LOWS IN THE LOWER 50S.<\/p>\n<p>HIGHS IN THE LOWER 70S.<\/p>\n<p>&nbsp;<\/p>\n<p>.FRIDAY THROUGH WEDNESDAY<\/p>\n<p>THE SLIGHT CHANCE FOR THUNDERSTORMS RETURNS FRIDAY NIGHT AND INTO<\/p>\n<p>SATURDAY, WITH CHANCES RAMPING UP LATER INTO SUNDAY AND EARLY NEXT<\/p>\n<p>WEEK.<\/p>\n<p>&nbsp;<\/p>\n<p>Kathryn\u00a0 (CSi) The North Dakota Highway Patrol reports\u00a0 a man was killed following a head-on collision near Kathryn Wednesday night about 11-O&#8217;Clock on Highway One, north of Kathryn.<\/p>\n<p>The report says a 2007 Toyota Corolla was southbound, and a 2001 Pontiac Bonneville was\u00a0 northbound.<\/p>\n<p>The Pontiac crossed the center line and struck the Toyota, head on.<\/p>\n<p>The Toyota driver died in the crash.<\/p>\n<p>More information when the report is completed.<\/p>\n<p>Assisting the NDHP at the scene were, the Barnes County Sheriff&#8217;s Office, and Kathryn Fire and Rescue.<\/p>\n<p>&nbsp;<\/p>\n<p>COOPERSTOWN, N.D. (AP) \u2014 Authorities have identified a Finley man who died in a one-vehicle crash in Griggs County.<\/p>\n<p>The Highway Patrol says 37-year-old Alan Goyne lost control of his Corvette on a curve on state Highway 200, and the car went in the ditch and rolled.<\/p>\n<p>He died at the scene east of Cooperstown about 7:30 p.m. Tuesday. A 28-year-old Cooperstown woman identified as 28 year old\u00a0 Tenisha Dean\u00a0 who was riding in the car was flown to a Fargo hospital with undisclosed injuries. Her condition wasn\u2019t known.<\/p>\n<p>&nbsp;<\/p>\n<p>Bismarck\u00a0 (CSi) The North Dakota Department of Transportation reports that it has awarded a Safe Routes to School Grant to the Valley City Police Department in the amount of $9,100.<\/p>\n<p>Police Chief Fred Thompson says the grant will allow officers to conduct traffic enforcement in areas surrounding elementary and junior high schools.<\/p>\n<p>It includes classroom training given to students by police officers on traffic, bicycle, roller skate\/blades and walking safety involving motor vehicles.<\/p>\n<p>Thompson adds that \u00a0additional traffic enforcement will occur on various days before and after school days and that the public can expect strict enforcement of traffic laws.<\/p>\n<p>He said the police department looks forward to never having to respond to a student versus motor vehicle accident of any kind in Valley City.<\/p>\n<p>Any questions about this grant can be directed to the Valley City Police Department at 845-3110 and ask for Chief Thompson.<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>DEVILS LAKE, N.D. (AP) \u2014 Excess foam is limiting the operation of one of the two floodwater outlets on Devils Lake.<\/p>\n<p>The State Water Commission is trying to figure out a fix for the problem.<\/p>\n<p>Construction Engineer Jon Kelsch says lower discharges from the west-end outlet due to the foam issue in turn impact how much excess lake water can be sent through the east-end outlet, due to water quality constraints.<\/p>\n<p>Kelsch says officials are optimistic the problem will be fixed soon.<\/p>\n<p>There&#8217;s still about two months to go before the outlets have to be shut down for winter.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<p><span id=\"_oneup\">GRAND FORKS, N.D. (AP) \u2014 Police have identified the man who was found dead at a hotel on the campus of the University of North Dakota. The UND Police Department on Thursday identified the man as 26-year-old Zachary Daniel Stephens of Colorado Springs, Colorado. Stephens&#8217; body was found at a hotel room Friday. Stephens&#8217; cause of death has not been determined, but authorities say their investigation show there is no threat to public safety.<\/span><\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>BISMARCK, N.D. (AP) \u2014 An eastern North Dakota man has died from West Nile virus.<\/p>\n<p>It&#8217;s the first death in the state this year from the virus that&#8217;s transmitted by mosquitoes. The Health Department says the victim was a man older than 60. Officials did not identify him.<\/p>\n<p>Last year, 23 people in North Dakota tested positive for the virus. Eight were hospitalized and one died.<\/p>\n<p>West Nile virus symptoms include fever, headache, body aches and rash. Many people infected with the virus experience mild or no symptoms. Health Department epidemiologist Laura Cronquist says the elderly and people with other health issues are at greatest risk of becoming severely ill.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) \u2014 The North Dakota Board of Higher Education has hired a Kansas investigator to look into whether North Dakota State University President Dean Bresciani violated board policy.<\/p>\n<p>The probe centers on now-rescinded media guidelines for covering Bison athletics that were roundly criticized by journalists and on social media before NDSU scrapped them after just four days.<\/p>\n<p>The board announced Thursday that Lawrence, Kansas, attorney Kathy Perkins will handle the investigation. Her fee estimate is between $8,000 and $12,000.<\/p>\n<p>Board spokeswoman Billie Jo Lorius says the board considered eight proposals, ranging in cost from $7,000 to $150,000.<\/p>\n<p>The board has already delayed extending Bresciani&#8217;s contract, saying he needs to work on teamwork, communication and collaboration.<\/p>\n<p>A spokeswoman for the NDSU president did not immediately respond to a request for comment.<\/p>\n<\/div>\n<div>In world and national news&#8230;<\/div>\n<div><\/div>\n<div>\n<div>\n<p>MIAMI (AP) \u2014 Tropical Storm Hermine (hur-MEEN&#8217;) is hurricane status, with winds now up to 77 miles per hour. Hermine is expected to be a hurricane by the time it makes landfall along Florida&#8217;s Gulf coast Thursday night or early Friday. The National Hurricane Center has also extended tropical storm warnings farther south. They now include the Tampa\/St. Petersburg area. The Florida Highway Patrol has closed the Sunshine Skyway Bridge due to high winds.<\/p>\n<p>&nbsp;<\/p>\n<p>CHICAGO (AP) \u2014 The Chicago Police Department says August was the city&#8217;s deadliest month in 20 years, with 90 homicides. Chicago is on pace to have more than 700 homicides by the end of the year. The city hasn&#8217;t had more than 600 homicides in a year since 2003, and not more than 700 since 1998, according to records. Police blame the increase in violence on repeat offenders using illegal guns.<\/p>\n<p>&nbsp;<\/p>\n<p>DALLAS (AP) \u2014 Dallas Police Chief David Brown says he will retire in October after 33 years on the force. Brown oversaw the response to a July sniper attack that killed five officers. He was named police chief in 2010. He has also drawn criticism from Dallas police unions for not doing enough to retain officers.<\/p>\n<p>&nbsp;<\/p>\n<p>HARRISBURG, Pa. (AP) \u2014 Pennsylvania utility regulators have reconsidered \u2014 and then reinstated \u2014 a record $11.4 million fine imposed on ride-hailing company Uber. Thursday&#8217;s 4-1 vote by the Public Utility Commission comes four months after the original vote to fine San Francisco-based Uber for operating in Pennsylvania for six months in 2014 without approval. Uber calls the fine absurd and says it will go to court to challenge it.<\/p>\n<p>&nbsp;<\/p>\n<p>BOSTON (AP) \u2014 CVS has agreed to pay Massachusetts $795,000 and will tighten its policies for dispensing opioids following an investigation into its drug prescription practices. The state attorney general says the settlement resolves allegations that CVS failed to provide its pharmacists with a way to access the state&#8217;s Prescription Monitoring Program.
