(AP-CSi) \u2014 A registered high-risk sex offender accused of invading a Jamestown home and sexually assaulting a woman inside is facing five felonies.<\/span><\/p>\n<p><span style=\"font-size: 11.5pt;\">Fifty-nine-year-old Walter Grant Jr. is charged with gross sexual imposition, burglary, aggravated assault, terrorizing and felonious restraint in the alleged incident early Tuesday.<\/span><\/p>\n<p><span style=\"font-size: 11.5pt;\">Grant could face up to 45 years in prison if convicted on all of the charges. Court documents do not list an attorney for him. He was scheduled to make an initial court appearance on Thursday afternoon.<\/span><\/p>\n<p>He\u2019s being held at the Stutsman County Jail.<\/p>\n<p>The complaint alleges that Grant engaged in a sexual act with the victim in her Jamestown apartment against her will by threat of imminent death, serious bodily injury or kidnapping.<\/p>\n<p>Grant was wanted for questioning in regard to an alleged home invasion and alleged sexual assault of a female at a Southwest Jamestown residence at about 6:12 a.m. Tuesday<\/p>\n<p>Following a search by law enforcement\u00a0 \u00a0Grant, was apprehended about 10:12 a.m., in the area west of West End Hide and Fur on a hillside area, by the stockyards\u00a0Northwest\u00a0\u00a0of Jamestown.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council\u2019s Public Works Committee was updated Wednesday afternoon from Dakota Sanitation of Bismarck, and Renaissance Recycling of Jamestown, on requests for proposals for curbside recycling in Jamestown.\u00a0 Council Member Gumke was not present.<\/p>\n<p>Rick Anderson from Dakota Sanitation told the committee that the proposal is \u201csingle sort.\u201d<\/p>\n<p>He said a Jamestown recycling facility, would be established and ship the unsorted material, \u00a0to a Minnesota site, in Shakopee, \u00a0and that there would be no drop site.<\/p>\n<p>He added that the weekly participation rate is 50-55%, and the monthly participation rate is expected to be 75%.<\/p>\n<p>He explained that the pick up equipment that will be used, is 20 cubic yard trucks, every two weeks, to coincide with the garbage pick up day, providing a single container for residents to collect all recyclable materials allowed by the program.<\/p>\n<p>Billing would be included on the monthly water bill.<\/p>\n<p>It does not anticipate enough value in the recyclables to make any revenue share payments to the city of Jamestown.<\/p>\n<p>He said a five year contract would likely involve a renewal to the contract with the city a the end of five years.<\/p>\n<p>Ralph Friebel said, Renaissance Recycling would pick up with an automated cart, no glass is allowed, unlike the Dakota Sanitation, plan. The pick up would be every other week.\u00a0 \u00a0The material would be brought to the drop off site, with a manual sort, which will also be open to the public.<\/p>\n<p>Six additional workers would be employed.<\/p>\n<p>The material is then shipped out of town.<\/p>\n<p>The present building would have to be expanded.<\/p>\n<p>He is asking for a ten year contract with the city.<\/p>\n<p>The proposal includes revenue sharing with the city, at 40%.<\/p>\n<p>The Renaissance Recycling proposal includes a July 2017 program kickoff and Dakota Sanitation in the summer of 2017.<\/p>\n<p>Both proposals included information in news releases and other methods of public information to explain the best ways to use the recycling program, as all residents would be charged for the recycling program.<\/p>\n<p>Mayor Andersen suggested the city order in samples of the container sizes for the public to view.<\/p>\n<p>Commercial businesses wanting to recycle would contract independently with either business.<\/p>\n<p>Neither proposal includes the pay-as-you-throw plan, previously considered an option to operate the program to encourage recycling participation.<\/p>\n<p>Mayor Andersen said a pay- as- you- throw plan is necessary, using variable container sizes.<\/p>\n<p>Council Member Brubakken said the city needs to look at the city\u2019s changes in garbage pick up concerning equipment or possible reductions in staff.<\/p>\n<p>Council Member Buchanan also favors the pay-as-you-throw, plan.<\/p>\n<p>He added that the contractor agreement should be of a substantial length to avoid uncertainties.<\/p>\n<p>He said the fee of $5,000 a month to Renaissance Recycling would be eliminated, and suggested a subsidy.\u00a0 He said public information will be needed, including savings under automated program.<\/p>\n<p>Fees are based on container size.<\/p>\n<p>Jamestown City Beautification Committee, Chairperson Joan Morris said pay-as-you-throw, would establish costs based on how much is thrown into the landfill, versus recycled materials.<\/p>\n<p>Questions and discussion concerned availability for condo residences, and how commercial collections would be made.<\/p>\n<p>Dakota Sanitation\u00a0 is proposing a cost of $9.42 per residence per month if only residential homes and trailer parks are included. The proposed cost goes down to $6.88 per residence per month if apartment buildings are also included.<\/p>\n<p>Renaissance Recycling proposes a cost of $9.26 per residence per month for residential homes and trailer parks with the fee going down \u00a0to $6.30 per residence per month when apartments are added to the mix.<\/p>\n<p>Mayor Andersen said the city next needs to determine costs for automated equipment purchases.<\/p>\n<p>Discussions of changes to the Sanitation Department, including a pay-as-you-throw system, and the term of the contract could take place during city Budget Hearings this month.<\/p>\n<p>Recycling will be addressed again at the September Public Works Committee meeting.<\/p>\n<p>The meeting was shown live on CSi 67, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Carrington\u00a0 (CSi)\u00a0 The Carrington City Fire Department responded to a call of \u00a0scrapped cars on fire Tuesday evening.<\/p>\n<p>A \u00a0spark from a cutting started a small blaze that quickly got out of control.<\/p>\n<p>21 Carrington fire fighters responded with two pumpers and two tankers.<\/p>\n<p>New Rockford and Jamestown Rural Fire Departments sent tankers and fire fighters to help keep flames from a \u00a0house and barn on the property.<\/p>\n<p>Water trucks from Rosenau\u2019s and Carr\u2019s were sent to supplement the tankers.<\/p>\n<p>No injuries reported with damage limited to the scrap pile.<\/p>\n<p>&nbsp;<\/p>\n<p>Update&#8230;<\/p>\n<div>\n<p>CROSBY, N.D. (AP) \u2014 The Highway Patrol has identified three members of a Noonan family who died when their car was rear-ended by a pickup truck at a construction zone in Divide County.<\/p>\n<p>Authorities say 2-year-old Shayleigh Gunderson and 8-year-old Shelly Gunderson were passengers in a car driven by their father, 31-year-old Lesley Gunderson. The girls died in the crash Tuesday morning about 3 miles east of Crosby, and their father died of his injuries Wednesday.<\/p>\n<p>Four-year-old Shelton Gunderson also was a passenger in the car. He was flown to a Minot hospital with serious injuries.<\/p>\n<p>The Chiefland, Florida, man driving the truck suffered minor injuries. A woman working as a flagger in the construction zone was struck by debris but not seriously injured.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p>MINOT, N.D. (AP) \u0080\u0094 A Minot man accused of robbing five businesses in the region at knifepoint and later trying to escape from jail has entered pleas.<\/p>\n<p>Twenty-five-year-old Vincent Musi III on Wednesday pleaded guilty to three of the robbery counts, and prosecutors dropped the other two counts.<\/p>\n<p>He entered an Alford plea to the escape charge. That means he acknowledges there&#8217;s enough evidence to convict him.<\/p>\n<p>Authorities say Musi robbed four Minot businesses and a store in nearby Surrey in May, then used a stool to try to smash through windows of his cell on the Fourth of July.<\/p>\n<p>Under the proposed plea deal, Musi would serve about eight years in prison. Judge Douglas Mattson delayed a decision on whether to accept the agreement, until clerks who were threatened by Musi can comment.<br \/>\nBISMARCK, N.D. (AP)\u00a0 A Bismarck man has been charged with attempted murder in the shooting of a 36-year-old woman.<\/p>\n<p>Burleigh County Assistant State&#8217;s Attorney Marina Spahr says the woman was hospitalized Wednesday in critical condition. Authorities did not immediately identify her.<\/p>\n<p>Bond for 24-year-old suspect Benjamin Miller was set at $250,000 cash on Wednesday. He said in court that he had not yet hired an attorney.<\/p>\n<p>Miller also faces other charges in the alleged incident, including drug possession. He could face up to 34 years in prison if convicted on all charges.<br \/>\nFARGO, N.D. (AP) \u0080\u0094 A Bloomington, Minnesota man accused of running an illegal sports betting scheme in North Dakota is suing the Internal Revenue Service.<\/p>\n<p>Gerald Greenfield says the IRS overestimated his tax liability by tens of thousands of dollars in 2007 and 2008.\u00a0 Greenfield wants a federal judge to order seized financial records returned so he can file amended tax returns.<\/p>\n<p>Greenfield was indicted by a federal grand jury for accepting an estimated $10 million in illegal sports wagers, many of which came from the Fargo area.<\/p>\n<p>Greenfield is serving a combined 68-month sentence for a Minneapolis-area mortgage fraud scheme and escape from a federal prison in Duluth.<\/p>\n<p>A company that purchased Greenfield&#8217;s foreclosed home is also suing the IRS to remove a lien on the property.<br \/>\nBISMARCK, N.D. (AP)\u00a0 A federal judge did not immediately rule on a request by the Standing Rock Sioux Tribe to stop a four-state oil pipeline under construction near their reservation, which straddles the North Dakota-South Dakota border.<\/p>\n<p>The tribe is challenging the Army Corps of Engineers&#8217; decision to grant permits for Dallas-based Energy Transfer Partners&#8217; $3.8 billion Dakota Access pipeline.<\/p>\n<p>U.S. District Judge James Boasberg listened to arguments Wednesday in Washington, D.C. He says he will rule on the case by Sept. 9.<\/p>\n<p>The hearing comes amid protests over the pipeline that would cross the Missouri River near the reservation.<\/p>\n<p>The tribe fears the pipeline will impact drinking water and disturb sacred sites. The company had planned to complete the pipeline, which goes from North Dakota to Illinois, this year.<br \/>\nBISMARCK, N.D. (AP)\u00a0 An audit of the North Dakota Department of Human Services shows the agency allowed child care providers to continue to operate despite having knowledge of inappropriate activities happening at the facilities.<\/p>\n<p>The audit conducted by the State Auditor&#8217;s office faults the Human Services Department for not properly monitoring or suspending providers and notifying parents of situations that jeopardized the health and safety of children.<\/p>\n<p>The audit found that some providers were allowed to operate even though the department was aware of activities that included &#8220;inappropriate touching from adults,&#8221; use of illegal drugs by the provider and &#8220;inappropriate sexual play between children.&#8221;<\/p>\n<p>Two spokeswomen for the department did not immediately return calls from The Associated Press seeking comment on the audit Wednesday.<\/p>\n<p>The audit covers the biennium that ended June 30.<br \/>\nBISMARCK, N.D. (AP) \u0080\u0094 Authorities say a former Bismarck securities and insurance agent defrauded more than 40 people out of more than $3 million in a scam that lasted about 14 years.<\/p>\n<p>The case against Kevin Wanner is outlined in a civil complaint seeking to freeze funds from the sale of private property. Wanner has not been criminally charged.<\/p>\n<p>An affidavit by a North Dakota Securities Department investigator says the scheme started around 2001 and continued through December 2015.
