(AP) \u2013 A strong storm Sunday,\u00a0damaged two campers in the New Town area.<\/p>\n<p>Authorities say one camper overturned in the ditch east of New Town on Sunday evening, and a camper with a boat got hung up on the guard rail on Four Bears Bridge over the Missouri River.<\/p>\n<p>No injuries were reported.<\/p>\n<p>The storms had wind gusts exceeding 60 mph and large hail. Funnel clouds were spotted near New Town and Parshall, but they didn\u2019t touch down.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown City Council met in Regular Session, Monday evening at City Hall.\u00a0Council Member Gumke was not present.<\/p>\n<p>CONSENT AGENDA ITEMS CONSIDERED SEPARATELY:<\/p>\n<p>ouncil Member Buchanan asked that Item G. be discussed, a Resolution to approve the JSDC 2017 Budget as presented.<\/p>\n<p>He asked JSDC Connie Ova about the dollar amounts on some of the line items and why some of the items were low.<\/p>\n<p>She said a credit was on the books, with Newman signs from a few years ago with Spiritwood Ethanol Plant, in addition to attempting to keep the budget as low as possible adding JSDC is capped on the amount asked for from political subdivisions.<\/p>\n<p>The Council voted to approve the Resolution.<\/p>\n<p>Mayor Andersen asked that Item K be discussed, a Resolution to prohibit parking on the 1000 Block of 10<span style=\"font-size: xx-small;\"><span style=\"font-size: xx-small;\">th <\/span><\/span>Street SE. She said a limited parking prohibition is not needed and &#8220;bad planning,\u2019 concerning limiting the ban to one block.<\/p>\n<p>She asked the Resolution be tabled until the next committee meeting.<\/p>\n<p>Council Member Brubakken suggested the entire corridor have parking prohibited.<\/p>\n<p>Council Member Buchanan was in favor of the limited ban with the possibility of expanding it later.<\/p>\n<p>Council Member Phillips asked the Resolution be re-visted in regard to all of 10<sup>th<\/sup> Street Southeast having a parking ban, but favors the limited ban.<\/p>\n<p>The City Council voted 3-1 in favor of the Resolution with Mayor Andersen voting opposed.<\/p>\n<p>REGULAR AGENDA<\/p>\n<p>RESOLUTIONS:<\/p>\n<p>A.<b>Public Hearing was held <\/b>concerning the special assessments on the 2015 Sidewalk, Curb &amp; Gutter District #15-11.<\/p>\n<p>Following the Public Hearing the City Council approved the special assessments in the total amount of $30,198.83, with the City Share-Departments at $25,390.63, and benefited properties to be assessed in the amount of $4,808.20.<\/p>\n<p>The Council authorized the issuance and sale of $1,333,000 in Water Treatment Assessment Warrant, Series 2016B, for improvements on the Southwest Water Main Replacement District 16-62.<\/p>\n<p>ORDINANCES:<\/p>\n<p>The <b>First Reading <\/b>: concerned an ordinance to amend and re-enact Ordinance 329 of the City Code by amending the District Map to change the zoning of a 4.47 acre parcel within Auditor\u2019s Lot 2 within the NW \u00bc of Section 26 and the NE \u00bc of Section 27, Township 140N, Range 64 W, from A-1 (Agricultural District) and M-1 (Limited Industrial and Manufacturing District) to M-1 (Limited Industrial and Manufacturing District). The First Reading was approved.<\/p>\n<p>First Reading: Concerning an ordinance to amend and re-enact Section 7 of Appendix B of the City Code pertaining to dedication of utility easements.<\/p>\n<p>The First Reading was approved.<\/p>\n<p>HEARING FROM THE AUDIENCE:<\/p>\n<p>Joan Morris from the City Beautification Committee, asked for an update on the Recycling RFPs.<\/p>\n<p>Mayor Andersen said the City Council may hold a Special Meeting to further discuss the recycling before the City Budget Hearings.<\/p>\n<p>APPOINTMENTS:<\/p>\n<p>Appointed David Hillerud to serve as a member of the Planning Commission for a five year term to expire August 2021.<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT:<\/p>\n<p>Council Member Phillips asked about applying for a State Bank of North Dakota infrastructure loan.<\/p>\n<p>City Administrator Jeff Fuchs says he\u2019s in contact with officials on moving forward.<\/p>\n<p>&nbsp;<\/p>\n<p>OTHER BUSINESS:<\/p>\n<p>Approved the request from Jamestown Hockey Booster Club, Inc., for a gaming site authorization, at the Gladstone Inn, Banquet Rooms 1, 2 &amp; 3, on February 15, 2017.<\/p>\n<p>The meeting was shown live on CSi Cable 67 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City\u00a0 (VCSU- CSi)\u00a0Hayden Zander, a Valley City State University junior from Killdeer, N.D., has been conducting research this summer with VCSU biology professor Andre DeLorme, Ph.D.<\/p>\n<p>Zander\u2019s research involves documenting the distribution of dragonfly species in North Dakota in an attempt to determine the impact of climate change.<\/p>\n<p>One of the main concerns about global climate change is its impact on the geographic distribution of species. Dragonfly species distributions have been shown to be especially sensitive to climate change. It is predicted that southern species may expand northward and northern species may have their distributions greatly decreased by warming temperatures.<\/p>\n<p>Since current distributions of dragonflies in North Dakota are not well known, Zander is traveling throughout the state collecting and documenting species to help benchmark their distribution.<\/p>\n<p>Zander is conducting his research under the auspices of the Center for Regional Climate Studies (CRCS) at the University of North Dakota. VCSU is an associated institution of the CRCS.<\/p>\n<p>His research is funded by a grant award from the Research Experience for Undergraduates (REU) pilot program of the North Dakota Experimental Program to Stimulate Competitive Research (EPSCoR). Zander is one of five North Dakota university students selected for an REU grant this summer.<\/p>\n<p>North Dakota EPSCoR is a federal- and state-funded program designed to improve the ability of university and college researchers to compete more effectively for federal, regional and private research grants in the sciences, technology, engineering and mathematics.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Republican Gov. Jack Dalrymple is endorsing a bill that would impose further cuts to government agencies and drain a rainy day fund to make up for a $310 budget shortfall due to depressed agriculture and oil prices.<\/p>\n<p>The bill outlined Monday by Dalrymple and state budget director Pam Sharp also would take $100 million in profits from the state-owned Bank of North Dakota to help offset the projected shortfall.<\/p>\n<p>Dalrymple has been crafting the bill with GOP legislative leaders over the past few weeks. It will be considered when lawmakers return Tuesday for a three-day special session that was summoned by Dalrymple.<\/p>\n<p>The governor says he and the GOP-controlled Legislature &#8220;have faith&#8221; the measure will pass.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; Police in Grand Forks say foul play is not suspected in the death of a man whose body was found in a grassy area by a truck stop.<\/p>\n<p>The Grand Forks Police Department on Monday said the 44-year-old man was from Ontario, Canada. His body was found Sunday morning by a person exercising a dog.<\/p>\n<p>Authorities say the body had &#8220;significant trauma.&#8221; An autopsy was planned to determine the cause of death.<\/p>\n<p>Police say the evidence in the case does not suggest that the public is in danger. Police say people with information regarding this case should contact authorities.<\/p>\n<p>&nbsp;<\/p>\n<p>BILLINGS, Mont. (AP) &#8211; A North Dakota man was killed in a two-vehicle crash on U.S. Highway 212 near Lame Deer in southeastern Montana.<\/p>\n<p>The Montana Highway Patrol says the 31-year-old man from Ft. Yates, North Dakota, was westbound in his car at about 7 p.m. Sunday when he attempted a U-turn. He was T-boned by a westbound pickup truck driven by a 28-year-old man from Forest City, Arkansas.<\/p>\n<p>The victim died at the scene. His name has not been released.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Gasoline prices continue to fall in North Dakota, with many stations now around the $2 per gallon mark.<\/p>\n<p>AAA puts the statewide average at $2.19 and Gasbuddy.com at $2.17. Both estimates are more than 50 cents a gallon cheaper than last year at the same time.<\/p>\n<p>AAA says about one-fifth of North Dakota gas stations are now selling for less than $2 a gallon, and the statewide average is likely to approach that mark over the next several weeks.<\/p>\n<p>Gasbuddy.com says motorists around the country are enjoying the cheapest summer gas prices in more than a decade.<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A federal judge in North Dakota has blocked the state&#8217;s voter identification law after it was challenged by a group of American Indians.<\/p>\n<p>U.S. District Judge Daniel Hovland issued a temporary restraining order Monday. Hovland wrote that the state could easily fix the problem by letting voters file affidavits or declarations if they don&#8217;t have a valid ID.<\/p>\n<p>The lawsuit was filed in January by seven members of the Turtle Mountain Band of Chippewa. They alleged that the state&#8217;s voter identification requirements &#8220;disproportionately burden and disenfranchise Native Americans.&#8221;<\/p>\n<p>Hovland agreed, ruling that the state&#8217;s &#8220;ill-advised&#8221; repeal of &#8220;fail-safe&#8221; provisions in 2013 resulted in an undue burden on Native Americans trying to vote.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>LONG POND, Pa. (AP) &#8211; Chris Buescher waited out a foul-weathered end on pit road to become a stunning winner in Monday&#8217;s Sprint Cup race at Pocono Raceway.<\/p>\n<p>Buescher, who drives for underfunded Front Row Motorsports and hadn&#8217;t finished better than 14th all season, was the beneficiary of bad weather on a rare Monday race that had been postponed a day by rain.<\/p>\n<p>Buescher will need to find a way to wrangle a spot in the top 30 over the final five races before the Chase for the Championship field is set. Jeff Gordon finished 28th driving for the injured Dale Earnhardt Jr.<\/p>\n<p>&nbsp;<\/p>\n<p>The Boston Red Sox have acquired left-handed reliever Fernando Abad from the Minnesota Twins for minor-league pitcher Pat Light.<\/p>\n<p>The deal was first announced Monday before the non-waiver trade deadline, giving the Red Sox another veteran for the bullpen in their pursuit of Baltimore and Toronto in the AL East race.<\/p>\n<p>Abad posted a 2.65 ERA in 39 appearances for the Twins, making $1.25 million this year. He\u2019ll be eligible for free agency after the 2017 season. The 30-year-old Abad has held opponents to a .220 batting average this year. He came up with Houston and also pitched for Washington and Oakland.<\/p>\n<p>The right-handed Light has a 2.32 ERA in 31 innings for Triple-A Pawtucket.<\/p>\n<p>The Minnesota Twins have acquired starting pitcher Hector Santiago a minor leaguer from the Los Angeles Angels for right-handers Ricky Nolasco and Alex Meyer and cash.<\/p>\n<p>The deal was done Monday before the non-waiver deadline. Santiago, an All-Star last season, is 10-4 with a 4.25 ERA in 22 starts while making $5 million this year and eligible for free agency after the 2017 season. The Angels also sent Double-A reliever Alan Busenitz to the Twins.<\/p>\n<p>The 33-year-old Nolasco went 15-22 with a 5.44 ERA for the Twins since signing before the 2014 season a $49 million, four-year contract. The president&#8217;s comments come as Trump faces bipartisan condemnation for comments criticizing the Muslim parents of an Army captain killed in Iraq.<\/p>\n<p>WASHINGTON (AP) &#8211; Two U.S. cyber-security firms say that their analysis of computer breaches at the Democratic Party&#8217;s funding group for congressional candidates shows detailed evidence that the intrusions were likely linked to Russian hackers. The two U.S. companies said in separate posts today that internet domains and registrants used in the breach of computers used by the group can be traced back to a Russian hacking group linked to that nation&#8217;s intelligence services. That same hacking group, known as &#8220;Fancy Bear,&#8221; was previously connected to the June cyber breach at the Democratic National Committee.<\/p>\n<p>WASHINGTON (AP) &#8211; The United States has launched multiple airstrikes against Islamic State militants in Libya today. It marks the opening of a new and more persistent front against the group. Libyan and U.S. officials say the airstrikes come at the request of the Libyan government that has the backing of the United Nations.<\/p>\n<p>LOCKHART, Texas (AP) &#8211; Federal records show the company operating the balloon tour involved in Saturday&#8217;s fatal crash in Texas had another accident two years ago. A Federal Aviation Administration accident report shows that a balloon registered to Heart of Texas Hot Air Balloon Rides made a hard landing in a church soccer field in August of 2014. The crash injured two female passengers. Sixteen people died in Saturday&#8217;s crash.<\/p>\n<p>ALBANY, N.Y. (AP) &#8211; New York&#8217;s governor wants to keep nearly 3,000 registered sex offenders from playing &#8220;Pokemon Go.&#8221; Gov. Andrew Cuomo is telling state authorities to keep those offenders, who are now on parole, from taking part in the wildly popular online game, in an effort to safeguard children who play.
