ALSO LOCALLY HEAVY RAIN <\/p>\n Jamestown (CSi) The Jamestown Street Department has blocked off part of 5th Avenue Northeast at 5th Street Northeast due to the appearance of a sinkhole.<\/p>\n It’s roughly a foot wide and a foot long, and the road has washed out and not supporting the road surface.<\/p>\n The inside lanes on 5th Avenue Northeast is partially blocked off near the intersection of 5th Street Northeast.<\/p>\n Lt. Justin Blinsky says left turns from eastbound 5th Street Northeast is not allowed until the sinkhole area is repaired.<\/p>\n <\/p>\n <\/p>\n Jamestown (CSi) The Jamestown Street Department reports that due to the annual street maintenance project, the following streets WILL BE TEMPORARILY CLOSED<\/u><\/b> beginning today.<\/p>\n 1st<\/sup> St West between 1st<\/sup> Ave South & 2nd<\/sup> Ave SW<\/p>\n 2nd<\/sup> St SW between 1st<\/sup> Ave South & 2nd<\/sup> Ave SW<\/p>\n 2nd<\/sup> Ave SE between 3rd<\/sup> St SE & 6th<\/sup> St SE<\/p>\n 6th<\/sup> St SE between 2nd<\/sup> Ave SE & 3rd<\/sup> Ave SE<\/p>\n 3rd<\/sup> Ave SE between 3rd<\/sup> St SE & 4th<\/sup> St SE<\/p>\n Motorists and other traffic should use extreme caution when entering these construction maintenance areas. The public should consider alternate routes if possible.<\/p>\n The road maintenance activities are contingent on changing weather conditions. Jamestown (CSi) The North Dakota Highway Patrol reports, a semi traveling on I-94 west bound at 2:45 a.m., Thursday struck a pedestrian, about a mile west of Tower City.<\/p>\n The report says the Pedestrian identified as 22 year old Mohaned Abedilahi of Fargo, was walking in the right westbound lane.<\/p>\n The report says driver the 2015 Freightliner semi with trailer 54 year old Michael Tetlock of Saskatchewan swerved left to avoid the pedestrian but was unable to.<\/p>\n The Freightliner struck the man, who was transported by Sanford LifeFlight to Sanford Hospital in Fargo with serious injuries.<\/p>\n The crash remains under investigation by the Highway Patrol.<\/p>\n Assisting at the scene was Barnes County Ambulance Service, The Barnes County Sheriff\u2019s Office, and The Tower City Fire Department.<\/p>\n <\/p>\n Jamestown (CSi) The Jamestown City Council\u2019s Police & Fire, and Public Works Committees met Thursday evening at City Hall. Council Member Gumke was not present.<\/p>\n \u3000<\/p>\n POLICE AND FIRE COMMITTEE BUSINESS:<\/p>\n Discussion was held on the likely need to replace all radios in the Police & Fire Departments as part of the 2017 Budget process.<\/p>\n Jamestown Police Chief Scott Edinger said, the present radio systems at the communications center will be replaced, and the present radios will soon not be serviceable. He said for the police department the replacement, the cost is between $135,000 and $140,000.<\/p>\n An update was given on shooting range. Chief Edinger said dirt is being hauled to the site, including raising berms, for safety improvements, with city and then county trucks hauling the dirt. While the improvements are being made the shooting range is not being used.<\/p>\n PUBLIC WORKS COMMITTEE BUSINESS:<\/p>\n Shawn Gaddie, from AE2S, gave an update on the Stormwater Utility implementation scope of services and proposed engineering services agreement.<\/p>\n He pointed out the implement plans have been updated and presented to the city, including a draft agreement.<\/p>\n The city has selected an option for which the plans are being made.<\/p>\n He said costs should be ready for the upcoming city budget hearings, and the impact on city utility bills.<\/p>\n The cost of services for this contract for this portion of the agreement is $98,000, spread over two budget periods.<\/p>\n At Thursday\u2019s meeting the committee recommended approval of the draft agreement, for the option chosen.<\/p>\n The committee further discussed the drainage in the alley adjacent to the Jamestown Youth For Christ building located at 2nd <\/span>Street and 4th <\/span>Avenue SE.<\/p>\n Interstate Engineering\u2019s Travis Dillman said the estimated cost for the improvement option chosen is $8,000. Adjacent property owners appeared at Thursday\u2019s meeting concerned about costs their properties may incur, and if their property will benefit from the improvements.<\/p>\n YFC spokesman Curt Liechty said the organization has chosen another option concerning the slope of the alley, that may not create a cost burden to the neighboring properties that YFC will perform. The work will be inspected by the city. The sidewalk issue is the responsibility of the adjacent property owner.<\/p>\n The committee took no formal action on a recommendation.<\/p>\n \u3000<\/p>\n The committee considered the petition from property owners to pave 9th <\/span>Avenue NW in the Tulliah Hills Addition. The city and Interstate Engineering will meet and discuss any action to include the property owners.<\/p>\n The committee recommends approval of a Change Order on the 2016 Sidewalk, Curb & Gutter District #16-11 to replace the concrete apron and install a concrete frost stoop at the Southside Fire Station to eliminate a frost-heave problem.<\/p>\n The committee considered a No Parking Zone(s) in the 1000 block of 10th <\/span>Street SE.<\/p>\n Council Member Brubakken said in meeting with the police chief, the recommendation is to start the no-parking zone from the Wilhelm dealership to Business Loop East.<\/p>\n Site line visibility is at issue. Another option is to yellow the curb for a few feet and not allow parking, to establish set-backs for a better line of sight.<\/p>\n The committee Thursday, recommends on a 3-1 vote to ban parking in the 1000 block of 10th<\/sup> Street SE, with Mayor Andersen voting in opposition.<\/p>\n The committee considered a request from Central Valley Health and Community Health Partnership to attach signs to existing sign posts or place in sign posts to promote walking in the community and City assistance with attaching the signs.<\/p>\n Spokesperson Tammy Dillman said the area includes the west side of Business Loop West from the Buffalo Mall to First Avenue. Mayor Andersen had concerns about sign clutter, and distractions to drivers.<\/p>\n She added the city has updated placing a sidewalk between Dairy Queen and the James River Bridge.<\/p>\n Dillman said the grant money for the project will expire mid-April of next year.<\/p>\n Council Member Phillips suggested narrowing the scope to downtown.<\/p>\n Mayor Andersen said signage in that area has to be approved by the DOT.<\/p>\n The meeting was shown live on CSi cable 67 followed by replays.<\/p>\n <\/p>\n Jamestown (CSi) The Jamestown Tourism Grant\/Executive Advisory board met Thursday at the CSi Technology Center at Historic Franklin School.<\/p>\n Grant Requests were made by:<\/p>\n Big guns of the Old West for the Fort Seward Reconstruction Committee, requesting $1,000, concerning the gatling gun demonstration, and publicity for the event to be held September 17, 2016, at Ft. Seward. The demonstration will be followed by the Cannon Shoot.<\/p>\n They anticipate 100 visitors. Dale Marks estimated about 10 percent of those in attendance are from out of town.<\/p>\n The board voted to fund the entire amount.<\/p>\n A request of $2,000 was made by the Jamestown Fine Arts Association for Saturday staffing for the Jamestown Arts Center.<\/p>\n Sally Jepsen said the Arts Center sees the highest number of “drop-in” visitors on Saturdays, with the highest tourism traffic. She indicated that with next summer\u2019s opening of the Hansen Arts Park that it\u2019s likely one Saturday staff person will be on hand, when the Park has activities that day.<\/p>\n The board voted to fund the entire amount.<\/p>\n Stutsman County Trail Builders \u2013 Stutsman County Park Board requested $1,055.85 for maintenance equipment for Jamestown Dam, Mountain Biking and hiking the Split Rock and Overlook Trails.<\/p>\n The board voted to fund $1,100.<\/p>\n Bill Steinmetz pointed out that a number of individuals that frequent the trails, and hikers, voluntarily help pick up the area, along with volunteers that help out with mowing the land.<\/p>\n North Dakota Patriot Guard requested $2,500 for advertising, posters and mailings to veterans organizations across the state for the August 12,and 13, 2016, Fallen Heroes Memorial Ride. George Quiqley said the anticipated attendance is 260, with a number of participants expected to stay in Jamestown overnight. Last year 24 rooms were booked at the Gladstone Inn & Suites in Jamestown, plus others that stayed at other Jamestown motels.<\/p>\n The board voted to fund the entire amount.<\/p>\n In Other business the Board approve the budget request to be presented to the Jamestown City Council, during the 2017 budget hearings in the amount of $190,700 for operating and salary expenses, a budget increase of five percent.<\/p>\n Projected 2017 income includes $75,000 In JSDC Grants, $429,250 in Hospitality Funds, and $50 listed under miscellaneous for a total of $504,300.<\/p>\n The Board also approved the County Mill Levy for tourism entities.<\/p>\n In other business the Board reviewed Jamestown Tourism 990 information, and explained changes in the Capital Construction process to be implemented in October this year.<\/p>\n <\/p>\n GRAND FORKS, N.D. (AP) – Authorities in the Grand Forks area searched about 3\u00a0 1\/2 hours for a person in the Red River before calling off the operation. <\/p>\n \u00a0FARGO, N.D. (AP) – Bond has been set at $1 million for a man charged with murder in the death of a woman whose body was discovered in a Fargo town house in mid-May. <\/p>\n GRAND FORKS, N.D. (AP) – Seven charges have been filed against a man who authorities say led Grand Forks police on a chase that ended when he crashed his sport utility vehicle into a business. <\/p>\n WEST FARGO, N.D. (AP) – A West Fargo man has been sentenced to serve about three months in jail for fracturing the skull of his 7-week-old son last August.<\/p>\n Chance Severson initially said the baby fell out of a bouncy seat and hit his head. He later pleaded guilty to felony child abuse.<\/p>\n Severson was ordered to serve 1 1\/2 years of probation following his 90-day jail term. If he violates probation, he could be sent to prison for 10 years.<\/p>\n The child recovered.<\/p>\n \u3000<\/p>\n BISMARCK, N.D. (AP) – A man accused of storing stolen explosives, guns and more than 1,100 rounds of ammunition in his Williston home is scheduled to stand trial in the fall on charges that could land him in prison for 50 years.<\/p>\n Attorneys for Tyler Porter earlier this month entered not guilty pleas on his behalf. U.S. District Judge Daniel Hovland has scheduled trial to begin Oct. 4 in federal court in Bismarck.<\/p>\n Authorities allege Porter stole more than 200 explosives last spring from two companies operating in the North Dakota oil patch.<\/p>\n Porter was charged in May with four counts related to the theft and possession of explosives and prohibited weapons.
