>The storm water study will be addressed, and a storm water detention area will be installed at the TRAC facility.<\/p>\n<p>The Mayor said the District boundaries that were shown are based on the North Dakota Century Code and city policy, concerning assessments made on benefiting properties.<\/p>\n<p>Council Member Buchanan said the city should consider a City-wide Special Assessment, because the area is being improved for the TRAC facility, which was approved by a city-wide vote.<\/p>\n<p>Following the hearing, the protests were found to be insufficient to bar proceeding with Paving, Sanitary Sewer, Storm Sewer and Water Improvements District.<\/p>\n<p>The vote was approved with Council Member Buchanan voting in opposition.<\/p>\n<p>The City Council approved the request from the Pita Palace, LLC, for an on-sale Beer, Wine and Sparkling Wine License at 110 2<span style=\"font-size: xx-small;\">nd <\/span>St. NW, for the period ending December 31, 2016.<\/p>\n<p>The Council Members considered the report from Interstate Engineering, Inc., regarding the drainage concerns in the alley adjacent to the Jamestown Youth for Christ building<\/p>\n<p>located at 2<span style=\"font-size: xx-small;\">nd <\/span>St. and 4<span style=\"font-size: xx-small;\">th <\/span>Ave. SE<\/p>\n<p>Travis Dillman said I.E. has not formally discussed the three options with the city.<\/p>\n<p>Troy Gunderson with Youth For Christ said he favors option two.<\/p>\n<p>Dillman will meet with property owners to review the option along with option three.<\/p>\n<p>Mayor Andersen said the option costs will be considered, during the decision making process.<\/p>\n<p>She suggested the options be reviewed on-site and then discuss the change order.<\/p>\n<p>Beth Dooley with the City Engineering Department said the burden of the costs is still a concern.<\/p>\n<p>The city took no formal action at Tuesday\u2019s meeting.<\/p>\n<p>\u3000<\/p>\n<p>ORDINANCES:<\/p>\n<p>A Public Hearing was held concerning an ordinance to change the zoning of Lot 1, Block 2, Mill Hill 2<span style=\"font-size: xx-small;\">nd <\/span>Addition, from C-2 to R-4 for the proposed Lots 1-7, Block 1, Sumac Ridge Addition, a replat of a portion of Lot 1, Block 2, Mill Hill 2<span style=\"font-size: xx-small;\">nd <\/span>Addition.<\/p>\n<p>Following the Public Hearing the Council voted to approve the Second Reading of the Ordinance.<\/p>\n<p>\u3000<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT:<\/p>\n<p>Council Member Phillips pointed out upcoming events and activities in the short-term in Jamestown.<\/p>\n<p>OTHER BUSINESS:<\/p>\n<p>The City council approved recognizing the National Barrel Horse Association of ND as an other public spirited organization and to authorize the issuance of a raffle permit on August 21, 2016, at the Volk Residence.<\/p>\n<p>The City Council approved the request from Middles LLC d\/b\/a Fred\u2019s Den to conduct a dance in the alley behind Fred\u2019s on July 9, 2016.<\/p>\n<p>The City Council approved recognizing the Jamestown Choralaires as an other public spirited organization and to authorize the issuance of a raffle permit on January 1, 2017.<\/p>\n<p>They approved the application from DRM Chef, LLC d\/b\/a The Depot Caf\u00e9 for an On-Sale Beer, Wine, and Sparkling Wine license at 300 2<span style=\"font-size: xx-small;\">nd<\/span> Ave NE, Suite 114, for the period ending December 31, 2016.<\/p>\n<p>The business has recently changed ownership and the license was reapplied for.<\/p>\n<p>The meeting was shown live on CSi Cable 67 followed by replays.<\/p>\n<p>\u3000<\/p>\n<p>Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. The rezoning will allow the former Auditorium to be used as a daycare facility.<\/p>\n<p>\u3000<\/p>\n<p>NEW BUSINESS<\/p>\n<p>Approved Insured Cash Sweep for public funds as presented by Dacotah Bank. Dacotah Bank and Deputy Auditor Brenda Klein.<\/p>\n<p>Commissioners considered purchasing a truck for Public Works from Nelson Auto Center, Inc. in the amount of $116,472. City Administrator Schelkoph said the dollar amount was adjusted from the original request for purchase in 2014. Due to budget shortfalls, the purchase was delayed to this year. He added the new equipment will have a higher reaching boom, which is necessary when installing flood walls. He said the amount requested is within budget limitations.<\/p>\n<p>The City commission approved the purchase.<\/p>\n<p>Approved a beer and liquor license for Vicki\u2019s Viking Room.<\/p>\n<p>Approved installing a stand pipe water mixer for the Water Treatment Plant.<\/p>\n<p>City Administrator Schelkoph said the cost came in at $45,325.<\/p>\n<p>Considered the installation cost from Electro Watchman for the panic buttons for City Hall and Municipal Court in the amount of $3,805.96. Dave Schelkoph said four panic buttons will be installed in public buildings including City Hall.<\/p>\n<p>The Commissioners approved the costs and installation.<\/p>\n<p>Considered a Special Alcohol Beverage Event permit for The Labor Club on July 15 and 16, 2016, for a class reunion.<\/p>\n<p>Approved the Community Forestry Council grant in the amount of $10,000 for the Valley City Beautification Committee, to assist with tree planting, including the pollinator garden.<\/p>\n<p>Approved Preliminary and Design and Engineering Agreement for Hot Mix Asphalt Mill and Overlay and Patch, Level, and Seal Coat project for paving project in an amount not to exceed $140,500.<\/p>\n<p>CITY ADMINISTRATORS REPORT<\/p>\n<p>Dave Schelkoph reported on the force main from the main lift station that failed on Friday July 1<sup>st<\/sup>.<\/p>\n<p>He explained the procedure and that it was handled in a professional way.<\/p>\n<p>The pipe sleeve failed and was repaired, and normal water usage was approved before midnight Friday. (AP) &#8211; Mandan officials say a ban on fireworks at city parks helped keep parks clean over the Fourth of July weekend.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 Mandan Park Board approved the ban earlier this year following complaints about trash and spooked horses from the Mandan Rodeo Committee.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mandan Police Lt. Pat Haug says officers issued at least seven $75 fines for shooting fireworks off in the parks over the weekend.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mandan Parks and Recreation Director Cole Higlin says the new ban did help keep parks clean. He says in past years, workers spent two weeks cleaning up fireworks debris from the parks.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) &#8211; A former Minot neurosurgeon has had state child pornography charges dropped against him now that the case has moved to federal court.<br \/>\n\u00a0<br \/>\nMarc Eichler is accused of coercing two minors into becoming victims of child pornography. He is charged in federal court with seven counts, including production and receipt of materials depicting the sexual exploitation of minors. He has pleaded not guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Magistrate Judge Charles Miller ordered Eichler released on his own recognizance. A trial has been set for Aug. 1 in Bismarck.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eichler was formerly employed by Trinity Health in Minot.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Argus Leader reports that Eichler also had been a neurosurgeon in Rapid City, South Dakota but his medical license expired in 2008.<br \/>\n\u00a0<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A woman accused of bilking investors in a North Dakota oil patch trucking firm is asking for another delay in her trial.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sarah Creveling was originally scheduled to go on trial Feb. 23 in Bismarck on charges of conspiracy to commit mail fraud and money laundering. The trial was delayed first to allow Creveling to testify in her ex-husband&#8217;s murder trial and again to allow her to consider a plea deal.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 James Henrikson, Creveling&#8217;s one-time husband and business partner, was convicted on murder-for-hire charges involving the deaths of two former oil patch associates. Henrikson was sentenced to two consecutive terms of life in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Creveling says another delay is needed in her proceedings because she has a new lawyer.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; The Cass County Sheriff&#8217;s Office says a deputy was recently arrested in another county on suspicion of driving under the influence.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cass County Sgt. Tim Briggeman\u00a0says \u00a0deputy Jesse Barbot was arrested about two weeks ago in Barnes County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court records show Barbot, of Fargo, has pleaded not guilty to a misdemeanor charge of driving under the influence.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Briggeman says Barbot is assigned to the jail.
