Helmets are required for all participants.<\/p>\n<p>If you are registering for the run\/walk and the Gear Grinder event, the race fee for both is $15 for children and $35 for adults. Registration includes a Gear Grinder\/Trail run\/walk T-shirt.<\/p>\n<p>A signed release form is required for all participants for both events. (AP) \u2014 North Dakota&#8217;s Legislature has approved a bill to address a $310 million shortfall in the state budget.<\/p>\n<p>The state House voted 82-8 Thursday morning to pass the bill. It will further cuts to government agencies, take profits from North Dakota&#8217;s state-owned bank and exhaust what&#8217;s left of a rainy day fund to make up the shortfall.<\/p>\n<p>The Senate voted 46-0 Wednesday to approve the bill crafted by Republican Gov. Jack Dalrymple and GOP legislative leaders. Dalrymple signed the bill Thursday morning.<\/p>\n<p>Attempts by Democrats to amend the measure to restore some funding for social programs and property tax relief failed in the GOP-controlled Legislature.<\/p>\n<p>&nbsp;<\/p>\n<p>WATFORD CITY, N.D. (AP) \u2014 A Hebron man is dead after a cement truck crash in McKenzie County. The Highway Patrol says the truck went in the ditch off state Highway 1806, rolled and came to rest on its top. The driver died at the scene 14 miles north of Watford City, about 2:30 p.m. Wednesday. Authorities did not immediately identify the 42-year-old man, who was alone in the truck.<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>BISMARCK, N.D. (AP) \u2014 A Bismarck man has been charged with felony child neglect after a toddler in his care had to be rescued from an apartment complex swimming pool.<\/p>\n<p>Police allege 40-year-old Rolland Noheart didn&#8217;t immediately come to the 18-month-old boy&#8217;s rescue Tuesday night. Authorities also say that when Noheart finally pulled the boy from the water, he let the limp child fall over and strike his head on concrete.<\/p>\n<p>The boy was hospitalized in intensive care. His condition wasn&#8217;t released.<\/p>\n<p>Noheart could face up to five years in prison if convicted. Court documents don&#8217;t list an attorney for him, and a home telephone listing couldn&#8217;t be found.<\/p>\n<p>Court documents show Noheart pleaded guilty to a child neglect or abuse charge in 2005 and was sentenced to serve a year in prison.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<p>FARGO, N.D. (AP) \u2014 Two men who worked for a North Dakota railroad say they were wrongly fired after they testified for a fellow employee who was injured on the job. Timothy Prescott and Troy Whitney have filed federal whistleblower lawsuits against Wahpeton-based Red River Valley &amp; Western Railroad Co. The men say they were fired days after the railroad settled a complaint by Bradley Schaack, who was injured in 2012. The railroad said Tuesday that the men were fired for a &#8220;non-retaliatory&#8221; reason.<\/p>\n<p>&nbsp;<\/p>\n<p>BURLINGTON, N.D. (AP) \u2014 The Red River is in eastern <span style=\"color: red;\">North<\/span>\u00a0<span style=\"color: red;\">Dakota<\/span>, but the Souris River in the <span style=\"color: red;\">north<\/span> central part of the state could also make a claim to the name.<\/p>\n<p>A\u00a0 large section of the Souris in the Burlington area has turned the color red.<\/p>\n<p>State Health Department officials inspected the river and determined that the phenomenon is due to a small organism that grows in water with excessive nutrients. The main source of those nutrients is believed to be fertilizer from farmland and lawns.<\/p>\n<p>Such outbreaks are rare. The organism can produce a toxin, but the Health Department doesn&#8217;t think the red Souris presents a serious health risk to people.<\/p>\n<p>The toxin can be deadly to fish but there&#8217;s no evidence of a fish kill.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports\u2026<\/p>\n<p>Valley City (CSi)\u00a0 Ryan Montgomery has been named head men\u2019s basketball coach at Valley City State University.<\/p>\n<p>VCSU athletic director Nate Stewart says,\u00a0 \u201cThe Viking community is excited about Ryan Montgomery joining us.\u00a0 He has a solid grasp on what\u2019s needed to shape and maintain a top program, and we\u2019re looking forward to seeing his positive impact on our team and our university.\u201d<\/p>\n<p>Montgomery has served as assistant coach at Bemidji State University (BSU) in Bemidji, Minn., since 2010; from 2008\u201310 he served as a graduate assistant at BSU. Montgomery coached four years under current BSU head coach Mike Boschee, a native of Valley City.<\/p>\n<p>At BSU, Montgomery served as recruiting coordinator and was active in all phases of the Beaver men\u2019s basketball program, including individual player development, academic progress, game preparation, and team travel.<\/p>\n<p>Montgomery also served as camp coordinator and instructor; in his career, he has worked more than 100 player development camps.<\/p>\n<p>During his tenure on the Bemidji staff, the Beavers went 87-81, including shares of two Northern Sun conference titles and a program best 22-9 record and an NCAA Division II tournament appearance in the 2011\u201312 campaign.<\/p>\n<p>Prior to joining BSU, Montgomery served as assistant coach in 2007\u201308 at his alma mater, Plainview-Elgin-Millville High School in Plainview, Minn.<\/p>\n<p>The VCSU Vikings men\u2019s basketball team is coming off a 22-11 season, including their second NAIA national tournament appearance and a first-round tourney win. Montgomery succeeds Jeff Kaminsky, who departed Valley City State after 11 seasons to become head coach at Wayne State College in Nebraska.<\/p>\n<p>Montgomery holds a master\u2019s degree in sport studies from BSU and a bachelor\u2019s degree in exercise sports science with a minor in psychology from Hamline University in St. Paul, Minn., where he played college basketball. His wife, Trista, is an outdoor enthusiast and a fitness and yoga instructor.<\/p>\n<p>Montgomery says, \u201cI would like to thank AD Nate Stewart and the search committee for providing me with this great opportunity to become VCSU\u2019s head men\u2019s basketball coach.\u00a0 I believe Valley City, VCSU, and its basketball program are a great fit for my wife and I. (AP) \u2014 A Black Lives Matter activist is suing the city of Baton Rouge, Louisiana, over his arrest last month at a protest after a black man was fatally shot during a struggle with two white police officers. DeRay Mckesson was among nearly 200 protesters arrested in Baton Rouge following the July 5 shooting death of Alton Sterling. A class-action lawsuit filed Thursday in federal court on behalf of Mckesson and two other arrested protesters accuses the city and police officials of violating their civil rights and using excessive force.<\/p>\n<p>CHARLESTON, S.C. (AP) \u2014 Officials at a South Carolina jail are investigating how an inmate managed to assault Dylann Roof, the white man charged with killing nine black parishioners at a Charleston church. The sheriff in Charleston says it happened when a black inmate in a high-security unit managed to get through a cell door to reach Roof. According to the sheriff, Roof and his lawyers don&#8217;t want to press charges.<\/p>\n<p>KINSHASA, Congo (AP) \u2014 An investigation by The Associated Press finds that 1 million doses of yellow fever vaccines went missing in Angola after the World Health Organization and partners shipped the country over 6 million doses in February. Amid the biggest yellow fever outbreak in decades, WHO and partners made a series of avoidable mistakes that stalled control efforts, including losing track of syringes for vaccination campaigns. It&#8217;s now facing such a severe shortage of vaccines that it is recommending the shots be diluted.<\/p>\n<p>NEW YORK (AP) \u2014 There&#8217;s an encouraging development in the fight against Zika. Researchers say three experimental vaccines were able to protect monkeys against infection from the virus. The experiment involved a traditional vaccine and two more cutting-edge vaccines. The traditional one is expected to enter preliminary human studies this year. The success is reported in the journal Science.<\/p>\n<p>MONTGOMERY, Ala. (AP) \u2014 A federal judge is dismissing an effort by Alabama Chief Justice Roy Moore to overturn his suspension. The judge Thursday tossed out Moore&#8217;s lawsuit against the Alabama Judicial Inquiry Commission. A court is considering judicial ethics charges that could lead to Moore&#8217;s ouster, and the federal judge writes that the state process should continue without federal court interference.
