{"id":105855,"date":"2016-08-16T18:17:40","date_gmt":"2016-08-16T23:17:40","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=105855"},"modified":"2016-12-09T15:03:00","modified_gmt":"2016-12-09T21:03:00","slug":"city-commission-continues-thompson-as-police-chief","status":"publish","type":"post","link":"https:\/\/csinewsnow.com\/?p=105855","title":{"rendered":"City Commission continues Thompson as Police Chief"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-1888\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/08\/CityHallVC-300x202.png\" alt=\"CityHallVC\" width=\"300\" height=\"202\" srcset=\"https:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/08\/CityHallVC-300x202.png 300w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/08\/CityHallVC-259x175.png 259w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/08\/CityHallVC.png 445w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Valley City\u00a0 (CSi)\u00a0 The Valley City Commission met in Regular Session Tuesday evening at City Hall.\u00a0 All members were present.<\/p>\n<p><strong>APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:<\/strong><\/p>\n<p>A \u00a0Game of Chance Raffle Permit for Valley City USBC Youth Bowling.<\/p>\n<p>A new electrical license for Top Tier LLC.<\/p>\n<p>PUBLIC FORUM:\u00a0 Madeline Luke reported on an Opioid panel discussion of state and national officials she attended.\u00a0 She related numbers of individuals misusing the drugs, and that they come by it from in many cases, friends or family.\u00a0 She said the legal disposal may be accomplished at drop off locations at law enforcement locations.\u00a0 She pointed out the drugs should be locked up to avoid individuals taking the drug without a doctor\u2019s prescription.<\/p>\n<p><strong>RESOLUTIONS <\/strong><\/p>\n<p>City Commissioners approved a Resolution creating new fees for the Public Works Hook-up fees to existing water and sewer lines. \u00a0City Administrator Schelkoph pointed out that the city has incurred a 20 percent markup in parts for the system.\u00a0 The resolution passed with Commissioner Magnuson voting in opposition.<\/p>\n<p><strong>NEW BUSINESS <\/strong><\/p>\n<p>Approved the renewal of Gaming Site Authorization for the North Dakota Winter Show at the Valley City Eagles Club.<\/p>\n<p>The City Commission then\u00a0 approved blocking off frontage road in front of NAPA for their summer tool sale, August 29, 2016 from 9 am to 9 pm.<\/p>\n<p>Commissioners\u00a0 tied on a 2-2 vote on appointing City Administrator, David Schelkoph to the MRES Board of Directors. Pedersen and Magunuson voting in favor, Ross and Bishop, opposed.<\/p>\n<p>Before the vote, Schelkoph told Commissioner Ross he would be in Sioux Falls, once a month, to serve on the board.<\/p>\n<p>Ross suggested a job responsibility review of Schelkoph before adding more duties.<\/p>\n<p>Commissioner Pedersen said the City Administrator is an ambassador of the city, and Schelkoph\u2019s experience will be a great fit for the board position.<\/p>\n<p>Commissioner Bishop asked if the board position is paid.<\/p>\n<p>Following the vote, the appointment will be re-visited at a later date.<\/p>\n<p>Commissioners considered adding a 2.19 percent surcharge onto credit card payments. \u00a0Public Works \u00a0Accountant Gary Jacobson said it would be a month before the surcharge takes effect.<\/p>\n<p>Commissioner Ross moved to deny the surcharge which was unanimously approved.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved \u00a0appointing VCSU\u2019s new Athletic Director, Nate Stewart, to the Visitor\u2019s Committee to replace Jack Denholm.<\/p>\n<p>Received an application for Property Tax Incentive for New or Expanding Businesses for Valley Bluffs, LLC and set public hearing date for September 6, 2016. \u00a0Commissioners approved receiving the application and setting the Public Hearing.<\/p>\n<p>The Commission approved participation and maintenance agreement with the NDDOT for Project No. NHU-2-094(083)929 and NHU-2-094(084)930, Main Street from 3rd St SW \u2013 5th Ave SE, for milling bituminous pavement, hot mix asphalt, ADA ramp construction and incidentals.<\/p>\n<p>Commissioners also approved participation and maintenance agreement with the NDDOT for Project No. NHU-2-094(130)931, Main Street \u2013 9th Avenue SE to City Limits, for hot mix asphalt, curb and gutter, sidewalk and incidentals.<\/p>\n<p>Considered appointing an appraiser for Phase III Permanent Flood Protection buyouts. City Administrator Schelkoph no bids have been received.\u00a0 He said another submission will be sent out.\u00a0 The item was tabled.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The City Commission officially recognized the continued employment of Police Chief Thompson.<\/strong><\/p>\n<p><strong>City Administrator Schelkoph said in October of 2015, the city received Thompson\u2019s resignation effective January 15, 2016.\u00a0 He decided to stay on voluntarily while searching for another chief, and in the mist of the city revisiting the police department\u2019s combining with the Sheriff\u2019s Office, which was not affected.<\/strong><\/p>\n<p><strong>Schelkoph said Thompson has requested to stay on as chief.\u00a0 Thompson told the commission that he resigned due to a hostile working conditions, and an arbitrator agreed with the group, filing the complaint, and then former Mayor Werkhoven resigned.<\/strong><\/p>\n<p><strong>The commission discussed the withdrawal of the resignation letter, which City Attorney Myhre said was not formally accepted by the City Commission.<\/strong><\/p>\n<p><strong>Myhre\u2019s legal opinion is that Chief Thompson has, and continues to be the police chief.<\/strong><\/p>\n<p><strong>The motion was to recognized Thompson\u2019s continued employment as chief.<\/strong><\/p>\n<p><strong>The Commissioners voted unanimously to approve Thompson\u2019s continued employment as police chief.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>CITY ADMINISTRATORS REPORT \u00a0Nothing was stated by David Schelkoph.<\/p>\n<p>&nbsp;<\/p>\n<p>CITY UPDATE &amp; COMMISSION REPORTS<\/p>\n<p>It was noted that absentee ballots are available at City Hall, for the September 15, 2016, Mayoral Election.\u00a0 Ballots can be mailed, if requested.<\/p>\n<p>Chief Thompson reminds residents not to allow strangers in your home, some, wanting to use the restroom, are looking for access to drugs.<\/p>\n<p>KLJ reported a public input and discussion meeting will be held on Tuesday August 23, 2016, from 6-p.m., to 8-p.m., at City Hall on the proposed storm sewer project.<\/p>\n<p>The meeting\u00a0 was shown live on CSi 68 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley City\u00a0 (CSi)\u00a0 The Valley City Commission met in Regular Session Tuesday evening at City Hall.\u00a0 All members were present.
