HIGHS IN THE UPPER 70S.<\/p>\n<p>&nbsp;<\/p>\n<p>THERE IS A HIGH CHANCE FOR THUNDERSTORMS FRIDAY THROUGH FRIDAY NIGHT.<\/p>\n<p>LOW CHANCES FOR THUNDERSTORMS CAN BE EXPECTED SATURDAY THROUGH MONDAY.<\/p>\n<p><span id=\"_oneup\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>Valley City\u00a0 (CSi)\u00a0 Valley City Police Chief Fred Thompson reports that\u00a0 two males are\u00a0 facing charges of \u00a0terrorizing, felonious restraint and burglary resulting from an incident this past weekend that occurred at residences in Valley City.<\/p>\n<p>The report says, the two men are in custody after terrorizing residents at two Valley City residences at gunpoint and kidnapping a juvenile girl<\/p>\n<p>Chief Thompson says 23 year-old Johannes Brannan of Sharon, North Dakota and 22 year-old Drew Gullicks of Valley City were arrested Sunday in Valley City, and remanded to the Barnes County Jail.\u00a0 The weapon was recovered.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown Police Department is warning residents of a convicted sex offender who changed addresses the City of Jamestown.<\/p>\n<p>Ramon Martinez, Jr.,is now\u00a0 living at Frontier Fort Campground(Living in a tent).<\/p>\n<p>His vehicle is a dark green 1997 Mercury Mountaineer, ND license:\u00a0 684AEK.<\/p>\n<p>He is a 37 year old male, five feet six inches tall, and 150 pounds, with brown eyes and black hair.<\/p>\n<p>He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General\u2019s Office.<\/p>\n<p>He has been convicted of Corrupt\/Solicitation of a minor involving a 15 year old girl at his Fargo residence.<\/p>\n<p>Convicted in December of 2007 in Cass County District Court.<\/p>\n<p>Disposition, five years, one year suspended, 10 years supervised release.<\/p>\n<p>He has been convicted of Corrupt \/Solicitation of a minor providing alcohol to a 16 year old girl and then had sex with her.<\/p>\n<p>He was convicted in October of 2001 in Richland County District Court.<\/p>\n<p>Disposition, one year-359 days suspended for one year.<\/p>\n<p>He is currently on probation with North Dakota Parole and Probation, is on GPS monitoring.<\/p>\n<p>Martinez is not wanted by police at this time and has served the sentence imposed by the court.<\/p>\n<p>This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.<\/p>\n<p>Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.<\/p>\n<p>Printed handouts of the demographics of Ramon Martinez, Jr., are available at the Jamestown Police Department.<\/p>\n<p>More information on registered sex offenders is available at the North Dakota Attorney General\u2019s web site: <a href=\"http:\/\/www.sexoffender.nd.gov\">www.sexoffender.nd.gov<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi)\u00a0 The City of Jamestown held a Budget Committee meeting Monday at 3-p.m., at City Hall, to discuss the 2017 budget. \u00a0All members were present.<\/p>\n<p>At the outset of the meeting, City Administrator Jeff Fuchs read a narrative , and projected that 2016 revenues will be\u00a0 $609,000 less than budget. Many based on North Dakota projected cuts.<\/p>\n<p>The Highway Tax Distribution, items related to vehilces, is down $263,00 from the amount budgeted and $178,00 less than the 2015 actual.<\/p>\n<p>The State Aid Distribution, sales tax, is down $417,000 from the budgeted amount and $311,000 less than the 2015 actual.<\/p>\n<p>Fuchs says he used the same property tax levy of $2,939,215 for the General Fund, as was levied for 2016.<\/p>\n<p>The value of one mill in 2016 was $38,2018, and for 2017, is projected to be $41,499.<\/p>\n<p>Projecting that overall 2016 expenditures will be $450,000 less that was budgeted and about the same as 2015 actual expenditures.\u00a0 Some 2016 expenditures have not yet been made.<\/p>\n<p>The 2017 Draft Budget was prepared as a \u201cbare bones,\u201d operating budget and includes:<\/p>\n<p>No salary adjustments for COLA increases or step adjustments included.<\/p>\n<p>No requests for additional funding or equipment replacement or new equipment included, however, all additional requests are listed following each department\u2019s budget for informational purposes.<\/p>\n<p>No additional personnel were included in the budget.<\/p>\n<p>No additional or improved employee benefits were included in the budget.<\/p>\n<p>&nbsp;<\/p>\n<p>Based on that scenario, the 2017 base budget, if approved, will still result in $354,000 in deficit spending.<\/p>\n<p>The 2017 Draft budget is $659,273, (8%) less than the 2016 Approved Budget.<\/p>\n<p>&nbsp;<\/p>\n<p>As the city will deficit spend in 2016, and 2017, and most City Department are seeing a reduction in their 2017 budgets, averaging 8%, Fuchs is encouraging the City Council to reduce any funding to other agencies by a similar 8%.<\/p>\n<p>He also strongly encourages the City Council to allow zero increases in levies for other agencies, as the city would not be levying any increase dollars in the City Levies.<\/p>\n<p>At the end of 2017 the Reserve Fund should be at 25% to 30%.<\/p>\n<p>&nbsp;<\/p>\n<p>The Equipment Replacement which is funded by depreciation annually, does, include the equipment items requested for replacement.\u00a0 The purchases would not impact the General Fund ending balance for 2017.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Motel Tax is project to be $41,940, (21.9%) less than budgeted.<\/p>\n<p>The Restaurant Tax is projected to be $28,310, (8.4%) less than budgeted.<\/p>\n<p>It is anticipated that the fund will deficit spend $98,680\u00a0 for 2016, and $86,805 in 2017.<\/p>\n<p>&nbsp;<\/p>\n<p>City Fire Department Budget the request is for $349,000.\u00a0 Chief Reuther said the dollars include equipment replacement, and possible additional fire fighters.\u00a0 Currently there are 36, with the retirement of Gordie Christianson.\u00a0 He said the requests are a \u201cneed,\u201d and not a \u201cwant.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown Police Department, Chief Scott Edinger said $20,000 for body cameras is an option at this time.\u00a0 He said $150,000 is needed for radio replacement, noting recent radio failures.<\/p>\n<p>Finance and Assessment\u2026.computers<\/p>\n<p>Engineering\u2026..replacing old surveying equipment.<\/p>\n<p>Inspection Department\u2026.hiring a plumbing and mechanical inspector, and an additional vehicle, and to replace a retiring staff member.<\/p>\n<p>Forestry\u2026request for\u00a0 $5,000 each for tree removal and planting.\u00a0 $5,000 for a dump trailer.<\/p>\n<p>Civic Center\u2026.new amplifier system.\u00a0 Concession stand stainless steel counter top and triple sink replacement to be compliance with state guidelines.\u00a0 \u00a0\u00a0Replacing food warmers.\u00a0 Floor buffer. Locker room plumbing improvements.\u00a0 Security gate replacement. Curtain and backdrop replacement.<\/p>\n<p>Some items will be taken from the 2017 General Fund.<\/p>\n<p>Arts Center requests $12,000 for matching grants including expanding educational grants.<\/p>\n<p>Street Department $100,000 for river tree and debris removal.<\/p>\n<p>Also hear from was the Municipal Court\u2026.Community Service Program\u2026. Construction Fund.<\/p>\n<p>City Administrator Fuchs pointed out that the city has lost in 2016, and 2017 10% in revenues from the state, or $700,000. He added that if that amount had been available all the department requests would likely be possible.<\/p>\n<p>He said each department needs to take that under consideration.<\/p>\n<p>City Council Member Phillips is not in favor of no salary increases for city employees, and suggested that the City Council Members might take a pay cut.<\/p>\n<p>Council Member Buchanan pointed out that when health insurance premiums were increased to city employees, the city absorbed the increase in premiums.<\/p>\n<p>Mayor Andersen asked department heads to review their requests for any possible cuts in requesting.<\/p>\n<p>The 2017 budget will be introduced at the September City Council meeting.<\/p>\n<p>After that meeting the proposed budget may be reduced, but not increased.<\/p>\n<p>The next city budget meeting will address utilities, and will be held, next week with the date to be announced.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 The U.S. Army Corps of Engineers has contacted Jamestown\u00a0 officials concerning trees that have fallen into the channel of both the Pipestem Creek and the James River.<\/p>\n<p>In the years 2009, 2010, and 2011, trees along the bank of Pipestem Creek and the James River died and have been submerged in the water.<\/p>\n<p>Also with recent low- flow years, many trees have fallen into the channel.<\/p>\n<p>Pipestem Dam Manager Bob Martin says\u00a0 it&#8217;s the city&#8217;s responsibility to have clear channels for the two dams to hold releases.<\/p>\n<div class=\"mejs-button mejs-volume-button mejs-mute\"><\/div>\n<div id=\"mep_1\" class=\"mejs-container svg wp-audio-shortcode mejs-audio\"><\/div>\n<p>Jamestown\u00a0 (CSi)\u00a0 JRMC and JRMC Foundation are pleased to bring nationally recognized nurse, author and motivational speaker Rich Bluni to Jamestown on Sept\u00a0 12 and 13 for multiple speaking engagements. The \u00a0$663,000 loan will go toward repairing and relining the interior of the 1.5-million-gallon water storage tower<\/p>\n<p>The \u00a0Drinking Water State Revolving Fund Program is administered by the North Dakota Department of Health with funding from the U.S. Environmental Protection Agency.<\/p>\n<p>&nbsp;<\/p>\n<p>WASHINGTON (CSi) \u00a0\u2013 Senator John Hoeven, who serves on the U.S. Senate Appropriations Committee, today announced that the U.S. Department of Transportation\u2019s (DOT) Federal Aviation Administration has awarded a total of $219,600 to Glen Ullin Municipal Airport Authority and Oakes Municipal Airport Authority. The funds are awarded as follows:<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Glen Ullin Municipal Airport Authority <\/strong>\u2013 $180,000 \u2013 To conduct an aeronautical survey for area navigation (RNAV) approach. (AP) \u2014 A Minot man accused of robbing five businesses in the region at knifepoint in May is now accused of trying to escape from the Ward County Jail on the Fourth of July.<\/p>\n<p>Authorities allege 25-year-old Vincent Musi III covered a surveillance camera with a towel, removed a stool bolted to the floor of his cell and used it to smash windows in the cell.<\/p>\n<p>Musi is jailed while he awaits trial for allegedly robbing four Minot businesses and a store in nearby Surrey. He could face up to 45 years in prison if convicted. He could face an additional 10 years if convicted on escape and criminal mischief charges.<\/p>\n<p>Musi appeared in court on the new charges Monday but didn&#8217;t enter a plea.<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>WILLISTON, N.D. (AP) \u2014 A man accused of fatally shooting of a co-worker in the Williston area nearly three years ago likely will spend about 16 more years in prison and then be deported to Mexico after changing his plea to guilty.<\/p>\n<p>Tovias Carrillo is a former landscaper who was accused of killing 51-year-old co-worker Juan Palacios after a disagreement at work in January 2014. Palacios&#8217; body was found beneath a mattress along a highway in Williams County.<\/p>\n<p>The 51-year-old Carrillo on Monday pleaded guilty to murder, terrorizing, aggravated assault and tampering with evidence under a plea agreement with prosecutors.<\/p>\n<p>Prosecutor Nathan Madden recommended Carrillo serve 19 years, with credit for more than 2 \u00bd years already served. A sentencing date wasn&#8217;t immediately set.<\/p>\n<p>Carrillo&#8217;s attorney says the crimes &#8220;are automatically deportable offenses.&#8221;<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. The judge also extended a restraining order against the protesters until the hearing.<\/p>\n<p>The judge says in his order filed Monday that the two sides are &#8220;strongly encouraged to meet and confer in good faith&#8221; to try and resolve the dispute out of court.<\/p>\n<p>More than two dozen protesters have been arrested in the last month for interfering with the construction of the $3.8 billion Dakota Access Pipeline meant to carry North Dakota crude to Illinois.<\/p>\n<p>Developers have agreed to halt construction until court matters are resolved.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 North Dakota Attorney General Wayne Stenehjem is warning residents of a scam involving fake Internal Revenue Service enforcement calls.<\/p>\n<p>Stenehjem says residents continue to fall victim to the scam, even though numerous warnings about the calls have been issued in the last three years.<\/p>\n<p>The scam artists pretend to be IRS enforcement agents and claim the only way the victim can avoid being arrested is to pay off the alleged tax debt immediately.<\/p>\n<p>The ruse usually involves reloadable prepaid cards, but recent victims report being instructed to buy hundreds of dollars in iTunes and other name brand gift cards. The victims are then asked to read off numbers from the cards.<\/p>\n<p>Stenehjem says anyone who receives a phony IRS call should report it to the United States Treasury at 1-800-366-4484.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 The Three Affiliated Tribes is formally supporting the Standing Rock Sioux as that tribe protests construction of the Dakota Access Pipeline.<\/p>\n<p>Three Affiliated Tribes Chairman Mark Fox has issued a formal letter supporting &#8220;an alternative means and method of transporting oil to market.&#8221;<\/p>\n<p>The protesters in southern North Dakota have disrupted construction of the $3.8 billion pipeline that&#8217;s to carry oil to Illinois. The Standing Rock tribe fears a leak could contaminate their drinking water, which comes from the Missouri River.<\/p>\n<p>More than two dozen protesters have been arrested. Morton County Sheriff Kyle Kirchmeier estimates law enforcement overtime costs related to the protest are totaling about $100,000 per week.<\/p>\n<p>Gov. Jack Dalrymple on Friday issued an emergency declaration to free up more state resources.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) \u2014 Two men vying to be North Dakota&#8217;s next governor will participate in three debates before Election Day.<\/p>\n<p>Republican Doug Burgum and Democrat Marvin Nelson will debate Thursday in Bismarck, Oct. 3 also at the state&#8217;s capital and Oct. 10 in Fargo. Prairie Public Television will air the Oct. 10 debate two days later.<\/p>\n<p>Burgum, a former Microsoft executive, in a statement on Monday said the debates will allow voters to learn about how the state can move &#8220;forward in the 21st century.&#8221;<\/p>\n<p>Josh Dryer is Nelson&#8217;s campaign manager. Dryer says Nelson is &#8220;open to the debates.&#8221; He says Nelson, a state representative from Rolla, will commit to participating in &#8220;any debate, any time.&#8221;<\/p>\n<p>Burgum and Nelson also face Libertarian Party candidate Marty Riske. Riske did not immediately return a call Monday seeking comment regarding his potential participation in the debates.<\/p>\n<p>&nbsp;<\/p>\n<p><span id=\"_oneup\">HILLSBORO, N.D. (AP) \u2014 A 20-foot-long drone that was brought to North Dakota to test precision agriculture methods is now part of a trial run to see if can help crews restore power to areas hit by natural disasters. The Elbit Systems Hermes 450 aircraft can cover 40,000 acres in an hour and fly up to 17 hours before refueling. The 150,000-square-foot building is expected to be completed by mid-2018. The existing City Hall that was built nearly six decades ago will be demolished.<\/p>\n<p>Mayor Tim Mahoney says the project that has been years in the making is &#8220;the gateway to the future&#8221; for Fargo. (AP) \u0080\u0094 A Williston teacher and coach accused of inappropriately touching an 18-year-old girl has resigned.<\/p>\n<p>The Williston Herald reports 33-year-old Walter Eldridge quit earlier this month via a letter to the school board from his attorney.<\/p>\n<p>Eldridge was Williston&#8217;s head girls basketball coach and an English teacher. The school district put him on paid administrative leave in April. He&#8217;d worked for the district about five years.<\/p>\n<p>Eldridge is accused of fondling a clothed girl last December. Authorities won&#8217;t say whether she is or was a student.<\/p>\n<p>Eldridge is scheduled for trial in early November on a misdemeanor sexual assault charge that carries a maximum punishment of 30 days in jail.<\/p>\n<p>&nbsp;<\/p>\n<p>(VCSU CSi) \u2013 The Valley City State University athletic department will once again host tailgating prior to all five home football games this season.<\/p>\n<p>The first VCSU football game is scheduled for\u00a0Thursday, Aug. 25, when the Vikings host rival University of Jamestown at\u00a07 p.m.\u00a0The tailgating lot and Nodak Mutual Fan Zone will both open at\u00a05 p.m.<\/p>\n<p>The Nodak Mutual Fan Zone returns for its third straight year and will feature an inflatable game and other games for children of all ages. The VCSU Century Club also plans to host a free will donation meal in conjunction with tailgating and the Nodak Mutual Fan Zone.<\/p>\n<p><strong>VCSU has announced several changes to its tailgating policy this season.<\/strong><\/p>\n<p>The tailgating lot will now open two hours prior to game time and will close one hour after the game. Tailgating with alcohol will be allowed prior to kickoff and at halftime. No alcohol will be allowed during the game or after the game.<\/p>\n<p>As part of the new tailgating rules, alcoholic beverages must be in an opaque plastic cup, which will be provided by the VCSU Century Club. No glass containers or cans are allowed. Those eligible to consume alcohol will be given wrist bands by the VCSU Century Club.
