Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session, on Thursday (Jan 10, 2013,) at 4-p.m., at City Hall.<\/p>\n

The City Council entered into Executive Session to consult with the City Attorney, concerning, territorial service claims by Stutsman Rural Water District.<\/p>\n

Those present at the Executive Session were: Mayor Andersen, City Council Members Kourajian, Gumke, Brubakken, and Buchanan, along with City Administrator Jeff Fuchs, City Fire Chief Jim Reuther, City Engineer Reed Schwartzkopf, and the Assistant City Attorney, Mary Jensen.<\/p>\n

The Rural Water District met in Executive Session on Wednesday this week, in response to a city proposal in the on-going negotiations, which the City Council reviewed in Executive Session.<\/p>\n

As issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.<\/p>\n

A city Ordinance outlines that any facility within city limits has to be serviced by the city, with this area previously annexed into Jamestown city limits.<\/p>\n

Stutsman Rural Water District contends that a federal code protects rural water companies from cities going into their territory.<\/p>\n

The City Of Jamestown and the Rural Water District are negotiating a royalty figure the city would pay and keep the rural water district from filing an injunction.<\/p>\n

At Thursday\u2019s City Council meeting, the Council returned to open session, with Mayor Andersen saying there was no formal action to be taken by the Council, and the meeting was adjourned.<\/p>\n

The open portion of Thursday\u2019s City Council meeting was shown live on CSi 67.<\/p>\n

Last summer, a building permit was issued by the city, and ground was broken for the new Titan Machinery building, after a development agreement with the city of Jamestown, which stated the city would get water to the building.<\/p>\n

Developer Robert Thompson assumes the city will have liability issues if Titan is not provided water.<\/p>\n

Jamestown, ND (KCSi-T.V. News Jan 11, 2013) — The Frontier Village Board has a new\u00a0 member.<\/p>\n

Frontier Village Manager, Tina Busche has resigned her paid position for health reasons, and was unanimously elected to the Frontier Village Board.<\/p>\n

Busche told the board, Thursday that everything is ready for the 2013 tourism season.<\/p>\n

She says grant applications are finished and most arrangements already made.<\/p>\n

She adds if a manager was not hired, board members might be able to manage the village this coming season.<\/p>\n

Board Chairman Charlie Tanata says greeters have been trained to assist during Frontier Village events.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — Ave Maria Village\u2019s – 6th Annual Towel Folding Marathon, is raising funds for Stutsman County Relay for Life.<\/p>\n

Lori Mettert says, the folders are in their 70\u2019s, 80\u2019s 90\u2019s and even 101 years old.<\/p>\n

She says many deal with arthritis and most are in wheelchairs.<\/p>\n

Every morning the team gathers to fold all of the towels for the 100 resident facility.<\/p>\n

Ms. Mettert invites everyone to come and cheer on this amazing team of seniors on January 15, 2013, with the marathon starting at 9-a.m.<\/p>\n

It usually lasts about two and half hours, with pledges and donations from employees and donations from family and friends.<\/p>\n

Donations and pledges being accepted now through Jan 15, 2013, at Ave Maria Village, in Jamestown.<\/p>\n

Ms. Mettert says, “Last year our great team of Seniors raised over $660.<\/p>\n

The money they raise goes into our Relay for life Fund.<\/p>\n

These seniors take this very seriously because they are<\/p>\n

\nJamestown, ND (KCSi-T.V. News Jan 11, 2013) — The Jamestown Dairy Queen on Business Loop\u00a0West \u00a0in Jamestown is in the process of remodeling.<\/p>\n

Manager, Mark Wolf says, this past Monday work started by the contractor, Hillerud Construction of Jamestown.<\/p>\n

The refurbishing in the lobby area, includes new flooring, a new ceiling, and windows, booths and repainting the area.<\/p>\n

Wolf says the main restaurant area is closed during the remodeling, however, cake orders are still being taken at 252-4181.<\/p>\n

Also he expects the drive up to be open January 18, 2013.<\/p>\n

Specialty orders will be taken again staring at that time, such as Dilly Bars.<\/p>\n

In addition when the remodeling is completed the Jamestown Dairy Queen will be the new Jamestown location of Orange Julius, previously located at the Buffalo Mall.<\/p>\n

\u00a0GRAFTON, N.D. (AP) – A former stockbroker accused of swindling clients in Walsh County out of more than $2 million has pleaded guilty. The Grand Forks Herald reports 59-year-old Ross Haugen might avoid prison time if he comes up with $2.1 million in restitution by the end of the month. Haugen faces similar charges in November 2011.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – North Dakota’s workers’ compensation agency has ended a contract with a company that failed to complete a computer system overhaul. The Bismarck Tribune reports Workforce Safety and Insurance Director Bryan Klipfel told state lawmakers Wednesday that the agency’s contract with Chicago-based Aon eSolutions expired at the end of 2012 and the WSI committee overseeing the project decided not to renew it.<\/p>\n

BISMARCK, N.D. (AP) – Some state agencies in North Dakota are objecting to a proposal to put their airplanes into a central management system overseen by the Transportation Department.

\n\u00a0\u00a0\u00a0\u00a0 The bill being considered by state lawmakers was proposed by an interim legislative committee after a study of state-owned and state-leased airplanes. It would be modeled after the state motor vehicle pool.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Agency heads say there are numerous problems with the proposal.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 State Aeronautics Commissioner Larry Taborsky says insurance rates would increase if older planes are pooled with newer ones. He also says safety is an issue if pilots are flying unfamiliar planes.

BISMARCK, N.D. (AP) – North Dakota’s top oil regulator says increased federal regulations and competition from other oil plays could drastically cut production in the state’s oil patch.

\n\u00a0\u00a0\u00a0\u00a0 State Mineral Resources Director Lynn Helms told the North Dakota House Appropriations Committee that the state’s oil industry is healthy. But he says “it’s not all roses and sunshine.”
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Helms appealed to lawmakers to keep a $1 million fund available to challenge the federal government if it imposes additional hydraulic fracturing regulations. Helms says the state should have the authority to set its own regulations when it comes to oil drilling.

\n\u00a0\u00a0\u00a0\u00a0 Mitch Vance of Bismarck says he doesn’t think the state should be using taxpayer money to fund lawsuits against the federal government. He says oil companies should fund such lawsuits.<\/p>\n

\u00a0WILLISTON, N.D. (AP) – The U.S. Postal Service is taking steps to improve service in western North Dakota’s booming oil patch.

\n\u00a0\u00a0\u00a0\u00a0 Postal Service Dakotas District Manager Roy Reynolds says it isn’t acceptable to have slow mail delivery and long lines at post offices. He held public meetings this week in Watford City, Williston and Tioga.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Reynolds says the Postal Service is already making changes, such as installing parcel lockers in Williston. Rather than wait in line to retrieve a package, customers find a key in their post office boxes that allows them to retrieve the package from a parcel locker.

\n\u00a0\u00a0\u00a0\u00a0 Reynolds says the Postal Service also is working to hire more staff.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – The chairman of the Turtle Mountain Band of Chippewa has asked North Dakota lawmakers to share the state’s oil wealth. Chairman Richard McCloud addressed both chambers yesterday. McCloud says North Dakota’s tribes are asking for a “helping hand, not a hand out.”<\/p>\n

FORT TOTTEN, N.D. (AP) – The Bureau of Indian Affairs has announced an initiative to expedite fingerprinting of foster parents on the Fort Totten Indian Reservation. The BIA says it has provided three mobile fingerprinting units to the Spirit Lake Tribe and BIA social services staff on the reservation. Under a 2006 law, all adults in a household where minor children are to be placed must be fingerprinted as part of a background investigation.<\/p>\n

SANTA CLARA, Calif. (AP) – David Akers is keeping his job as San Francisco’s starting kicker for Saturday’s playoff game against Green Bay. The 49ers (11-4-1) signed Billy Cundiff on Jan. 1 to compete with Akers, who has struggled this season while making only 29 of 42 field-goal attempts. Akers revealed last week he underwent double hernia surgery last February, then re-aggravated the area when he slipped on the field during practice.

The FAA says the review will include the design, manufacture and assembly of the aircraft. On Monday, a fire ignited in the battery pack of an auxiliary power unit of a Japan Airlines 787 empty of passengers.

Wayne Carver II, who autopsied the body of gunman Adam Lanza, said an examination of Lanza’s brain showed nothing unusual and calls the testing a “fishing expedition.”
