Council Member Gumke was not present.<\/p>\n<p>CONSENT AGENDA ITEMS CONSIDERED SEPARATELY:<\/p>\n<p>Council Member Buchanan asked that Item G be discussed, a Resolution to approve the JSDC 2017 Budget as presented.<\/p>\n<p>He asked JSDC Connie Ova about the dollar amounts on some of the line items and why some of the items were low.<\/p>\n<p>She said a credit was on the books, with Newman signs from a few years ago with Spiritwood Ethanol Plant, in addition to attempting to keep the budget as low as possible adding JSDC is capped on the amount asked for from political subdivisions.<\/p>\n<p>The Council voted to approve the Resolution.<\/p>\n<p>Mayor Andersen asked that Item K be discussed, a Resolution to prohibit parking on the 1000 Block of 10<span style=\"font-size: xx-small;\">th <\/span>Street SE. She said a limited parking prohibition is not needed and &#8220;bad planning,\u2019 concerning limiting the ban to one block.<\/p>\n<p>She asked the Resolution be tabled until the next committee meeting.<\/p>\n<p>Council Member Brubakken suggested the entire corridor have parking prohibited.<\/p>\n<p>Council Member Buchanan was in favor of the limited ban with the possibility of expanding it later.<\/p>\n<p>Council Member Phillips asked the Resolution be re-visted in regard to all of 10<sup>th<\/sup> Street Southeast having a parking ban, but favors the limited ban.<\/p>\n<p>The City Council voted 3-1 in favor of the Resolution with Mayor Andersen voting opposed.<\/p>\n<p>Business on the block include, \u3000Budget Auto Services\u00a0and \u00a0Towing and Sanford Health HealthCare Accessories.<\/p>\n<p>REGULAR AGENDA<\/p>\n<p>RESOLUTIONS:<\/p>\n<p>A.<b>Public Hearing was held <\/b>concerning the special assessments on the 2015 Sidewalk, Curb &amp; Gutter District #15-11.<\/p>\n<p>Following the Public Hearing the City Council approved the special assessments in the total amount of $30,198.83, with the City Share-Departments at $25,390.63, and benefited properties to be assessed in the amount of $4,808.20.<\/p>\n<p>The Council authorized the issuance and sale of $1,333,000 in Water Treatment Assessment Warrant, Series 2016B, for improvements on the Southwest Water Main Replacement District 16-62.<\/p>\n<p>&nbsp;<\/p>\n<p>ORDINANCES:<\/p>\n<p>The <b>First Reading <\/b>: concerned an ordinance to amend and re-enact Ordinance 329 of the City Code by amending the District Map to change the zoning of a 4.47 acre parcel within Auditor\u2019s Lot 2 within the NW \u00bc of Section 26 and the NE \u00bc of Section 27, Township 140N, Range 64 W, from A-1 (Agricultural District) and M-1 (Limited Industrial and Manufacturing District) to M-1 (Limited Industrial and Manufacturing District). The First Reading was approved.<\/p>\n<p>First Reading: Concerning an ordinance to amend and re-enact Section 7 of Appendix B of the City Code pertaining to dedication of utility easements.<\/p>\n<p>The First Reading was approved.<\/p>\n<p>HEARING FROM THE AUDIENCE:<\/p>\n<p>Joan Morris from the City Beautification Committee, asked for an update on the Recycling RFPs.<\/p>\n<p>Mayor Andersen said the City Council may hold a Special Meeting to further discuss the recycling before the City Budget Hearings.<\/p>\n<p>APPOINTMENTS:<\/p>\n<p>Appointed was David Hillerud to serve as a member of the Planning Commission for a five year term to expire August 2021.<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT:<\/p>\n<p>Council Member Phillips asked about applying for a State Bank of North Dakota infrastructure loan.<\/p>\n<p>City Administrator Jeff Fuchs says he\u2019s in contact with officials on moving forward.<\/p>\n<p>&nbsp;<\/p>\n<p>OTHER BUSINESS:<\/p>\n<p>Approved the request from Jamestown Hockey Booster Club, Inc., for a gaming site authorization, at the Gladstone Inn, Banquet Rooms 1, 2 &amp; 3, on February 15, 2017.<\/p>\n<p>The meeting was shown live on CSi Cable 67 followed by replays.<\/p>\n<p>Valley City (VCSU- CSi) Hayden Zander, a Valley City State University junior from Killdeer, N.D., has been conducting research this summer with VCSU biology professor Andre DeLorme, Ph.D.<\/p>\n<p>Zander\u2019s research involves documenting the distribution of dragonfly species in North Dakota in an attempt to determine the impact of climate change.<\/p>\n<p>One of the main concerns about global climate change is its impact on the geographic distribution of species. Dragonfly species distributions have been shown to be especially sensitive to climate change. It is predicted that southern species may expand northward and northern species may have their distributions greatly decreased by warming temperatures.<\/p>\n<p>Since current distributions of dragonflies in North Dakota are not well known, Zander is traveling throughout the state collecting and documenting species to help benchmark their distribution.<\/p>\n<p>Zander is conducting his research under the auspices of the Center for Regional Climate Studies (CRCS) at the University of North Dakota. VCSU is an associated institution of the CRCS.<\/p>\n<p>His research is funded by a grant award from the Research Experience for Undergraduates (REU) pilot program of the North Dakota Experimental Program to Stimulate Competitive Research (EPSCoR). Zander is one of five North Dakota university students selected for an REU grant this summer.<\/p>\n<p>North Dakota EPSCoR is a federal- and state-funded program designed to improve the ability of university and college researchers to compete more effectively for federal, regional and private research grants in the sciences, technology, engineering and mathematics.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Authorities in Bismarck are investigating two suspicious vehicle fires.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities about 5 a.m. Tuesday responded to a fire in a semitrailer parked at a hotel. The semi was hauling 600 20-pound propane tanks. The fire was contained to the semi&#8217;s cab, and no tanks were affected.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A few minutes later another fire was reported in a car parked in the lot of a nearby hotel. Fire damage was contained to the one vehicle.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Fire Department has deemed both fires suspicious and turned the investigation over to police.\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A 19-year-old Bismarck man accused of shooting at a woman has pleaded not guilty to attempted murder and criminal mischief.<\/p>\n<p>Authorities allege Trevor Peterson fired at the woman in May after he tried to sell drugs to her and a man outside of an apartment building and they refused the offer.<\/p>\n<p>Peterson&#8217;s attorney has said his client was severely intoxicated when the incident happened. A judge in June ordered Peterson to undergo addiction treatment.<\/p>\n<p>Defense attorney William Kirschner said Monday that he&#8217;s awaiting reports from the treatment facility. Judge Cynthia Feland scheduled a hearing next week to determine if Peterson&#8217;s $100,000 bond will be reduced.<\/p>\n<p>A jury trial is scheduled to begin Nov. 28.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) &#8211; Minot police are looking for whoever crashed a pickup truck through the wall of a hotel and then fled the scene.<\/p>\n<p>Authorities say the truck went through an outside wall of the Sleep Inn &amp; Suites and into a conference room about 10 p.m. Sunday. No one inside the hotel was hurt.<\/p>\n<p>A damage estimate was not immediately released.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A Dunseith woman accused of sexually abusing a boy has been sentenced to six months in prison and six months of home confinement.<\/p>\n<p>Raelynn Thiefoe pleaded guilty in March to a federal charge of sexual abuse of a minor. Authorities say she engaged in a sexual act last year with a boy between the age of 12 and 16.<\/p>\n<p>In handing down the sentence, U.S. District Judge Ralph Erickson said Thiefoe has a diminished learning capacity and is easily manipulated.<\/p>\n<p>Thiefoe was ordered to undergo chemical dependency screening and treatment. Erickson says she must serve five years of supervised release.<\/p>\n<p>&nbsp;<\/p>\n<p>HALLIDAY, N.D. (AP) &#8211; A truck that rolled over in Dunn County spilled more than 5,000 gallons of a mixture of oil and saltwater over the weekend.<\/p>\n<p>The North Dakota Department of Health says the incident happened Saturday about seven miles north of Halliday.<\/p>\n<p>The department says the truck spilled about 5,040 gallons of produced water and about one-fourth of that has been recovered. The agency says an undetermined amount of produced water flowed through a culvert and into a stock pond.<\/p>\n<p>Produced water is a mixture of saltwater and oil and can contain drilling chemicals.<\/p>\n<p>High Ball Transport owns the truck. Its representatives could not be reached for comment Monday as a phone number for the company available in a public listing appeared to be disconnected.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota lawmakers are back in Bismarck for a special session to address a budget shortfall.<br \/>\nAn updated budget forecast predicted tax collections will continue to drop due to depressed oil and farm commodity prices. The forecast says the deficit will swell to $310 million if nothing is done by the time the current budget cycle ends June 30.<br \/>\nRepublican Gov. Jack Dalrymple is endorsing a bill crafted with GOP legislative leaders that would make further cuts to government agencies, skim profits from North Dakota&#8217;s state-owned bank and use a rainy day fund to make up the shortfall.<br \/>\nMajority Republicans and the governor want to complete the session in three days, the minimum time needed to introduce and approve bills.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A federal judge has blocked North Dakota&#8217;s voter identification law after a group of American Indians said it unfairly burdens them. It&#8217;s the latest court ruling against voting laws that critics say disproportionately affect minorities. U.S. District Judge Daniel Hovland issued a temporary restraining order and criticized the state for its 2013 repeal of provisions that let people without valid IDs vote if someone vouched for them.<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; Williston officials have finished drafting a new ordinance to eliminate oil field crew camps in city limits.<\/p>\n<p>Federal Judge Daniel Hovland in June issued a preliminary injunction preventing Williston from enforcing a July 1 shut-down deadline. His decision was based on a possible technical error by the City Commission when the group voted in November 2015 to approve the date.<\/p>\n<p>The City Commission then voted to draft a new ordinance, and the work is done. The commission is expected to vote on it sometime this month.<\/p>\n<p>The ordinance mirrors the earlier version, with the addition of a reclamation provision. It sets a Sept. 1 occupancy deadline, with companies given about another two years to clean up and reclaim crew camp sites.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. Santiago, an All-Star last season, is 10-4 with a 4.25 ERA in 22 starts while making $5 million this year and eligible for free agency after the 2017 season. The Angels also sent Double-A reliever Alan Busenitz to the Twins.<\/p>\n<p>The 33-year-old Nolasco went 15-22 with a 5.44 ERA for the Twins since signing before the 2014 season a $49 million, four-year contract.
