FARGO, N.D. (AP) – A man who told investigators he was the largest powdered fentanyl dealer in the United States has been sentenced to life in prison.
\n\u00a0Brandon Hubbard, of Portland, Oregon, was tried in federal court in North Dakota because prosecutors said the drugs he sold over the internet resulted in two overdose deaths in the Grand Forks area. Hubbard was ordered to pay more than $17,000 to families of the victims.
\n\u00a0In a rare move, a judge said another hearing would be held later to discuss whether to reduce the length of the prison sentence. That’s because Wednesday’s sentencing hearing was moved up to allow Hubbard to have surgery for a shoulder injury.
\n\u00a0The investigation into the case led authorities to identify overdose victims in North Dakota, North Carolina and Oregon.<\/p>\n

BISMARCK, N.D. (AP) – A task force looking at possible changes to North Dakota’s open records laws is considering whether the attorney general should be able to penalize government agencies that hold illegal private meetings or don’t share records.<\/p>\n
The group of lawyers, newspaper editors and law officers is formulating draft legislation to be considered by lawmakers next year. The task force is seeking to update laws for the digital age and deal with some controversial open records issues.<\/p>\n
Media attorney Jack McDonald says some agencies repeatedly break the rules with little punishment.<\/p>\n
Attorney General Wayne Stenehjem acknowledges that lack of enforcement power is a common complaint. But he says he’s never had an agency refuse to comply with a formal opinion issued by his office.<\/p>\n
